Q: Can a list of the EDC partners be provided?

A: The City of Detroit and Detroit Riverfront Conservancy.

Q: Can a range of parking spaces be provided? This information is necessary to estimate expenses.

A: The number of parking spaces is not yet established and will be determined through the planning process.

Q: Is it the intent of the EDC to perform lot improvements (paving; lighting; fencing; revenue control equipment) prior to opening the lots for public parking?

A: The EDC may perform improvements before or after opening lots. These will be planned and coordinated based on consultation with the operator.

Q: Is there currently any type of daily; monthly or special event parking offered at any of the 5 parcels of land outlined in exhibit A?

A: Managed parking is currently unavailable.

Q: What is the leading objective of this interim parking system: to maximize potential revenue or provide low cost accessible parking to stakeholders in the district?

A: The leading objective is to maximize revenue for ongoing improvements in the district.

Q: Will EDC target existing buildings in the CBD to maximize revenue?

A: The EDC will rely on recommendations of operator for hours of operation, service provided and target market. Respondents must demonstrate strong knowledge of Detroit market and parking needs.

Q: Has the EDC already targeted groups of potential monthly contract customers from existing buildings?

A: No, please refer to question and answer number 6.

Q: VI. Required Submittal Information G. Cost Proposal

a.  Fee for Service: Is bidder only required to provide a management fee and outline reimbursable expenses?

A: Three example fee structures are provided. Respondents can select from the example fee structures provided or propose a new structure. Respondents should provide enough information for the EDC to evaluate the net benefit. A proposal for the fee for service structure should include at a minimum the management fee and outline of reimbursable expenses as well as any additional information the respondent believes is necessary.

b.  RFP requires bidder to provide a sample budget for the management of a 300-space parking lot – is it correct that this sample budget would only include expenses?

A: Sample budget should include income and expenses

Q: Would the EDC accept a proposal to provide consulting and advisory services only?

A: No, consultant and advisory services are part of the management service fee.

Q: Will the answers to the questions submitted from all bidders be shared?

A: Yes, all questions and answers will be posted on DEGC’s website.
