Electrical installation work onminesites

This information bulletin has been developed to assist electrical workers and contractors in understanding therequirements applicable to electrical installation work carried out on mine sites.

Legislative requirement

Section 69 of the Electricity Reform Act requires a person who carries out work on an electrical installation orproposed electrical installation must ensure:

a)The work is carried out as required under the Electricity Reform (Safety and Technical) Regulations,

b)Examinations and tests are carried out as required under the Regulations, and

c)The requirements of the Regulations as to notification are complied with.

No exclusions or exemptions for mine sites, quarries and the like are provided in the Electricity Reform Act and consequently all the above requirements are applicable in the same manner as in any other circumstances of electrical installation work.

Notification

With regard to c) above, responsibility for notification shall be met in the following ways:

Electrical Contractors who have been contracted to carry out electrical installation work on the mine site under their own contractor’s license (either on a single job basis or on an on-going provision of labour and services basis), shall complete and issue a Certificate of Compliance (CoC) in accordance with theRegulations.
Electrical Workers who carry out electrical installation work on the mine site, as employees of the mine operator, shall complete a Certificate of Compliance (CoC) prior to the work being made available for energisation. The mine site may hold CoC books for this purpose as per Regulation 5, Electricity Reform (Safety and Technical) Regulations.
Certificates of Compliance are available as a downloadable document template from the NTWorkSafewebsite under Forms – Notifications, or the books are obtained from Territory Business Centres territory-wide.
