2. Project Abstract

The Federal Motor Carrier Safety Administration (FMCSA) operates under the US Department of Transportation and is responsible for enforcing federal mandates related to commercial drivers and commercial transportation.
One of the federal mandates that FMCSA is responsible for governing is the Commercial Driver’s License Information System (CDLIS). CDLIS, which is run by the American Association of Motor Vehicle Administrators, is a nationwide computer system that enables state driver licensing agencies (SDLAs) to ensure that each commercial driver has only one driver’s license and one complete driver record. State driver licensing agencies use CDLIS to complete various procedures, including:
· Transmitting out-of-state convictions and withdrawals
· Transferring the driver record when a commercial driver's license holder moves to another state
· Responding to requests for driver status and history
In the spring of 2011, TRD/MVD entered into a contract to replace the current MVD System. The project was called Milagro and with the new system, CDLIS would be compliant with the CDLIS 5.2 mandates. With the termination of the Milagro project, in the summer of 2012, it became necessary to immediately embark on an interim project to ensure that MVD become compliant with CDLIS 5.2 mandates by January 30, 2012. Full compliance with C-Mod mandates includes several different requirements and is broken into six initiatives:

2. Ten-Year History Check/Driver License Number Survey
3. US Patriot Act
4. Medical Certificate
5. Admin Per Se
6. Passenger 16+
Not meeting the FMCSA mandates could result in the loss of federal funds to state agencies.
