Work Session Meeting – November 4th, 2013

CALL TO ORDER:President Johnson called the meeting to order at 10:00am and led in the Pledge of Allegiance.

ANNOUNCEMENTS:Administrator LaPora will be out of the office on November 14th and 15th. All BOD meeting items will need to be in by Tuesday November 12th. Lions Club Volunteer Mark Schneider volunteered to organize a working party to trim up juniper trees that overhang the roads exiting the North end of Lions Memorial Park and ball field. Administrator LaPora will look into placing a do not block the roadway sign by Lions Memorial Park. President Johnson also praised the Bend Bulletin on a wonderful video relating to the opening of the disc golf course.

PUBLIC INPUT: Architectural Review committee member Paulette Nordin reminded the BOD that anyone putting up a sign must submit a form to the architectural review committee. If not submitting a form signs must be no more than 5 feet high with intent to sell the property.

WORK SESSION ITEMS:

  1. Shooting on Peninsula- Crooked River Ranch Homeowner Laurie Maholland addressed the BOD about her place on big sky, where shooting takes place constantly about 400 yards from her house on peninsula. This area is mostly flat ground, with shooting taking place at least 17 days of the month. In addition, homeowner Maholland feels unsafe walking in the area as bullets have ricocheted off propane tanks or rocks. In one instance, Maholland said she was threatened when confronting two shooters in the past.

CC&R Review Committee chair Stu Steinberg addressed concerns with shooting on the peninsula as well. He explained that there is National grasslands in the middle of the peninsula, where shooting is permitted as long as it is done in a safe manner and does not interfere with another form of recreation. Although the shooting is done more than 150 yards away, he does not feel safe walking through peninsula and will not take his grandkids there. Many of the shooters are skeet shooters, and have left behind a lot of trash and litter. He has also found dead deer poached and seen people shooting across the canyon. He encouraged a shutdown and believed there is no other way to enforce the irresponsible shooters.

Homeowner Jim Mcnamer advised the BOD that they should go after irresponsible gun owners who shoot illegally. He also suggested trying to get a camera sight put in that BLM could enforce. Mcnamer believes there should not be a closure of shooting there and thought a birm being put in might also be a good idea.

Homeowner Diane Knox believes a birm will not work. Homeowner Cal Robins encourages a shutdown, and suggested contacting the state game commission to try and make the grasslands a safety zone. V. Pres. Dunham recommended drafting a letter to BLM . President Johnson added that an article in the newsletter may be a good idea to get ideas out. A letter will be drafted for the next BOD meeting.

  1. Request to Rezone some CRR Phase 16 Properties from Commercial to Residential: CRR business owner Anita Britton has sent in a request to Jefferson County to change lots 4900, 5200, and 5300 in Phase 16 from Commercial to Rural Residential. Architectural Review Chairmen Paulette Nordin reminded the BOD that Jefferson County Community Development will hold a meeting on November 14th at 5:30 P.M. A couple BOD members will attend this meeting to stay informed on the status of the request.
  1. Update on Disc Golf: Administrator LaPora met with Director Poppert, general maintenance supervisor Mike Kinoke, and golf maintenance supervisor Richard Jensen to discuss potential amenities to add on to the disc golf course. Tee sleeves have already been purchased, but 72 bags of concrete still need to be purchased for pads and tees. Large wooden boards have been purchased from the opportunity foundation. These will probably be used to help build benches for each hole. A drop box will also need to be purchased.
  1. FDIC-Issue Update:Home Federal representatives Cristina Lamoureux and AJ Losoya came to speak about the potential investment options for FDIC coverage of money in excess of $250,000. One option is a flex insured account, which takes the funds and splits them into FDIC insured institutions. Home Federal Investment Representative Mark Tomkins was not able to attend the meeting due to an emergency, so some details won’t be known until Crooked River Ranch meets with him.
  1. Staff Supervisor Presentations on their Departments:

i.Judy LaPora- Admin Department: To be presented at a later date due to time constraints.

ii.Pat Huffer- Supervisor Huffer presented a briefing of his duties and responsibilities as PGA golf professional and supervisor. This includes employing different marketing strategies for golf, preparing for tournaments, maintaining golf carts, and running the pro shop.

iii.Sue Boyle-RV Park: RV Park Supervisor Boyle presented a summary of her duties and responsibilities at the RV Park. This includes checking people in, making sure the grounds are tidy, grass mowed, cars parked correctly, marketing, and budgeting. In addition Sue plans on having another fire pit setup by next year, updating the website with activities for campers, sending brochures out to the Chamber of Commerce, establishing a Facebook presence, and creating signage.

  1. Discussion of guidance to staff and BAC on developing Budget 2014-2015: Vice President Dunham spoke of a need for cameras at the pro shop and RV park, and possibly getting a water truck next year. Pres. Johnson added that digitalizing the Edmund Files that are only in hard copy is very important as well, as this would help insure us in the event of a fire. In addition, items talked about included fixing a light wiring issue outside in the parking lot and a phone system that was scheduled for next FY.

PROPOSED AGENDA ITEMS FOR REGULAR MEETING NOVEMBER 18th, 2013:

Administrator LaPora will work with Annie Nyars on finishing the employee handbook. Administrator LaPora will update the BOD next regular meeting about whether part time worker Deborah will be able to help out Digitalizing the Edmund Files

UPDATE OF AR LOG: Vice Pres. Dunham and Director Mitchener will assign volunteers to help pull weeds that are potential fire hazards on the ranch.
