Executive Summary

The Dexter Carter 35 Foundation (DC35F) is a nonprofit 501(c) (3) tax exempt corporation. (DC35F) Vision is to increase the quality of life of children living in despair. Usually despairleads to poverty and little hope of reaching one's Goals or Dreams. Our goal is to help children living in

despair and poverty develop hope, trust, confidence, self-reliance and social responsibility. The DC35F Mission is Making Hopes and Dreams a Reality by supporting and/or providing

educational programs, academic resources, fine arts programs, athleticprograms,social &

vocational programs and Health & Wellness education. All of the mentioned components are

relevant to Making Hopes and Dreams a Reality for youth. Literacy,Food, Health and Standard Housing are other key components to a child increasing his/her chances at avoiding or

discontinuing despairand poverty, bullying and crime. DC35Fgoals are to help eliminate the

substandard living of children, whether living with a guardian, in foster care, single parent homes"Mothers or Fathers" or in traditional two parent families. DC35F supports economic

development in communities with substandard livingconditions. DC35F believes if the right

services, tools and resources are made available to children and families, it will not only

positively impact and address their past, present and future, but it positively impacts their

educational, social and economic advancement. Thereis one thing greater than hope and that is fear and they both are contagious. DC35F promotes hope through our mission and our goal is

to eliminate

fear by providing continuoussupport and services. In Biblenumerology, the number "35" is

relates to the concept of hope, trust and confidence.DC35F intends to bring Hope,Trust and

Confidence to children,families and communities that need assistance in their fight against

despair and poverty.

DC35F believes that each individual and family is unique and so are their challenges and opportunities. The programs and resources are such that can effectively address their past, present

and future. DC35F understands that such program requires certain resources, partnerships and structure and we will utilize all at our disposal to continuously help every child in need.

Most “at risk” youths have experienced repeated failures thereby developing lack of confidence, destructive habits or behavior and poor self-image. The cycle for many eventually leadto

development of risky behaviors and false belief that they have a limited future and no opportunity to creating a successful productive life. The list of risky behaviors among youth is school

bullying statistics in the United States show that about one in four kids in the U.S. are

bullied on a regular basis. About thirty percent of students in the United States are involved in bullying on a regular basis either as a victim, bully or both. These school bullying

statistics show what a problembullying of all kinds in the United Stateshas become. The recent school bullying statistics show that social media bullying is becoming increasingly prevalent on school property as well as involving students even when they are not at

school. Because of this growing number of kids affected by bullying, more and more

schools throughout the country are cracking down on the measures taken to stop bullying.In many cases these statistics are directly related to how the bully feels about themselves. A

lack of confidence and hope usually can beassociated with despair and poverty and the

decisions and choices one makes.

Shaping effective prevention programs for this group is one of the hardest challenges

facing schools. DC35F supports schools to deliver personalized programs that will work for

all students, but specifically targets “at risk” and underprivileged youths in all single parent

and two parent households. To ensure the programs stay on target, our goal is to track

student progress through regular assessments by using IBM Watson or a similar computing

system to monitor, interpret and communicate the results to authorized stakeholders, student, student’sfamily,guardians, school personnel, mentors and others. The reports generated by

the system shall enable DC35F and schools to refine the programs for maximum impact and effective outcome, giving DC35F an edge in working with schools.

DC35F is dedicated to supporting effective risk prevention programs for public, private,

parochial schools, after school and summer programs initially in Georgia, Florida, San

Francisco Bay Areas and New York that have been identified as need areas.

DC35F’s core team will design and manage a website that will serve as Hub for DC35F to

connect and communicate with their network offriends, family, program manager &

coordinators, mentors, mentees and benefactors. DC35F is determined to make academic

excellence, graduating from high school and going to college or acquiring vocational skills

the norm for these at risk youth. DC35Fwants all participantsbelieving; “You cannot change yesterday, but you are in control of today and what you do today will impact your tomorrow."

The Journey

DC35F is fully aware of its limitations and the challenges involved in the Mission articulated in thismemorandum. DC35F is a new entity despite the fact that the founder, Mr. DexterCarter has

been working with numerous nonprofits, schools and associations with a focus on youth includingat risk-underprivileged youths over 20+ years. The founderis a single parent of four school age

children and one college student. He also has experienced, hardship and despair and

understands what hard work and a supporting cast can mean to the success or failure of an

individual.

Dexter’s Story

Dexter Carter is the Founder and Chairman of Dexter Carter 35 Foundation. This foundation is

his passion and is based upon personal life experiences along with acute understanding of the

issues at risk and underprivileged youths face. Dexter grew up in a low income household in

southern Georgia where he struggled with hardship, despairand poverty. Through hardwork,

supportive mentors, sports, a loving and supportive mother and a strong belief in his possibilities, Dexter was able to overcome his challenges and earn the opportunity to attendFlorida State

University on a football scholarship. Again he had to overcome both academic challenges as well

as the physical and mental challenges associates with climbing the ladder of athletic and academic

success. Dexter was able to overcome these challenges again and again based on the same

winning formula. The fulfillment of his athletic goals were recognized when he was drafted by theSan Francisco 49ers in the first round. He went on to have a successful 7 year NFL career

including winning a Super Bowl ring. He also earned not only a Bachelor’s degree in Early Childhood Development, but also a Master’s degree in BusinessManagement. Dexter's lifelong dream has always been to help other at risk and underprivileged children and families to not only hope

and believe that their future is brighter than their current circumstances, but they have a direct

impact on that change. DC35F will guide them through the process. DC35F is there to provide

the support, resources and programs to help bring their HOPE and Dreams to Reality.

DEXTER CARTER 35 FOUNDATION Program Overview

Most at risk youth have experienced repeated failures thereby developing destructive habits and a poor self-image. This cycle eventually leads to false realization that they have alimited future

with little to no opportunity to creating a successful productive life.

