2 / AGM:
Accounts:
KCC has been awarded a grant from NAC for £1305 for a Town Notice Board.
Our Admin Grant for 2016 was £125 but this year was £400+ thanks to recent spend.
£540 in the Admin
£ 624 in the Project (This includes the grants).
Our Insurance is through Pennykid and NAC has asked for the Details as they have the proposal for a uniform one.
Chairs Reports:
JH said in the last year there has been a number of changes from the Office Bearers and Membership and also with elected members.
KCC has a full complement of Community Councillors.
We have had projects with some ongoing and CCs have attendedpublic events, training courses and the inaugural CC Conference.
Calendar of Meetings:
Agreed to keep the current Rota.
Office Bearers:
Due to the new scheme there is no reason to elected office bearers every year. JH explained the new term limits and it was agreed as no office bearer wished to stand down to agree to them staying in post for the agreed term limit.
Constitution and Standing Orders:
The basic model was circulated and it was agreed for a separate meeting to be arranged with a sub group to look at them to draft new ones and come back to the Council at a future meeting.

Total Crimes and Offences has dropped.
Drug Dealing ad Misuse:
3 people referred to the PF
Road Safety:
3 individuals referred.
Assaults:
4 people charged or referred. The muggings in the Pennyburn area has seen a male arrested for 3 separate offences.

3 incidents including vehicle theft and wheelie bin thefts(Numerous)

An action plan of enforcement has been made for the Main Street and will tackle misuse of Parking bays, ignoring of one way system etc.
There is an action plan being made for Youth Disorder.
YMcL reported a near miss with a lorry going through a Red Light and barely missing some school children.
Cllr Glover offered thanks for the speedy arrest of the Mugger.

SunDial:
Cllr Reid has spoken to NAC and has sought reassurance that the council has no plan to take it on but there is a quote for around £3600 for the refurbishment
Notice Board:
Fabrication will be finished by 25th September and then it will be delivered by the beginning of October which will then mean the subgroup will begin to look at installation.
Time Capsule:
JK is looking into it and will update at a later meeting.

8 / Youth Forum:
Due to the numbers attending the forum has been split into a Junior and Senior.
A full program is being held until Christmas with much being planned for Youth Work Week.
Working of a Political Literacy Work.
9 / Community Councillors:
JW: Tideline Book Festival is starting tonight and you can find info online.
Next Wed evening is the community event (27th Sept,6-8pm at Kilwinning Library) and KCC will have a stall.
JG: Raised Dalry Road and the blockage of drains with it being very bad at Park Lane and is becoming dangerous. Cllrs Reid said it was a Transport Scotland Issue.
JH: Raised Electronic Cigarettes and whether they could be used inside Public Places and it was raised it is up to the owner of the premises.
Raised the litter from the college and asked for some work by the enforcement officers. (Cllr Reid has spoken to the Education Director and asked for him to meet with Ayrshire College). He would still prefer for some enforcement to be seen again. JH will invite the traders to a future meeting.
He raised the Cemetery and the sudden arrival of posts on graves and enquired if this was right and raised a case of a lady phoning up and then without quote and was sent a bill of over £1000 from the Council. CCs raised if it was safety but some raised some was partly due to the council not up keeping part of the cemetery. NM will write to the council to ask about specification and also costings to the public.
YMcL: Weirston Road has seen cars speeding along and seen a family pet killed due to speeding. She was hoping a reduced speed limit could be put in. Cllr Reid has raised the idea that the road may be getting closed. Cllr Reid also said soon the road will become a 30mph.
There have been discussions around the tunnels down at Pennyburn and the council leader has written to the Network Rail and Cllr Davidson is investigation using Mobile CCTV and NM will continue to provide Updates.
JK: Raised the placement of stickers and asked for it to be done with more sensitivity.
JH: Memorabilia from Segdoune and Corsehill Galas has been passed to Kilwinning Heritage.
KCE is selling advertising space in the Firework Programme at a cost of £60 and the meeting was agreed to go ahead.
10 / North Ayrshire Councillors and Elected Members:
Councillor Reid:
Kilwinning Bowling Club has had its application in and it is going through the processes.
Wierston Road parking is being investigated.
Kilwinning Cemetery is being given improved drainage.
RSC is now complete and the vast majority feedback is good.
Cllr Reid provided an update on the next stage of social housing in Kilwinning including Wierston Road and St Michael’s Wynd Phase 2. Councils objective of number of houses being built will be moved forward quickly.
McGavin Park is a continuing area of interest to the community as a whole and is now a priority.
Fireworks is expecting a surge in attendees due to movement in Saltcoats Fireworks and the cancellation of the Kilmarnock Fireworks.
Brown Bin collections will be moving to a two weekly rota for the winter period.
KLP has set up 3 sub committees with Economy and Business being led by Cllr Glover, Traffic and Parking will be led by Cllr Cullinane and finally Local Environment being led by Cllr Reid.
Councillor Glover:
Has raised the idea about a possible inward investor for Kilwinning and has taken him down to show him the industrial site. Progress has been made.
Fly Tipping in the area and the person has been made to remove it.
He has had complaints from Underwood about the removal of old lamp-posts and these have been discussed with the council officers.
Aaran McDonald MSYP:
He has been campaigning on Mosquito Devices and has been continuing to fight it working with Cllrs, Police and Elected Members.
His monthly update will be circulated to the CCs.
