Minutes of the meeting held on Tuesday 21st November 2017
in the Community Centre, Pontrobert at 7.00pm
Present: Cllr T Isaac (Chair), Cllr H Davies, Cllr G Watkins, Cllr M Watkins, Cllr B Thomas
and CCllr RE Jones
The Pontrobert School Council, Master Ellis McDonald, Miss Rhian Lewis and Miss Erin Andrew
addressed the council on the Christmas arrangements which will be on Friday 1th December on the
village green starting at 6pm with singing of Carols and Christmas tree lights turned on. At 6.30pm all
will move to the village hall where the school will display their Business and Enterprise projects. The
Christmas Tree and lights will be organised by the Community Council. The school committee will
arrange for the Nain of Harry Johnston to switch the lights on.

Boundary Commission for Wales – Council RESOLVED to write to the commission objecting to proposals.
Service Delivery (075)
Council was informed that the following was discussed at the meeting held on 2 Nov 17:
- Grants still being applied for from WAG.
- Insurance.
- Welsh language – Minutes are available in Welsh on request.
- Library - A Memorandum of Understanding has not been finalized.
- Contracts between Company (CIC) and Community Councils.
- Services. Still awaiting answers to 2 questions:
(1) What happens to Waste.
(2) What is going to happen if a council is not in the cluster; what services would be provided.
- Service Level agreement is still being drafted and could possibly mean services provided from June not April by the Cluster.

It was RESOLVED by council, that the invoices and payments be honoured. Council also
RESOLVED by Council to accept Mrs Bumfords’ tender of £500.00 for 2018.

Highways (080)
The following Highways Observations were brought before council to pass onto Powys CC:
- Drain blocked in Pontrobert just before bridge on C2031.
- Gullies are blocked with dirt causing lots of surface water which is also not going down through the grills on the U2406 Hellan Road ® corner at the top of the bank from the A458 direction.
- Lot of leaves on the C2119 causing difficulty for vehicles to pass one another.
It was brought to the attention of council that the large vehicles delivering equipment to Maes y Neuadd were missing the turning to the site and approaching it from the wrong direction as laid down in the planning application. Council to ask owner to put up sign showing site entrance and informing transport company the correct approach to site. Action Clerk
Members’ Points of Information (081)
Cllr Helen Davies resigned from council due to ill health. Chairman thanked her for her sterling work over the years serving the community and wished her well. Action Clerk
Council asked for Long Service Gift to be on Agenda for Januarys meeting. Action Clerk
Date of Next Council Meeting will be at 7.00 pm on Tuesday 19stDecember 2017 and will be held in the Old School Hall, Llangyniew.
