drdlr climate change DRAFT workshop facilitation plan

DATE: 04 SEPTEMBER 2013

Project Background

The National Department of Rural Development and Land Reform (DRDLR) is in the process of developing a Climate Change Adaptation Sector Plan for Rural Human Settlements in line with the National Climate Change Adaptation Policy Framework and the National Climate Change Response Policy. The plan aims to:

  • Provide a strategy for management of land that builds the resilience of the most vulnerable rural households to the impacts of climate change.
  • Identify and prioritise adaptation responses in terms of climate change risks.
  • Identify adaptation options that provide opportunities for job creation and align them with implementation of existing programmes, projects, and institutional arrangements.
  • Identify any interventions needed to ensure effective mainstreaming of climate change resilience into the policy, regulatory, institutional and communications framework of the Department.
  • Include a strategy for mobilising the resources and developing the capacities required for its implementation.
  • Set up a monitoring and evaluation framework for the adaptation plan.

Linkd Environmental Services believes that the key element for the development of this Adaptation plan depends on effective public and stakeholder participation hence the methodology and approach currently being implemented ensure that there is maximum involvement of stakeholders in the planning, implementation and outcome of the project.

As part of stakeholder consultation, four provincial workshops were also held with interested and affected stakeholders across the country in a month of June 2013. Stakeholders included provincial departments, Metro and District Municipalities, Non-Governmental Organisations, Unions, Businesses, Traditional Authorities, Financial Development Institutions and Community Representatives.

Since the four provincial workshops there has been developments in the project and the department deemed it necessary to host workshop with experts in the field of climate change. The main aim is to present the revised Riskand Vulnerability Assessment Report, Draft Strategy and Logframe to get input and recommendations.

Aims and Objectives of the workshop

  • To get input and recommendations on the Draft Risk and Vulnerability Assessment Report ;
  • To get input and recommendations on the Draft Strategy;
  • To solicit input and lay foundation on the draft implementation framework
