SCOPE OF WORK
Keaukaha Military Reservation (KMR) Goat Grazing Project
For The Management of Noxious, Invasive and Non-Native Vegetation
November 2016
1. LOCATION. The project area comprises of approximately 46 acres throughout various areas within the Keaukaha Military Reservation (KMR), located on the northeast side of the Island of Hawaii, adjacent to the southern boundary of the Hilo International Airport.
2. AUTHORITY. Army Regulation 200-1 (4-3): to enhance native ecosystems and Executive Order 13112: to remove non-native, noxious species.
3. REFERENCES. Hawaii Army National Guard Integrated Natural Resources Management Plan for Four Sites, 2012 Update - Final.
4. PURPOSE. The Hawaii Army National Guard (HIARNG) must manage noxious, invasive and non-native plant species and enhance native ecosystems on its property. In accordance with this requirement, this project will involve the management of noxious, invasive and non-native vegetation of approximately 38.02 acres within KMR. Native vegetation will be protected. The purpose of the vegetation removal is to control noxious, invasive and non-native plant species in an effort to restore wildlife habitat, promote biodiversity and ecosystem sustainability, and reduce fire fuel loads.
5. MAJOR WORK TASKS. The major requirement of this project is to reduce noxious, invasive, and non-native vegetation within select areas of KMR. The total area of vegetation management is approximately 38.02 acres (see attached map).
6. DETAILED WORK TASKS.
A. Removal of noxious, invasive and non-native vegetation.
The contractor shall be responsible for clearing designated areas within KMR of noxious, invasive and non-native grass, trees, and other plants utilizing animals (goats and/or sheep). The contractor shall clear all noxious, invasive and non-native vegetation in the approximate 38.02 acres at various locations throughout KMR (see attached map).
The noxious, invasive, and non-native vegetation (grass, trees, and other plants) shall be reduced to a level of approximately 6 inches above ground level or lower. The contractor shall take care to ensure that native trees and plants are not trampled or significantly impacted in any way by the non-native vegetation removal process. Population numbers of goats and/or sheep will be determined by contractor.
B. Portable Fencing
The contractor shall provide portable fencing to secure and contain goats and/or sheep within the designated areas to be managed. All fencing will be erected and removed by the contractor. No permanent posts or fencing will be erected. All portable fencing and/or netting used may be charged by a portable solar charging system. Contractor is required to place and display visible warning signs along all electrically charged fencing to notify and inform all personnel.
C. Portable/Temporary Shelters
Portable and/or temporary shelters may be erected within the designated management areas to protect the animals due to environmental conditions. Coordination with the Project Manager will be conducted prior to the set-up of any portable/temporary shelter.
D. Accessibility
Access onto KMR will be coordinated with the Project Manager. Access will be available as needed for the contractor to ensure safety for the animals. In the event it is necessary for the contractor to maintain a 24 hour or overnight supervision of animals advanced notice will be given to the Project Manager to ensure the KMR Facility Manager and security staff are informed. Project Manager will provide all necessary point of contact information as needed.
Contractor will be responsible for obtaining portable restroom facilities for personnel needing to stay on-site for extended times or overnight supervision.
The use of any open flame grill and/or device, charcoal and electric grills and/or devices, propane tanks and propane grills and/or devices, open flame or campfires are prohibited to reduce the risk of potential fire hazard.
E. Scheduling.
Scheduling shall not conflict with National Guard exercises. All site access shall be coordinated directly through the Project Manager and on-site contact, Mr. Craig Blaisdell, (808) 672-1278.
7. REPORTING. Weekly progress reports with photo documentation shall be provided to the Project Manager. All information about the completion of major work tasks and the discovery of major constraints shall be communicated as they occur.
8. EQUIPMENT AND MATERIALS. The contractor shall furnish all materials, supplies, and equipment necessary to complete the project.
9. PROJECT PERIOD. The project period will begin within 30 days from the notice to proceed. The length of the project period will be for 12 consecutive months with animal rotation intervals within the various non-native vegetation control areas (see attached map) as follows:
a) Area 1 – animal rotation interval will occur every 3 months (total of 4 control treatments).
b) Area 6 – animal rotation interval will occur every 6 months (total of 2 control treatments).
c) Area 11 – animal rotation interval will occur every 3 months (total of 4 control treatments)
d) Area 12 – animal rotation interval will occur every 3 months (total of 4 control treatments)
e) Area 16 – animal rotation interval will occur every 4 months (total of 3 control treatments)
f) Area 17 – animal rotation interval will occur every 6 months (total of 2 control treatments)
10. SPECIAL CONDITIONS.
A. Professional Qualifications.
(1) The personnel required for this project shall be adequate in numbers, skill, and qualifications to accomplish the work required, in conformance with the Scope of Work and the schedule of delivery. The contractor shall have the ability to identify and distinguish between non-native, native, and threatened and endangered species.
