DPM Change Request1

1.Change Summary

The present version of the Data Preparation Manual identifies available values for the turbine type filed of generator objects. The values provided are a subset of the unit types as defined in the U.S. Energy Information Administration Form EIA-860. The suggested change is to update the available turbine types to better align with the Form EIA 860.

2.Schedule

Incorporate language into DPM: May 2017 for inclusion in 2018 DPM

Adherence to revised DPM language: Same as 2018 DPM

3.Detailed Description

The table below is an excerpt of Form EIA 860 Instructions Annual Electric Generator Report ( The listed prime mover code and description and similar to those described in the DPM for the turbine type field.

Prime Mover Code / Prime Mover Description
BA / Energy Storage, Battery
CE / Energy Storage, Compressed Air
CP / Energy Storage, Concentrated Solar Power
FW / Energy Storage, Flywheel
PS / Energy Storage, Reversible Hydraulic Turbine (Pumped Storage)
ES / Energy Storage, Other (specify in SCHEDULE 7)
ST / Steam Turbine, including nuclear, geothermal and solar steam (does not include combined cycle)
GT / Combustion (Gas) Turbine (does not include the combustion turbine part of a combined cycle; see code CT, below)
IC / Internal Combustion Engine (diesel, piston, reciprocating)
CA / Combined Cycle Steam Part
CT / Combined Cycle Combustion Turbine Part
CS / Combined Cycle Single Shaft (combustion turbine and steam turbine share a single generator)
CC / Combined Cycle Total Unit (use only for plants/generators that are in planning stage, for which specific generator details cannot be provided)
HA / Hydrokinetic, Axial Flow Turbine
HB / Hydrokinetic, Wave Buoy
HK / Hydrokinetic, Other (specify in SCHEDULE 7)
HY / Hydroelectric Turbine (includes turbines associated with delivery of water by pipeline)
BT / Turbines Used in a Binary Cycle (including those used for geothermal applications)
PV / Photovoltaic
WT / Wind Turbine, Onshore
WS / Wind Turbine, Offshore
FC / Fuel Cell
OT / Other (specify in SCHEDULE 7)

It is proposed to change the DPM to align more closely with the above table to provide consistency amongst various data sets.

PSLF and PowerWorldhave the functionality to implement the proposed change to the DPM. PSSE has proposed implementing the use of custom fields in version 34 which can be utilized as a turbine type field.

Benefits

The following benefits are intended by completing the proposed DPM change request:

  • WECC’s interconnection wide models will have more consistent data with data submitted for Form EIA 860.
  • A more complete list of turbine types will be available to properly categorize generators in the model.

Cost

The following “costs” may be incurred by completing the proposed DPM change request:

  • None identified.

Alternatives

Maintaining the existing language in the DPM will uphold an inconsistent mapping between Form EIA 860 and the WECC interconnection wide model.

4.Proposed Edits

The following modifications to the presently approved DPM are proposed to implement the change being requested. Existing language is identified in teal and changed language in red:
