PUBLIC QUESTION TIME
A resident advised that he had seen localised flooding on Ben Bank Road in Silkstone Common during last week’s heavy rain. The Clerk will advise Barnsley MBC highways and ask that the gullies on Ben Bank road are cleared.
A resident advised that the gully on Cone lane at Beacon Hill is blocked.
A resident advised that the dog bin near the old Mission Rooms in Silkstone Common has still not been emptied. The Clerk will speak to Barnsley MBC who previously advised that this bin is emptied every Tuesday.
Cllr Fletcher asked why the villages do not have Parish Council Christmas trees. Cllr Mrs Liddell advised that this was investigated last year but the cost to install a manhole style mount for a tree, connection to electric supply and Barnsley MBC licensing meant this was not viable within the Parish Council’s budgets even though the Council have 5 sets of Christmas lights. The lights will be distributed between the 2 villages.
Cllr Leech reported that the lights on lampposts LP35 & LP 2 Silkstone cross and A628 respectively are not working and also have trees overgrown around them. The Clerk will advise Barnsley MBC street lighting.
Cllr Leech advised that the step on the footpath from Towngate to Manor Park has broken. The Clerk will advise the Public Rights of Way officer at Barnsley MBC.

15-106 NEIGHBOURHOOD PLANNING
The Chairman welcomed Cllr Ann Walker of Oxspring Parish Council.
RESOLVED to suspend standing orders.
Cllr Walker advised that the final draft of Oxspring Parish Council’s neighbourhood plan is expected to go out to resident consultation at the end of this month. In the Barnsley MBC sites and places document Oxspring were allocated 111 new homes. It was this housing allocation between 2014-2033 that prompted Oxspring PC to move forward with a neighbourhood plan. Cllr Walker advised that grants are available towards the cost of planning consultants. Oxspring PC found Planning aid and CPRE to be very helpful whilst preparing their plan. Their Parish Clerk dealt with the funding applications but a steering group was set up to write the plan. She advised that the Parish Council designates an area for a Neighbourhood Plan which can be the Parish boundary or a smaller area within the Parish. A lot of consultation with residents has been carried out with open days. Students from Sheffield Hallam University carried out a housing needs analysis for Oxspring which has fed into the plan. The plan has taken a few years to get to this final draft stage.

RESOLVED to approve the schedule of Parish Council meeting dates for 2016. The dates will be published on the Parish Council’s website, newsletter and noticeboards.
15-110 COMMUNITY CENTRE RISK ASSESSMENT
RESOLVED to defer this item to the December meeting of the Parish Council. Cllrs Barkworth, Bell and Leech will assist the Clerk in preparation of this document.
15-111 LOCAL COUNCIL AWARD SCHEME
RESOLVED to note that the foundation level award application has been submitted and a decision is awaited.
15-112 CLERK’S APPRAISAL
RESOLVED to note that the Clerk’s appraisal has been completed with no areas of concern. The Chairman will forward the full appraisal to the staffing committee.
ENVIRONMENT
15-113 ALLOTMENT LAND SEARCH
RESOLVED to defer this item to the December meeting of Parish Council when Adam Richardson will report on his findings.
15-114 SILKSTONE WAR MEMORIAL
RESOLVED to note that a response is still awaited from the War Memorials Trust regarding the pre-application for a grant towards refurbishment works of the memorial.
15-115 HALL ROYD LANE WOOD
RESOLVED to note that CARE have a work day planned in Hall Royd Lane wood on 14 November; the licence between Parish Council and CARE has been completed and signed.
FURTHER RESOLVED that having considered residents suggestions for naming the wood; the Parish Council would like to call the wood ‘Jays Wood’ and will put this suggestion forward to CARE for consideration.

15-117 SILKSTONE RECREATION GROUND
- Sport England grant application update
RESOLVED to note that Barnsley MBC have advised that planning permission will not be required for the drainage work, nor will a flood risk assessment be required. There is no requirement for a further licence to discharge water at a faster flow rate into the beck but an ‘ordinary water course consent’ will be required before any work is progressed to support the headwall in the beck banking. Cllr Mrs Smith and the Clerk have looked into the VAT aspect of the scheme and are satisfied that the scheme falls into the ‘occasional breach’ category as regards the £7,500 annual reclaim rule from HMRC.
15-118 MUGA fencing extension
RESOLVED to note the quotation from Tildenet for a roof net on the MUGA of £450 + Vat. Following discussion this option was discounted due to safety concerns. A fabricator has provided a quotation of £4,200 to extend the end wall of the MUGA with a one panel return on each side. An option of lighter gauge panels for the top section is to be investigated. The Clerk and Cllr Fletcher will liaise to obtain further quotes/options for presentation to the December meeting of Parish Council.
15-119 MULTI USE GAMES AREA FACILITY
RESOLVED to note that the football association (FA) have advised that their current year grant spend has already been allocated. They will contact Cllr Fletcher in 2016 once the new grant funding scheme has been agreed by the government and the FA.
FURTHER RESOLVED that in the meantime the Clerk will obtain quotes and research grants for outdoor gyms as an option for consideration. The Huskar Community Rooms manager will be invited to attend the next Playing Fields Committee meeting to take part in discussions around aspirational schemes for the grassed area next to the MUGA.