(2) The Project Manager shall be notified of proposed changes in the Principle Investigator or Supervisor and reserves the right to approve such changes on the basis of professional qualifications. This shall only apply to those personnel involved in the actual planning and execution of the project.
B. Threatened and Endangered Species
(1) The Project Manager shall be immediately notified by the contractor of the presence of threatened or endangered species within the project area prior to conducting any activity.
(2) The contractor shall comply with the HRS Chapter 195D-4 Endangered and threatened species and the Endangered Species Act of 1973, as amended (16 USC 1531 et seq.)
(3) The endangered Hawaiian hoary bat occurs at the project site. The Hawaiian hoary bat roosts in both exotic and native woody vegetation, and usually in trees over 15 feet in height. The hoary bat breeding season occurs between the months of June through September 15.
(4) The endangered Hawaiian goose may be present at KMR at any time of year. If a Hawaiian goose appears within 100 feet of ongoing work, all activity shall be temporarily suspended until the bird moves off to a safe distance on its own. If any number of Hawaiian geese are observed loafing and /or foraging within the area of work during their breeding season (December through April), a biologist familiar with the nesting behavior of both species shall survey in and around the areas of work/proposed work. If a nest is discovered within a radius of 100 feet of a clearing/proposed clearing, or a previously undiscovered nest is found within 100 feet of project site, all work shall cease immediately and Project Manager contacted for further guidance.
C. Environmental Compliance Special Conditions
A. Prior to start of any contract-related work and within 30 days of completion of the project, the Contractor shall submit to HIARNG-ENV Compliance Branch (Compliance), a Hazardous Material Inventory Log of chemical products to be used in the project, and provide an update no later than 31 January of each calendar year. The log shall include the product name and manufacturer ID number, container size, amount used, and maximum number of containers to be stored on site at any given day during the project. Material Safety Data Sheets (MSDSs) shall be provided or made available to the COR and HIARNG-ENV upon request.
B. Prior to start of any contract-related work, the Contractor will provide to Compliance an estimate, if any, of the maximum amount of hazardous waste expected to be generated per month, and the total amount anticipated to be stored on-site at any given time. All generated waste will be stored in a secured area pending removal for disposal, with signage indicating contact information and shall be managed in accordance with all applicable federal, state, and local regulations.
C. The Contractor shall provide copies of all waste disposal documentation (including any required lab analyses, waste profiles, and any other supporting documentation) to the Contract Project Manager and/or Contract POCs and HIARNG-ENV, along with draft copies of the waste manifests for review, prior to waste shipment off-site for disposal. If the Contractor utilizes a HIARNG EPA ID Number for waste disposal, manifests will only be signed by individuals authorized by HIARNG-ENV.
D. Compliance’s approval is required for any fueling operations being conducted on-site, which will be conducted in accordance with (IAW) all applicable requirements.
E. Compliance’s approval is required for any aboveground storage tank staged on-site. For storage of oil exceeding the EPA threshold of 1,320 gallons shell capacity of oil in containers 55 gallons or greater, contractor is responsible for preparing a Spill Prevention, Control, and Countermeasures (SPCC) Plan in accordance with 40 CFR 112.
F. The Contractor shall use protective measures for any and all on-site petroleum, oils, or lubricants (POLs), chemicals, equipment and vehicles to prevent spills and leaks into the environment and ensure only rainwater enters on-site storm drains, swales, streams, and other paths to navigable waters.
G. The Contractor is responsible for complying with all existing and applicable environmental permit conditions and requirements and obtaining any and all required environmental permits, e.g., construction-related surface discharge permits, county-required industrial wastewater discharge permits, minor (pollution) source air permits, HW permits, Solid Waste (SW) permits, etc. for any contract-related work.
11. CONTRACTING AND BIDDING REQUIREMENTS.
A. It is recommended that any Contractor placing a bid on the contract conduct a site visit and walk through to ensure the bid placed is representative of the scope of the project.
B. Bids placed shall include all applicable fees and taxes.
C. Contractor shall be responsible for any required permits.
D. The Contractor selected shall provide a certificate of liability insurance prior to awarding the contract.
E. The Contractor selected shall furnish proof of compliance with the Hawai’i State Department of Taxation and Industrial Labor Relations, the Department of Commerce and Consumer Affairs and the Internal Revenue Service. This can be accomplished by supplying a Hawaii Compliance Express Certificate or by forwarding applicable forms from each department.
