MINUTES OF LAST MEETING 10th May 2006 It was PRO by Cllr. D.A. Spinney and SEC by Cllr. J. Wright and ALL AGREED that the circulated minutes were a true record of that meeting.

CHAIRMANS REPORT:

The Chairman started by thanking the Councillors who have stood down namely Mrs.U.Harley,

Mr. G. Bone and Mr. P.l Hutchins also Mr.E. Adams who have all given sterling service to this Parish and we wish them well. The Chairman stated that it had been a busy and successful year. The car parking at the Donhead Sports Club has been completed to the satisfaction of all parties. This project was made possible by the award of a SWAG Grant from Salisbury District Council.

The Donhead Sports Club have also benefited from contributions of R2 money. Namely, cricket equipment and heating for the ladies changing room. The Children’s play area on the Charlton Estate has undergone a major refurbishment. All the equipment has been painted and a new springer installed and fresh bark has been laid. Again this has been made possible by the use of R2 money and the hard graft of a few Parish Councillors who have given their time, energy and commitment to the project for which she thanked them.

ROAD SAFETY:

The Chairman stated that she was pleased to report that the alterations to 30 & 40 mph restrictions on the A30 have been made and our request to WCC for pedestrian facilities at the Charlton Crossroads was assessed during 2006/7. However the site was not recommended for action during the coming financial year. It remains on the list for re-consideration during 2007/8.

The Chairman stated that the Parish Steward has taken pride in our Parish and she would like to commend him and the scheme.

SIGNPOSTS:

The Parish Council has been successful in obtaining funding from the ANOB for two new signposts to enhance our Parish. We have been working with WCC on this project, who, when the signs are made will apply the letters and do the installation.

PARISH PLAN: The draft Parish Plan was adopted by the Parish Council on 10th October,2006.

To date the Plan has not been presented to SDC for validation as SDC require some assurances.

AFFORDABLE HOUSING: On the 15th January 2007 Community First together with Raglan Housing Association held an open meeting at The Remembrance Hall where provisional drawings were displayed for public examination. Concern was raised regarding access and parking. This matter is on going and the Rural Housing Enabler will be coming to address the Parish Council.

The Council would like to see other sites offered for Affordable Housing.

PLANNING MEETINGS:

The Chairman stated that she would like to thank the Parish Councillors who have turned out on Saturday mornings to view planning applications. A lot of time and effort goes into these meetings. The Chairman also stated that Parish Councillors often feel that the recommendation of the Council is not always taken sufficiently seriously by SDC.

The Chairman stated that she would like to thank all Councillors who have given their time to attend meetings over and above Parish Council meetings and Parish Planning meetings namely:

Salisbury District Council- Parish Council Seminars

AONB Seminars & Annual Partnership Forums

Western Area Planning meetings

Tisbury Community Safety Partnership

Representation at WCC meetings

Highway meetings

Planning Inquiries

And other ad hoc meetings.

Finally the Chairman stated that her thanks to our County Councillor Tony Dean and District Councillor John Cole-Morgan for their valuable support. Also Donhead St.Andrew Parish Council for their contributions of R2 money without which some of our projects would not have been achievable.

WELCOME TO NEW CLLRS. The Chairman welcomed the four new Cllrs. - Cllr. Mrs. D. Goetz, Cllr. Miss A. Mathie, Cllr P. Duffield and Cllr. J.Hedges.

MINUTES OF LAST MEETING : 14th March 2007 and 14TH April 2007 It was PRO by Cllr. J.Wright and SEC by Cllr. P.Lucas and ALL AGREED that the circulated minutes were a true record of that meeting.

POLICE AUTHORITY; P.C. Mark Steele reported on the current local situation stating that:

1) There is no police sergeant at Tisbury Police Station and P.C. Salter and himself are responsible for Tisbury, Mere and 26 other Parishes covering an area of 150 square miles.

2) They are responsible to Warminister Police Authority.

3) There will be two support officers added to the team who will be out and about as much as possible.

4) When it is necessary for the Parish Council or the public to contact P.C. Mark Steele, please do not use the 0845 number, but an E-mail sent direct to him would get quicker results.

