EDITOR’S NOTE: The following are e-mails between Ferndale Mayor Jerry Landcastle, former Planning Director Tom Black andFerndale city staff regarding a building permit application submitted by Fairhaven Candy Co.

Jerry,

We are trying to get an appointment set up for Nelson's building permit submittal (has to be this afternoon, tomorrow afternoon, or Thursday afternoon) but we don't have a contact/phone number. If you can provide that to Marci she can call them and tell them when to come in. They haven't gone through site plan review, so we'll be taking in the BP application out-of-the-box. We're trying to determine if there is a way to get around the site plan review, but it may be required because of the change in use. If it's required (we'll determine that by tomorrow) we will try to expedite it, of course.

I need to point out that this applicant was in here 1-2 months ago about this project and was given all the information needed to proceed with their permit applications, including being given site plan review application forms by Corey. They never submitted anything. I understand they are in a jam now, but it is of their own making. Obviously, we will need to put something elseto the side in order to accommodate their needs, and we will do that per your direction. It would be helpful in the future, however, if you would discourage applicants from coming straight to you to get their permits issued outside of the regular process until you determine if it's anemergency situation beyond their control. Phone number is 733 4545 name is Laura Sanderson. She is his right hand person. Will be very responsive.

Thank you for the update. The issue was evidently not a big deal until they ended up with a commitment form Safeway last week. I happen to go to Court on Friday and David Nelson called me aside and asked if we could help.

My position is that we have a local boy having made good as an attorney. Grew up with children same age as our children. Now he is potentially going to add another feather to his success bonnet and is going national with a CANDY company. Ferndale will be on packaging across the county. Even in SMALL PRINT it looks good for Ferndale. I do understand the issue, it is our job to make his project work even if it is an exception to the rules That makes the Building and Permit folks look like a million dollars to this struggling company.

I am very appreciative of the willingness to help them out. The real value is to the Community at large. We have the best specialty meats company in the Country and now the best Candy Company.

Jerry S. found a phone number to contact for submission of the building permit for Fairhaven Candy. I contacted them (Laura Sanderson) today and we have scheduled an appointment for Thursday, March 29, at 2:30.

Laura does not have a site plan at all. Laura is going to try and get the owner’s signature prior to Thursday.

I understand that the intake of this permit is not going to follow our normal procedure and that I am not to reject it at the counter if it is found to be incomplete.

Since we will not have a site plan, do I simply give Jerry S. the diagrams for his approval? Or do I give the packet to a planner? If so, which one?
