Accessing CMS’s Web-Based Training Modules

For Employees and Contractors of FDRs

Overview

The Centers for Medicare and Medicaid Services (CMS) requires employees and contractors of First-Tier, Downstream, and Related Entities (FDRs) to complete two compliance training courses:

  • Medicare Parts C and D General Compliance Training
  • Combatting Medicare Parts C and D Fraud, Waste, and Abuse Training

These courses must be completed within 90 days of hire (or contracting in the case of contractors) and annually thereafter.

These courses were designed to ensure that FDRs: (1) have a basic knowledge and understanding of compliance program requirements; and, (2) FDRs are knowledgeable about compliance and fraud, waste, and abuse issues and how to appropriately address them.

Each course can be completed in about 30 minutes.

A certificate of completion is generated upon passing a short test with a score of 70% or higher at the end of each training module.

No charge is associated with these courses; however, employees will need to set up a unique user ID and password to enroll and complete these courses.

Below, we have provided some guidance on how to access the site, locate the courses, and obtain the certificate of completion.

Accessing CMS MLN Learning Management and Product Ordering System and Searching for Web-Based Training Courses

Accessing the web-based training modules require individuals to set up a unique user ID and password. CMS has provided a user fact sheet that contains instructions and screenshots of how to:

  • Set up a user profile and establish a user ID and password
  • Search for web-based training courses

For the purposes searching for the FDR compliance program training courses, the titles of the required training courses are:

  • Medicare Parts C and D General Compliance Training
  • Combatting Medicare Parts C and D Fraud, Waste, and Abuse Training

Obtaining Course Certificates of Completion

Upon completing a web-based training course with a passing score of 70% or better, to obtain a copy of the certificate of completion, the individual must complete a “Web-based Training Evaluation.” This can be found on the main course page in the side bar. (See Figure 1).

Upon completing the “Web-based Training Evaluation”, a new link will populate on the main course page where the individual can view, download, and print a copy of their course completion certificate. (See Figure 2).

A copy of this certificate must be maintained and provided as evidence of the individual’s completion of each compliance training course.

Evidencing Course Completion/Documentation Requirements

FDRs are responsible for tracking and giving evidence that their employees and contractors have completed each of the CMS compliance training courses within 90 days of hire/contracting and annually thereafter. FDRs who opt to have their employees and subcontractors complete these trainings via the MLN Learning Management and Product Ordering System should obtain a copy of each individuals’ certificates of course completion and maintain a record of these course completions for ten (10) years from the final date of the FDR’s contract with Kaiser Foundation Health Plan.

Training records must be made available to Kaiser Foundation Health Plan for evaluation, audit and inspection upon request. When requested, evidence of training completions must provide the following information:

  • The title of the training completed
  • The name of the individual completing the training or unique identifier
  • The individual’s job title
  • The individual’s date of hire (or contracting if a contractor)
  • Date of the training/date of completion
