Development Officer

Job Title:Building Healthier & Happier Communities Development Officer

Salary:£20,338 per annum funded for 1 year

Pension:6% of annual salary paid into pension scheme of your choice. Comes into effect only after 6 months employment.

Holidays:20 days annual leave (increasing to 25 days after 1 year’s service), plus 12 public holidays (6fixed 1st & 2ndJanuary, Good Friday & Easter Monday, 25th26thDecember and 6 floating).

Hours of work:Normally 35 hours per week. However there will sometimes be a requirement for evening or weekend work for which a Time-Off-In-Lieu system operates.

Probationary Period:4 weeks, 3 months

Reporting to:Operations Manager

Screening:The successful candidate will be subject to satisfactory references. Confirmation of appointment will be conditional on the satisfactory outcome of this process.

Purpose of Post:The post is funded for one year by the Scottish Council for Voluntary Organisations (SCVO) & East Dunbartonshire Voluntary Action (EDVA)Building Healthier & Happier Communities (BHHC) programme. The postholder will work collaboratively with community groups, individuals, statutory and voluntary sector partners to scope, develop and build capacity towards sustaining change and to evidence their role in activity which contributes to health and social care outcomes and builds healthier and happier communities.

The postholder will also work jointly with the EDVA team and its partners to evidence further key outcomes which are:

  • To support third sector organisations to explain, evaluate and evidence their role in activity which contributes to health and social care outcomes and builds healthier and happier communities.
  • To share and disseminate across sectors learning about the third sector’s current and potential roles in health and social care and in building healthier and happier communities.
  • To provide improved evidence to influence and persuade strategic decision makers of the value of third sector activities, interventions, and services in the field of health and social care and in building healthier and happier communities.

Location:The postholder will be based at EDVA in Kirkintilloch but will work across East Dunbartonshire and may from time to time be required to work from other locations.

Overview:The job description will be supported by a work plan of key performance indicators to determine the extent to which outcomes are being met. These will be agreed by EDVA and the BHHC Local Reference Group. A common report on progress against these indicators will be provided to EDVA’s Board and the Local Reference Group.Further information on BHHC can be found at

Specific Duties:

  1. To provide enhanced ongoing support to build capacity within and across the third sector– including business improvement, monitoring & evaluation, funding, governance, operational and strategic planning, partnership working, and shared learning – via regular communication, networking and event opportunities primarily in East Dunbartonshire and at national level where appropriate.
  1. To assist the nine projects which benefitted fromBHHC investment during 2014~15 to achieve their aims by working with them to scope their needs and access appropriate programmes of development, support, training, workshops, hosting and enabling participation in regular local networking opportunities in the wider community.
  1. To support the TSI as the lead in supporting, promoting, developing and advocating for the third sector in health and social care integration.
  1. To utilise and implement a range of tools and resources as appropriate to ensure successful and achievable outcomes for the post which are measured and captured effectively.
  1. To carry out their work to a high quality and standard and to continuously seek ways to assist EDVA to improve and build a more flexible and responsive organisation.
  1. To maintain good working relationships with volunteers, voluntary and statutory organisations throughout East Dunbartonshire as part of the strategic TSI outcomes.
  1. To provide the Operations Manager with regular, accurate and up to date information on KPIs and activities by ensuring all internal reporting systems and tools are used to maximum effect including MILO.
  1. To support and, if necessary, deputise for colleagues and to ensure they are fully cognisant with the developments of BHHC through sharing/exchanging information.
  1. To participate in EDVA staff meetings, training and development plans, ensuring individual (self)training outcomes are aligned with the EDVA competency skills framework.
  1.   1. These duties are indicative of the nature and level of responsibilities associated with this post. Qualifications
Essential /
  • Relevant professionalqualifications
  • Proven experience of working across a broad range of multi agency networks & organisations and/or within communities and third sector
  • Evidence of partnership working

Desirable /
  • Knowledge of national and local policy affecting health and social care and health inequalities
  • Evidence of skills in developing and delivering training packages/modules
  • A full driving licence

Experience
Essential /
  • Successful delivery against targets within a voluntary/not-for- profit/public Organisation
  • Knowledge of national and local policy affecting the voluntary and community sector
  • Ability to make use of a range of information and communication technology
  • Experience of working with a broad demographic of the community
  • Knowledge of monitoring and evaluation methods/tools, and gathering and communicating information to a wide audience
  • Fundraising and preparation of successful funding applications for the public, voluntary or community sector
  • Experience of organising conferences and events
  • Excellent oral and written communication skills
  • Effective problem analysis skills
