Title of the project: “Construct a Safe and descent building to give a better place conducive for learning to
the childrenof Poor and Marginalized People.”
Localisation: Philippines, in the region of Cagayan, in place called Piat.
Goals of the project: To sustain the accessibility and availability of quality Catholic learnings through
Education Ministry.To provide the pupils a safe environment where parents
sendtheir children to become educated adults and where children go to expand
theirminds and gain knowledge that will enable them to be productive
members of society.
Action of the project: Employ workers and buy materials for the Construction.
Beneficiaries: farmers and vendors children who wants to avail of a Catholic Education.
Date of the operation: when the budget is ready

2. Project presentation and goals

Our Institute – the Our Lady of Piat High School is a Catholic Institute which aims to serveyoung people of the Municipality of Piat and nearby towns. These young people are at present undergoing important time for mental, spiritual, social, and physical growth. Their experiences and relationships greatly impact their healthy and positive development. The School strives to surround them with the best possible external scaffolds - networks of caring relationships of family, school, peers, and other adults - while young people are developing their internal psychological and spiritual backbone - their values, life skills, commitments, and moral compass. All students have equitable access to learning opportunities for achievement, and the pursuit of excellence in all aspects of their educational programs despite its meager resources, manpower inadequacy and dilapidated structures.
The building of the Institution is already 60 years old, it was made out of wood and at presentsecond
floor is already prohibited by the Local Government to be used, it is no longer safe for the children
and students. The children of small farmers and religious items vendors are our clients. If its not school
days some of our pupils and students used to work in the field so that they have money to buy for their
snacks. If it is rainy season some, even will not go to school because they have to cross the river and it
is not safe . Typhoons hits regularly the Philippines, like other natural disasters afloods or landslides;
they cause yearly many victims in the country. Like anyone else, we too suffer if it is rainy season
because the roof of our building is dripping.
The goal of this project is to provide a safe building conducive for learning where in the pupils
and students can stay overnight incase the river is not safe for them to cross.

3. Socio- Economic Aspects: Climatic and Geological Situation
The village where this program takes place is called Piat,
in a northern area of the Philippines on the main island of Luzon,
in the province of Cagayan.
In 1998, the town had a population of around 20.000 people.
The town is divided in 18 ‘barangays’ (districts). See Annexes, map A.1.
82% of the population lives in an agricultural area. It is a rather young
population too: 33% of the people are below 14.

Soil
49% of the town’s area is cultivated. Rice is the main product of the fields, followed by corn, vegetables,
tobacco, sugar cane and fruit trees. The lots closer to the riverbank, precisely those prone to flood, are
basically alluvia sediments (see Annexes, map A.2.) and covers 39% of the town.
63% ha moderate to high degree of risk of erosion (see Annexes, map A.3.) and is located again close
to the river.
4. Presentation of Areas
The Our Lady of Piat High School (OLOPHS) is owned by the Archdiocese of Tuguegarao andmanaged
by the Franciscan Apostolic Sisters.
The Philosophy of OLOPHS is centered in God- dwelling in every person. We believe that every person
is an image of God. Each human person has a Divine center at the core of his/her being who is capable of unfailing goodness and unchanging love no matter what external appearance she/he wears. Withthis in mind, we are to render the best quality education of which we are capable to everyone regardless of race, color, creed, social standing or financial status.

The Our Lady of Piat High School is the only Catholic School in town and it is located atcenter
of Piat accessible to everybody. It is an institution for the poor people of Piat. Beloware the
pictures of the very old building the needs to be changed. Rainy season is fastapproaching and
the structure is very dangerous to our pupils and teachers as well.

During rainy season, the rise in water level erodes the river bank, and some of our pupils and students
are leaving across the river, if the there is typhoon the students will no longer attend classes.

The local government leaders of the Province of Cagayan has been very supportive to the Vision and Mission of the Archdiocese of Tuguegarao. Such strong collaboration between Church and State is commendable knowing that we all envision a community of responsible and prosperous citizens. The local church of the Archdiocese of Tuguegarao believes in the genuine desire of your Administration to eradicate the evils of poverty with your economic policies and budget allocations to provide basic services such as EDUCATION to millions of young pupils and students.
The Archdiocese continues to provide quality education through its Parochial Schools but could hardly maintain the facilities of the Schools. The tuition and other miscellaneous income from the students are just enough to compensate the staff and school faculty.
The Our Lady of Piat High School is proposing to construct a new school building to replace the dilapidated
structures. The Franciscan Apostolic Sisters administers the school in the name of the Archdiocese. They are doing their best to locally raise fund for the said construction. However, it is a fact that without help from other sources, it would be impossible to realize such noble dream of building new class rooms.
