- SPP Staff, the EWSG, and the TWG will complete the ITP10 Scope by mid-December.

Agenda Item 1 – ITP Manual
SPP Chair Alan Myers called the meeting to order at 2:30pm. The following members were in attendance via teleconference or web conference:

Agenda Item 2 – Metrics Manual Review
The group reviewed the manual to ensure that final edits following the RTWG’s review were correct and moved to endorse the manual for MOPC review. Doug Kallesen delivered some minor typographical corrections to staff that were included in the endorsed manual. The motion to endorse the manual was made by Kip Fox and seconded by Bennie Weeks. An amendment to the motion was introduced by Leon Howell and also was approved unopposed. The amendment stated that weightings for the metrics would be included in the ITP Manual by December.

Endorse the ITP Manual as presented and modified today.
Amendment: (Leon Howell)
Endorsement of the ITP Manual as presented and modified today with the commitment by the group that a weighting for each of the metrics will be included by the December meeting.
The amendment passed unopposed; the motion passed unopposed.
Agenda Item 3 – Robustness Whitepaper
The group discussed whether the robustness whitepaper should be officially approved by the group for consideration by the MOPC or the SPC. Because most of the whitepaper’s contents directly informed the ITP Manual SPP staff and the group feel that the paper did not need specific recommendation and can be considered a completed step in the development of the ITP Manual.
Agenda Item 4 – ITP10 Scope
Charles Cates updated the group on the development of a draft scope. He plans to present the scope at the next joint TWG/ESWG meeting. SPP Staff set a goal of completing the scope review by mid-December.
Agenda Item 5 – Future ESWG Meetings & Next Steps
The group agreed on a web conference on October 21st from 1pm – 2pm. The call will address the metric weighting proposal from Leon Howell and Tim Miller, parking lot issues from the ESWG and direction from MOPC. A joint TWG/ESWG meeting will follow that immediately (also via web conferencing) until 4pm and will address the ITP10 scope. Staff is coordinating a December workshop for all parties interested in the ITP process and will post the item to the SPP calendar by the next ESWG meeting.