15-125 MEETINGS
Cllr A Browell / Attended the launch of the Penistone Clean and tidy project.Advised that the elections office at Barnsley MBC have advised that they will not use the Huskar Community Rooms as a polling station due to the concern about residents crossing the busy A628 to get to the centre.
Cllr Mrs M Liddell / Silkstone Charities meeting
Cllr Stier / Traffic meeting. It was noted that Tate’s travel are to invest in cleaner buses and better time keeping to avoid an £18,000 fine from the transport authority for late buses.
Meeting at Penistone Paramount where it was reported that all live shows between now and Christmas are sold out. For 2 weeks from 20 November there will be something on every day to celebrate their 100 year anniversary. Their committee thanked Silkstone Parish Council for their ongoing support.
Crime and Safety Sub group meeting. Latest crime figures : 1 burglary in Silkstone Common, 1 theft of motor vehicle in Silkstone, 3 theft from a motor vehicle in Silkstone and 1 in Silkstone Common. Police warned about leaving valuables visible in a car. Man detained by PCSO at Silkstone petrol station found to be 3 times over legal alcohol limit.
Members encouraged to sign the online petition to ‘Save our PCSO’s’ as there is a proposed further reduction in numbers for 2016. PCSO’s have already reduced from 13 to 8. Go to
It was also noted that the Police & Crime Commissioner will be attending the Penistone Town Council meeting in 3 weeks time.
Cllr Barkworth / Barnsley MBC A628 meeting (see note under Cllr Leech)
Cllr Liddell / NALC meeting where the increase in fees for Parish Council was agreed. There will be an 18% rise on the NALC portion of the fee and 2.5% increase on the YLCA portion for 2016/2017. He showed Councillors a copy of the ‘Star Council awards’ and advised that this was going to be promoted next year within the Yorkshire region.
He will be attending their finance and general purposes committee meeting this Friday.
Cllr Leech / Meeting with officers and members of Barnsley MBC relating to their feasibility study for an improved pedestrian crossing on the A628 in front of the petrol station. The meeting was productive with Barnsley MBC agreeing to carry out a 7 day 24 hour speed check as soon as possible and to advise on the costs related to the installation of elderly people crossing and road markings (subject to clarification that the proposals meet the department of transport’s criteria). Also attended Penistone East & West ward alliance meeting.

The Clerk reported that she had left messages with the Royal Mail area manager for Silkstone Common regarding the blocked off post box on Moorend lane asking when it will be re-opened.
Sarah Ford has advised that the Police have been informed of the criminal damage to trees on the Trans Pennine trail in Silkstone Common. Sarah Ford will update the Clerk as information becomes available.
15-127 DATE OF NEXT MEETING
RESOLVED to note that the next meeting of Silkstone Parish Council will be on Monday7 December15 at 6.45pm at Silkstone Sports Pavilion.
15-128 PRIVATE SESSION
RESOLVED to exclude press and public from the meeting as the matters to be discussed relate to personal information.
RESOLVED to note the update from Cllr Mrs Liddell regarding the lady who had a fall in the recreation ground car park. The Clerk will keep a record of the incident.
RESOLVED to note that the community centre have installed a timer for their external lights to come on at dusk and go off at 11pm. The car park floodlights have been turned so that maximum light is aimed at the car park. Members agreed to approve an order to Barnsley MBC to replace 3 floodlights with higher strength LED lights to light the car park and MUGA areas (at a cost of £150 per floodlight plus labour charge). The light at the bottom of the Pavilion drive only lights the gate area and is on a manual timer at the Pavilion which just covers 20 minutes after the building is locked up. The Clerk will obtain a quotation to replace this lamp along with the installation of an automatic timer for possible inclusion in the 2016/2017 budget.
FURTHER RESOLVED to note that the Co-op manager will ensure the compound lights are working and will seek approval from his manager for the installation of security lights on the back and side wall of the Co-op. The Clerk will report to Council further on this as information becomes available from the Co-op.
It was agreed that once the existing Co-op lighting and MUGA lighting is all in working order, representatives of the Co-op, HCR committee and Parish Council will meet to solve any remaining lighting issues.