To accomplish DC35F goals, youth must have an opportunity to be in a caring, inclusive learning

environment where they can be surrounded by competent and confident parents/guardians,

teachers, mentors and coaches to supply encouragement for their best effort and reinforce

encouragementand accountability. The youth are our future. We can choose to ignore them

and do nothing and continue the cycle or we can actively provide these kids a fighting chance to

succeed and become productive, viable citizens with a sense ofpersonal and social

responsibility. The DC35F chooses to actively lead in this endeavor.

The target demographics for the DC35F include at risk and underprivileged youth from "Cradle toCareer." The initial geographical footprint will originate in areas that have meaning to

Foundation will assist anywhere in the world that youth need assistance. Although, the middle

school age group is historically the age group that starts to exhibit problematic symptoms and in prior years seem the perfect time to introduce DC35F, but, our goal is to identify the at risk

population from the Cradle. This implementation will provide services and resources for both the parent/s and child. This early intervention allows for greater impact on the child and their family inthe early learning stage of a child’s life. DC35F believesthatthis is the true method to positively

changing the outcomes of a larger percentage of troubled youth.

Objectives of the DEXTER CARTER 35 FOUNDATION include:

Inspire pro-social trusting relationships, strong interpersonal skills, self-confidence, and a sense of hope for the future.

Challenge and empower youth to establish goals and the discipline to follow through.

Expand and provide a positive perspective to make them aware of not only the possibilities but the realization of whatcan be achieved.

Provide a nurturing, caring, inclusive learning environment with a support system, a family home and environment that supports change.

Key to Success of DEXTER CARTER 35 FOUNDATION Programs Includes:

Establisha strong network of support withinthe school system, after school programs, juvenile court system, and the community.

Build a network of mentors and support team.

Create a reciprocal working relationship with established sport, fine arts academics, and other programs in the community.

Increase youth access to healthcare and healthy development.

Provide support and resources to establish acceptable living arrangement and conditions for the youth and their families.

Create affective working relationship with establish Early Learning Childcare Centers and possible development of DC35F Early Childhood Learning Centers in the future.

The Dexter Carter 35 Foundation is dedicated to delivering the formula for success to at risk

youth in our communities. That formula includes the recognition and belief of a bright future,

the tools to succeed, mentors and coaches to provide the support necessary, healthcare, and

an acceptable home environment for overall well-being.

The Process of Dexter Carter 35 Foundation Programs

Phase One

Dexter Carter 35 Foundation will seek information about “at risk” and underprivileged youths from schools, churches, athletic associations, after school programs, juvenile court system and

community leaders. This can be accomplished through request for information (RFI), community events and direct involvement with other foundations and organizations thatprovided programs

and services that increase the quality of life of at risk youth and develop Hope, Trust and

Confidence.

Phase Two

Dexter Carter 35 Foundation is introduced to, recommended to develop relationship with “at risk” and underprivileged youth and families. DC35F origination team will work with various

stakeholders to, identify, interview the youth and legal guardian and approve the youth for DC35F assistance. DC35F origination team will also work with stakeholders to collect pertinent data

(health records, academic records, social, economic and environmental data). These data will be fed into the IBM Watson computer system for analysis and recommendation.

Phase Three

The recommendation will be used to design a personalized program for each child. Results of

real time monitoring of the program will be fed into the computer as they are obtained. Watson will use these data to prepare reports and recommendation for continuous program

improvement. Program managers in concert with all stakeholders shall make appropriate

adjustments on the program as needed.

money managers, athletes, educators, entertainers, community activists and more. Our board of directors willbe diverse, but shall have a single focus of deploying affective programs for the academic, athletic, fine arts, social and vocational areas.

Fund Raising

Phase One

DC35F plans to generate funding in phases. Phase one is to raise money for the DC35F

Football and Life Skills Development Camp July 30thin Baxley Georgia. This camp is in my in my hometown for boys and girls 1st-12th grade students. This event signifies the official launch of DC35F. It will be a full day of sessions geared toward football and life skillsrelated

activities, academics, college recruitment, bullying, health and wellness awareness, goal

setting, relationship building and social responsibility. This phase also will also be used to

attract a core team – digital, program development and administrative support team. These

components enable DC35F to build a dynamic and vibrant digital presence and open

discussion with digital and strategic partners - IBM for Watson cognitive and analytical

computing, Boston Community Capital and Mr. Harris Rosen among othersfor mentoring and support.All monies raised will be used to build the infrastructure and stability of DC35F.

Phase Two

DC35F will be raising funds from Foundations, Benefactors, Endowment and Businesses. We shall raise funds on this level with complete disclosure document. We shall also be seeking

multiple years’ commitment, escalations and open-ended co-funding. Escalation allows DC35Fto extend the amount requested on the disclosure document with simple amendment to the

original document. Co-Funding allows the foundation, endowment and institutional donors to

participate directly in any program or demographic of their choice.

Our Pledge

Dexter Carter 35 Foundation shall be transparent at all times. Donors, program managersandpartners shall always have access to the financials of Dexter Carter 35 Foundation.

Dexter Carter 35 Foundation shall be accountable at all times. We shall be audited on periodic basis and be able to account for our actions. The initial funds will go toward developing the components that make up Dexter Carter 35 Foundation and warranted cost and expenses. The responsibility to determine the Executive and employee salary positions will be that of the Board of Directors or Compensation Committee; Salary will be consistent with nonprofit industry standards.

At Dexter Carter 35 Foundation, we shall always uphold our integrity at all times. Our actions will be transparent.

We are on a journey to build up disparaged communities through programs that give Hope,

Trust and Confidence to our youth. DC35F vision is that these efforts will Make Hopes and
