OOCL Philippines’ Standardization of Surcharges and Detention/Demurrage Free time:
Dear Valued Customers,
In the efforts to improve OOCL’s efficiency, we would like to announce that, effective this August, we shall be simplifying and standardizing various surcharges across the different trade lanes, with the aim to enable our customers to transact business with us much quicker and easier.
The details of these changes are all explained in the attached table. Kindly let us know if there are any questions or clarifications.

OUTBOUND (Export)
I. Export Detention/Demurrage Freetime

II. Export Electricity Charge -- Effective Gate Out August 1, 2009

- All Reefer vans may be delivered as laden at any time to the Terminal, but OOCL shall only provide as freetime, the first 6 hours prior to the scheduled LCT. All electrical charges of a laden reefer delivered prior to this free time shall be to the account of the shipper.
- For Cebu, Shippers pay this directly to the terminal
III. BILL of Lading Copies – Effective August 1, 2009
- OOCL will provide 3-1-2 copies of Original, Rated, and Non Rated respectively.
- A charge of USD 1.00 will be made for any additional non nego copy over the above.
IV. Seaway Bill/Late BL Release/Late SI/Telex Release/Amendment Fee
Effective on August 1, 2009 for all Trades except TransPacific Eastbound (North America Export), which shall have an August 16, 2009.
- Seaway Bill Fee: USD 20for all trades.
- Telex Release Fee: USD 20for all trades
- Late Payment Fee :USD 20for all shipments unpaid 10 days after vessel departure.
- Late Shipping Instruction fee*:USD100 for all Shipping Instructions received after published cut-off time and date. *Trasnspacific Eastbound (North America Export) Effective Date To be Announced
V. Chassis – All origins (Manila, Cebu, Davao) effective August 1, 2009
- USD12 per day for all container types
VI. Document Fee (DOC) – all trades*

Notes:
- Detention (2 in 1) is defined by:
- Clock start - date of discharge
- Clock end - to date of empty container return.
- All Inbound container must be pulled out and returned within the Freetime prescribed above. Our office requires at least 3 days freetime from the date of container release. Meaning, if a container is to be withdrawn from the terminal on the 9th day of Freetime, customer must pay additional 2 days to cover the turnaround time. All credit balances are refundable as per process.
- Containers unreturned 11 days after freetime will incur twice the detention penalty.

II. Container Deposit – effective August 1, 2009

- Container deposit can be claimed against the outstanding Detention and other outstanding charges along with container damage or heavy cleaning.
- For Transpacific Westbound (North America INBOUND), deposits are effective August 14, 2009.
- Deposits must be claimed within 30 days of container return
III. Import Cleaning Charge (CLE) – effective April, 2009
