East Midland Reablement Evaluation Tool (EMRET)

The East Midland Reablement Evaluation Tool EMRET was produced to provide a baseline for the evaluation of reablement services across the region.

It was produced following recommendations made at a meeting organised through the East Midland Region - Care Services Efficiency Delivery programme.

PREFACE:

A number of authorities have expressed an interest in looking at the development of a composite set of measures which would assist in the evaluation of outcomes in ensuring the delivery of an effective reablement service.

It is clear that there are already in existence a number of such measures which are utilised by local authorities in the assessment of individuals who are referred for a reablement service. Having a common framework or set of measures for the assessment of a person’s abilities and then an evaluation of their impact is important. Equally it would be helpful then to have a tool that is helpful in monitoring the impact and effect of a reablement service on achieving peoples’ outcomes.

Participants at an East Midland CSED workshop in September 2009, agreed to try develop a consensus on what would be the core requirements of an assessment tool. The intention would be to apply measures alongside the core requirements in a pre and post assessment of reablement, and then to use this information to evaluate the impact and effectiveness of an authority’s reablement service. Using an Activity for Daily Livings (ADL) profile and having available a common tool across the nine local authorities would then be particularly helpful in comparing, like for like in the assessment of the impact of Reablement

In addition I have also included a further assessment tool used as a Supplementary Activity for Daily Living, which could be used should there be identified the need to consider additional areas and to inform the development of a Resource Allocation Score RAS, or involve other professionals in the early stages of an assessment.
