Job Title: Systems Programmer

Work Base: To be confirmed

Reporting to: Head of Information Services and Technology

Job Purpose: To continually develop and maintain software applications and systems that support the functional needs of the organisation and that enhance the experience of staff and learners, and todevelop data analysis and reporting tools, particularly related to Management Information Systems (MIS), Finance and Quality/Curriculum.

Length of contract: Permanent

Hours of work: Full time (35 hours per week)

Pay scale: MG1-MG4

Main duties and responsibilities

  1. Work closely with MIS staff in the development ofmanagement information systems that serve the needs of relevant stakeholders.
  1. Enhance the quality and use of centrally held information ensuring that it becomes the prime source for reporting and administration purposes.
  1. Work closely with staff teams and any external consultants to develop and maintain the organisation’s reporting systems and develop reports for internal and external use as necessary to assist the strategic and operational decision making process.
  1. Provide systems / database support across the organisation as required.
  1. Use appropriate development languages and techniques to develop and adapt solutions to increase efficiency and accuracy, save staff time and improve the delivery of services across the organisation.
  1. Maintain knowledge of Welsh Government and other external data requirements

e.g. LLWR specification, and ensure systems are compliant.

  1. Maintain knowledge of relevant national and regional external statistical, demographic and performance publications for use in developing reports.
  1. Create and maintain system specifications and documentation for any systems developed.
  1. Assist in providing documentation, training, support and standards for users of applications.
  1. Work with project managers and staff to developproject specificsolutions and reports that support effective project management, are accessible to project partners, and ensure compliance with the security and funding requirements of the project, as required.
  1. General maintenance and troubleshooting of databases and related systems.
  1. Work within an appropriate development lifecycle that includes adequate planning, design, development, testing and maintenanceto ensure user acceptance, security and integrity of all systems.
  1. Ensure compliance with audit requirements.
  1. Take an active part in applying continuous improvement across the organisation.
  1. Work in accordance with the Data Protection Act and to ensure that all data protection concerns are reported to the organisations Data Protection Controller.
  1. Contribute to staff meetings, organisational initiatives and developments.
  1. Comply with all organisational policies and procedures, keeping abreast of changes and making any necessary changes to administrative systems.
  1. Ensure that all aspects of the organisations financial instructions and standing orders are followed.
  1. Ensure the safe working practices are used and appropriate and Health and Safety legislation adopted.
  1. Actively support and practice equality of opportunity in the workplace.

PERSON SPECIFICATION

CRITERIA / ESSENTIAL / DESIRABLE
EDUCATION, TRAINING AND QUALIFICATIONS / BTEC HNC/HND in an IT related discipline and/or Professional qualifications in Microsoft environments, or exceptional experience related to the role.
Good all round education to including English and Maths GCSE or equivalent. / Degree or Equivalent in an IT related discipline.
Professional qualifications in Microsoft environments.
EXPERIENCE / Experience of developing and implementing systems to improve efficiency within an organisation.
Experience of document management, dataflow diagrams and process improvements.
Experience of a range of development tools and programming languages.
Experience of developing secure multi-user systems.
Extensive experience of using advanced Excel spreadsheets, MS Access, SQL andSSRS.
Experience of database analysis and manipulation and of working with large relational databases. / Good experience of structured systems development, analysis and design.
Development of systems within a college or education environment.
Development within a Microsoft Server and SQL Server environment serving a large user base.
Experience of web service integration.
Experience of working with and supporting a geographically distributed workforce.
SKILLS, KNOWLEDGE, ATTITUDE / Ability to demonstrate a commitment to the organisation’s purpose, vision, guiding principles and values.
Excellent IT skills covering all Microsoft office applications, particularly, Excel and Access, MS SQL Server and Visual Studio.
Ability to design and implement reporting systems and produce ad-hoc and regular reports.
Ability to research, manipulate and analyse large quantities of complex data, working with a high level of accuracy and attention to detail.
Excellent verbal and written communication skills with the ability to present complex data in a clear format that can be understood by a wide range of audiences.

WORKING PATTERN - / Willing to work flexibly, including occasional weekend and evening work if required.
Contracted hours for a full time post are 35 hours per week.
OTHER REQUIREMENTS / Willingness to travel across Wales and to work flexibly, including occasional overnight stays. / Ability to speak Welsh.
