Further to your request for information dated24th November 2015,and your request for further information dated 2nd March 2016, I am pleased to provide the following in response to your request.

You asked us, and our response:

  1. Do you have a master vendor (MV) arrangement in place for the supply of medical locums? If so please state the name of the provider used (Medacs, Holt, A&E Agency etc.)

The Health Board has a Managed Service contract with Medacs which was awarded on 28th October 2015. Under this arrangement Medacs introduces clinicians and we contract with them directly. The implementation phase was concluded in March 2016 and the contract is now operational.

  1. Please state the utilisation rate that has been achieved through the master vendor in the last 12 months. This is the total value of locum spend processed via the master vendor arrangement in the last 12 months as a percentage of total locum spend in the same period.

Not applicable as not operational until March 2016. (See above).

  1. Does the trust use a direct engagement model to engage locum staff? If so please state the name of the company used (Liaison PwC, 247 Time, Brookson, HB Retinue, Medacs etc.)?

The Health Board has recently agreed to implement a managed services provision for medical locum staff with Medacs.

  1. Do you run a weekly payroll for medical bank?

We donot have a medical bank.

  1. Does the trust use rostering software (Allocate, Smart etc.)? If, so please state the name of the company used.

We do not currently use e-rostering for medical staff. The e-rostering system for other staff which is currently in use is provided by Allocate Software. This system is being used to roster Nursing, Health Care Assistants (HCA), Allied Health Professionals (AHP) and other staff groups (The AHP and other staff groups being rostered are from the following departments: Theatres, Radiography, Pathology, Domestics, Portering, Catering & admin & clerical staff).

  1. Please state the total amount that the trust has spent on rostering in 2014/15.

The total costs incurred by the Health Board on staff rostering during 2014/2015 amounted to £536,691. This includes pay costs for staff employed within our nurse bank and staff rostering teams and also non pay costs, including software.

  1. Please state the trusts expenditure on agency staff in 2014/15 split by staff categories.

We do not outsource for Nursing as the Health Board has its own internal Nurse Bank service.We do not have an internal medical locum bank.

  1. Does the trust use any third party tech solutions to manage internal bank staff (de Poel, HB Retinue, Liaison, Holt, 247 Time etc.)? If so please specify the name of the company used and the staffing categories managed through the tech solution.

These are not used in nursing, and we do not have an internal medical locum bank.

  1. Does the trust use any third party tech solutions to release temporary staff vacancies? If so please state the name of the company used and the staffing categories managed.

We do not use any third party technical solutions to release medical/nursing staff.
