PURPOSE OF PANEL
- Establish existing respite provision
- Ensure all service users are assessed
- Ensure processes are in place for respite
- Formulate a database with respite requirements
- Formalise a process for new respite referrals
- Ensure equality and fairness in the distribution of respite
MATTERS ARISING
Ella advised that she has invited Finella to delegate a community nursing to attend the Panel meetings but has had no response to date.
FORMAT FOR FUTURE MEETINGS
The Respite Panel will be held on the last Tuesday of every month from 2pm – 4pm in the Social Work Meeting Room. Kirsty will Chair these meetings.
There is now a Respite Strategy Group to support the Respite Panel. Group members are: Paul Dundas, Kirsty Street, Sandra MacLeod, Joan Eileen MacAskill and Aman Toor. Written procedures will be drawn up by this group. Paul will develop an admission referral form and clear guidance for staff. He will also create a summary sheet that must be signed for each services user when they’re approved.
Ella suggested that the first 20 minutes should be for any business issues surrounding the Panel and that all assessors come in together at 2.20pm. A list of all new referrals should be given to Kirsty beforehand.
It is important that those presenting referrals to the Panel give clear information in relation to the needs of services users and where best placed. An SSA must be completed and up to date and SSA 6 must be completed for any re-assessments.
RESPITE PROVISION
Details of all those already booked for respite should be passed to Kirsty who will make sure they have a worker and up to date care plan.
There needs to be clarity around definitions i.e. emergency, respite, assessment. There should be clear procedures for emergency admissions – decisions should be made on these cases within 72 hours. Dun Berisay have a lot of emergency admissions and used to receive FAST funding to assist but this provision is no longer available.
Ardseileach2 respite / 1 emergency – respite booked on a rota system
Dun Berisay4 respite – 2 of those are usually blocked
Dun Eisdean4 respite (2 main side / 2 dementia side) – respite demand is more for the main side, agreed to change and have 3 main side / 1 dementia side
Leverburgh1 respite bed – need clarity from John when this will stop
TACUN2 respite (1 dementia) – high demand, may have to look at ratio
Trianaid2 respite – 2 service users currently receive over 8 weeks
