Minutes of Meeting of October 13, 2010
Call to Order: The meeting was called to order by Travis Myklebust, Chair at the Spokane Fire Training Center at approximately 9 a.m.

Minutes:
The minutes of the meeting of September 2010 were approved with the addition of Bob Sly in attendance.
WEMSIS:
· Travis reported that the Fire Marshal is not supporting NRFS as part of WEMSIS effective January 2011.
· Kim reported that the DOH stated that they will continue to fund WEMSIS in their budget, however regions are worried that continued funding may not last for long.
· Travis stated that the webinars East Region is interested in providing are being postponed until spring pending more information on Regional Council future funding.
· Bill Beusan stated there is no support from the DOH on the state field bridge.
Noncompliance with Patient Care Procedure: Kim shared that there is one agency in the region that is out of compliance with PCP #1. She has spoken with Mike Lopez regarding the situation and shared the Regional Council’s role in situations of this type, which is minimal. This was an informational only discussion. No action required.

· American Heart Association – Changes go into effect in March
Cardiac & Stroke PCP: After some discussion of the PCP it was:
Moved, seconded and carried unanimously to recommend approval of the PCP to the Regional Council that it forwarded on to the DOH for review and recommendation to the Steering Committee for final approval.
Narrowbanding – Mike Smith reported on that a letter is going out to all prehospital agencies and local council chairs on relicensure guidelines by January 1, 2013.
Trauma Response Area – Kim was asked to provide a definition.
Grant Funding – Mike shared a Grant Matrix that is available to all EMS agencies and hospitals statewide. The East Region will be distributing it and also posting it on the website under Funding Resources. The East Region also has a resource available called GrantStation.com.
