Early Action for Success – Phase 2 (2017-2020)

BACKGROUND

The NSW Literacy and Numeracy Strategy (2017-2020) commits an additional $340 million over the next four years to maintain and extend the focus on instructional leadership. Early Action for Success (EAfS) Phase 2 is the Department’s implementation of the Strategy.

Early Action for Success Phase 2 aims to improve students’ performance through a targeted approach in the early years.

In particular, the strategy involves:

§  Early identification of the level of attainment in literacy and numeracy of each individual child (K-2).

§  Differentiating teaching practice that focuses on the needs of the individual student.

§  Using targeted interventions in literacy and/or numeracy according to need.

§  On-going monitoring of student progress against the Literacy and Numeracy Continuums/Learning Progressions.

Instructional Leadership, Literacy and Numeracy Positions

22 Assistant Principal and 366 Deputy Principal, Instructional Leadership, Literacy and Numeracy positions will work intensively with schools. As part of the leadership team within the schools, they will use data on student progress K-2 to strategically plan targeted interventions and identify professional learning needs of staff.

Across the state, 20 Deputy Principal, Instructional Leadership, Literacy and Numeracy Trainers will provide EAfS Phase 2 schools with on-going access to departmental K-2 intervention programs.

2017 – 2010 Implementation

533 Schools have been selected to be part of EAfS Phase 2 and will receive support in one of the following ways:

Small Schools strategy - Rural and Remote

Clusters of schools with K-2 enrolments of up to 24 students will be supported by shared Assistant Principals Instructional Leadership, Literacy and Numeracy.

Tamworth and Wagga Wagga Operational Directorates will each receive an allocation of 10 FTE Assistant Principals Instructional Leadership, Literacy and Numeracy positions between 72 identified schools. Directors, Public Schools NSW will work with principals to determine logistical arrangements, including base schools and service delivery.

The small schools Assistant Principals Instructional Leadership, Literacy and Numeracy, will work with principals in consultation with Directors, Public Schools NSW. The Assistant Principals will use a range of delivery models including Adobe Connect, teleconferencing, video and face-to-face conferencing support to provide high quality, differentiated professional learning and support and will work with principals and teachers in regularly monitoring each student’s progress.

Small Schools strategy – Metropolitan

Macquarie Park Operational Directorate has three small schools in the Hawkesbury Principal Network and Ultimo Operational Directorate has one in the Wollondilly Principal Network with K-2 enrolments of up to 24 students.

The 4 identified small metropolitan schools will be supported through a professional partnership with larger Early Action for Success schools in close geographic proximity. Directors, Public Schools NSW will work with principals to support ongoing professional partnerships.

The larger schools working with the four small metropolitan schools will each receive an additional allocation of 0.2 FTE Deputy Principal Instructional Leadership, Literacy and Numeracy position to support their work with the smaller schools.

Medium Schools strategy

Schools with K-2 enrolments of between 25 and 150 students will receive a Deputy Principal Instructional Leadership, Literacy and Numeracy allocated on a pro-rata basis. The allocations will range from 0.4 FTE to 1.0 FTE.

Deputy Principal Instructional Leadership, Literacy and Numeracy allocations have been determined through the following methodology:

·  Schools with an average K-2 enrolment of 25 to 59 will receive 0.4 Deputy Principal Instructional Leadership, Literacy and Numeracy

·  Schools with an average K-2 enrolment of 60 to 89 will receive 0.6 Deputy Principal Instructional Leadership, Literacy and Numeracy

·  Schools with an average K-2 enrolment of 90 to 119 will receive 0.8 Deputy Principal Instructional Leadership, Literacy and Numeracy

§  Schools with an average K-2 enrolment of 120 to 150 will receive 1.0 Deputy Principal Instructional Leadership, Literacy and Numeracy.

Large Schools strategy

Schools with an average K-2 enrolment of 151 or above will receive a standard 1.0 FTE Deputy Principal Instructional Leadership, Literacy and Numeracy. Large schools will also receive an additional Deputy Principal Instructional Leadership, Literacy and Numeracy allocation commensurate with average K-2 student enrolments. Total additional allocations will range from 1.0 FTE to 2.0 FTE in increments of 0.2 FTE.

Connected Communities Schools with K-2 Enrolments

The Instructional Leader positions in the 11 Connected Communities schools with K-2 enrolments in EAfS Phase 1 will be maintained in Phase 2. Wilcannia and Menindee Central Schools will each continue to receive 1.0 FTE Assistant Principal Instructional Leadership, Literacy and Numeracy. Toomelah Public School and Boggabilla Central School will continue to share a 1.0 FTE Deputy Principal. The remaining 7 Connected Communities schools with K-2 enrolments will each continue to receive 1.0 FTE Deputy Principal Instructional Leadership, Literacy and Numeracy.

Self-funded schools

Provision is made to accommodate up to 50 non-Early Action for Success Phase 2 schools to self-fund instructional leadership positions and for staff to participate in the support and professional learning provided through the EAfS strategy. A methodology will be developed, in conjunction with key stakeholders, to determine criteria for the selection of self-funded schools to participate in Phase 2 of the strategy.

RECRUITMENT PROCESS

Early Action for Success Phase 1 schools

Based on the needs of the each school, principals of the 310 EAfS Phase 1 schools will have two options to recruit Instructional Leadership positions:

1.  Internal school Expression of Interest, inclusive of the current Instructional Leader

2.  External Expression of Interest.

Schools which will commence in the Early Action for Success strategy for the first time in 2017

Schools new to EAfS in 2017 will be required to complete an external Expression of Interest.

Deputy Principal, Instructional Leadership, Literacy and Numeracy Trainer positions

Deputy Principal, Instructional Leadership, Literacy and Numeracy Trainer positions will be recruited by Early Learning and Primary Education through an external Expression of Interest process.

GENERAL INFORMATION

All Instructional Leadership positions will be temporary appointments for up to three years, with the possibility of an extension.

Details regarding panel requirements, recruitment processes, timelines and methods for advertising positions will be communicated to principals at the beginning of Term 4.

An induction program for all newly appointed Instructional Leaders will be conducted to ensure the successful applicants are briefed and supported in their new role. The induction program will be facilitated by State Office Early Learning and Primary Education.
