Minutes of Last Meeting 15th Feb 2010

John Lewis: Meeting had been held at Waverley Council Chambers because large numbers were expected – but issue had been resolved beforehand

There had been a well organised campaign against the Council Depot plan. The plan has been dropped. Other possibilities were discussed.

Cr Betts: Several councils are looking together for another solution.

JL: Other issues reviewed without further comment – but mention was made about Sydney Water looking at numbers allowed on Dudley Page at NYE,

JL: Campervans - Easter issue now as well as Christmas. Council tries to dissuade with No Camping signs – but can be removed only if they are caught dumping etc.

Dov Frazer: Boats 24/7 near Blair St. Some boats still in Portland St. Bitumen “shadow” in Portland St still present.

Cr Betts: Can only dissuade with current rules. If trailer is registered , it can park anywhere in Sydney, Other solution is one like that used by Woollahra – but this means that any vehicle – resident or other – present in a no park period will be fined. Council is not allowed to place any matter on a parked car.

Cr Coburn: Dissuasion signs have worked to some extent.

DF: Council Officer Referred to previous efforts – see last minutes

Cr Betts: Has to be placed before Traffic Committee, surveyed, and resident opinion canvassed. – Boats moved from one area tend to go to another. Should start with Military Rd near Blair St – real safety issue.

Motion: Request Traffic Committee to place a “one hour on one day per week no parking period” between entrance to Hugh Bamford Reserve to the entrance to the Bondi Golf Club - Military Road – east side. And in Portland street, east side below Dudley Page Reserve and west side above Caffyn Park.

Moved DF, Seconded Valerie Saffer, carried unanimously.

DAs: Two Spoons got hours extension but subsequently closed.

Footpaths Subcommittee – Dov Frazer

Dover Heights is “proud owner” of mostly new or readable street signs.

Cleanup Australia Day

DF plus one other at Raleigh Reserve. Now official Bush Care Group. Cleaned up specially along reserve. Weonga Rd – has cleaned up dying trees and is getting suitable trees planted with residents adopting trees.

Most hazardous footpaths have been replaced – patchwork but now much safer.

With building sites – they are obliged to repair damage – if caught.

Council will spend funds preferably on safety issues first.

VS: Drive in front of a Loombah Rd house collapsed. Has been filled in but there are many related cracks in adjacent footpaths – north side.

Cr Betts: Asset Assesment – evry road, gutter, pavement, drain etc. Council now knows and has rated, condition and timetable for maintenance.

DF: Waverley has very good strategic planning.

DF: In light of Woollahra’s successful and aesthetically pleasing rebuilding of footpaths in Double Bay and Rose Bay, Council should redo the Waverley side of the commercial footpaths but in the mean time “power cleaned” once or twice a year. Crs Betts and Coburn suggested that DF take matter up with Mark Wood at Council.

DF: Overweight trucks parked in Blair St every night. Crs – Call Council Rangers.

DF: “Slowly reporting” the dead trees as he finds them.

Community Garden Proposal – Hugh Bamford Rd

North Bondi Precinct has worked up a proposal for one at Hugh Bamford – piece of land behind hall – behind scout hall – on Military Road side with access and water.

Working out how proposal can be put together.

A use of community space.

Cr Betts: Council has 2 “sporting” proposals for that space – children’s bike area and playground area derived from “core group” who opposed Council depot. The playing field and building are used by the existing club. Council wants to make full community use of the space.

SH: Hoped that they could work together and fit in with other groups.

Election – Chair Passed to Cr Betts, who declared positions vacant and thanked team.

Mark Seskin – Rodney Reserve.

Rodney St – wants more controlled usage of Rodney Oval – Noise from groups all of Sat and Sun – early in morning to late at night – 8:00 to 5:00 – over parking – stopping residential access – both sides. “Onslaught”. Residents are at wits end – want restricted hours.

Cr Betts: The only full sized soccer field in LGA. Look at parking etc.

Mrs Seskin – Rented by a North Sydney organisation – private coaching – during the week.

JL: Council should look at a protocol.

Mrs Seskin: Kesser Torah using the oval as a playground extension.

DF: Accoustics at Rodney Reserve cause heavy impact on resident.

MS: Also Dog Walkers are ignoring very small sign about dogs being on leash.

xAbeshouse: “Small” bushes have grown huge and are a safety issue because of size. A neighbour has been mugged – using cover from plants.

DF: Older trees are the ones which have grown too tall.

Cr Betts: Council will look at pruning.

Cnr Roberts and Gilbert Sts

Nature Strip with Electricity Transformer – People are dumping unwanted matresses, chairs etc. Council once drove past regularly “hot spot” – but ignoring emails.

Council’s 12 Year Strategic Plan: Waverley Together 2

Cr Betts: Council had received feed back from groups of residents.

“Quadruple Bottom Line” strategic planning – required by State Govt – Waverley has won NSW award.

Plans with $ estimates – Delivery Programs etc. Environmental Action Plan.

Cr Betts gave a comprehensive overview of the documents and plans.

Will be extensively discussed with Waverley residents.

RN: New playgrounds in Portland St being extensively used – some shade would be useful.

DF: Weonga playground very well used.

Military / Blair north western corner – cars parking too close.

JL: RTA parking restrictions on Kippara Rd – Council against.