5) This area is low on crime levels.

CONDITION OF ROADS –

The Chairman stated that the Highways Dept at Wilton have recently had a site meeting at Lower Coombe and it has been agreed that an anti-skid treatment which is hand applied will be carried out at the end of May beginning of June. This is a treatment which sticks to polished surfaces. Re-surfacing of the entire lane will not be carried out at this time. However this has not been forgotten.

Councillor J.Wright brought to the attention of the P.C that four W.C.C. workers strimmed the banks between Higher Coombe & Lower Coombe and he felt that this was unnecessary.

Weed Spraying Programme: The Chairman stated that The Parish Steward will by carrying out weed spraying operations in the Parish during May. The chemical being used is hazardous to bees. It is a glysophate weed killer. We have been requested to ascertain who has an apiary close to or on the A30 and the Coronation Drive Estate. Spraying will not take place in country lanes. This is spot treatment weed killing and will not be undertaken in the vicinity of hives.

Cty.Cllr.T.Deane’s Report:

He stated that he thought that W.C.C.’s ideas on the lack of interest in the extension of the 30 mph to cover the crossing of the A30 at Charlton allowing children and adults safe pedestrian access to the New Remembrance Field and the Donhead Sports Club as well as to the Bus stop was seriously flawed. He also stated that Central Govt. handling of the Police Authority has placed the public in a more dangerous situation.

With the changes to waste collection and recycling this has been forced upon us by the EU directive to reduce waste.

SIGNPOSTS: The Chairman reported that two signs are being made at the same time as Bowerchalke. When complete the signposts will be delivered to WCC Highways at Wilton who will

apply the letters and install the signposts. One will be opposite Glyn Farm and the other at Win Green. The one at Jenkins corner which is in a very dilapidated condition had already been requisitioned by WCC for replacement.

CODE OF CONDUCT: The Clerk would meet with the New Cllrs. to explain the code and the integration of changes in the new laws. Existing Cllrs.would be made aware of the changes to the existing code.

PARISH PLAN: The draft Parish Plan was adopted by the Parish Council on 10th October,2006.

Cllr. P.Lucas stated that a lot of hard work has been put into this project and still more work needs to be completed before being presented to S.D.C.

AFFORDABLE HOUSING:

The Chairman stated that a copy of a letter sent to her giving a resume of the meeting Councillor Burton and herself had with the Rural Housing Enabler had been given to all Councillors. The Chairman would like to arrange for Mrs Southall to address the Councillors as soon as can be arranged. This was agreed. The meeting expressed concern that the best interest of young people living in the parish are not being dealt with by Community First.

S.D.C. - CHANGES TO GARBAGE COLLECTION:

The Chairman stated that changes will shortly take place to the garbage collection system in that

Wheelie Bins will be delivered to each suitable house 1 for landfill waste and one for recyclable plastic bottles and cardboard. Unsuitable properties will be provided with the equivalent capacity in plastic sacks for waste and recyclables. Weekly collection will continue-week 1 waste week 2 recyclables.

Black boxes may come out to Rural Areas. This is programmed for 2008/9 could be earlier.

Every household will receive information in June.

PARISH ARCHIVE PROJECT:

The Chairman stated that David Maclean informed her that they are now able to provide the AONB Parish Archive Trailer with information and that his committee had been working very hard to achieve this. The Parish Archive Trailer will be at local events during the summer. The Chairman stated that if Councillors had received a copy of The Hart they would have seen the pictorial map to which the Parish made a contribution. David Maclean provided the Council with a selection of photographs to choose from. The one selected was the main thoroughfare at Ludwell and after seeing it on the map it was a good choice.

It was decided to write an official letter to Mr. David Maclean thanking him and his committee for all the work they have achieved.

CEMETERY;

Cllr.D.Spinney drew attention to the current policy of allocating a full burial plot for the internment of ashes. He proposed that in future smaller plots should be allocated for the internment of ashes and that a special area of the cemetery be set aside for this purpose.

All Cllrs present agreed to this approach and actioned Cllr.D.Spinney to identify a suitable area.
