MINUTES OF THEANNUALPARISH COUNCIL MEETING

HELD IN THE VILLAGE HALL ON MONDAY 8th MAY 2017

Present:Councillor D Otter, Chairman. CllrsBarthorpe, White, Doney and Knights(part).

In attendance: Mr J W Haddon, Parish Clerk, PCSO Airey (part), Dist Cllr Sutton 12 members of the public.

17/001 Apologies for Absence

None

17/002 Appt of Chair & Vice Chair

Cllr Otter was appointed as Chair, proposed Cllr White, seconded Cllr Barthorpe.It was felt that due to resignations the appointment of a Vice Chair could wait until there was a full complement of Cllrs in place.

17/003 To Accept Declarations of Office

The D ofO was signed by the Chairman and witnessed by the Clerk.

17/004Declaration of Interests & Applications for Dispensation

17/005Minutes of a Meeting of the Council

Resolved:That the minutes of a meeting of the Council, held on 6thMarch 2017be approved as a correct record. The minutes were duly signed by the Chairman.

17/006Matters Arising

There were no matters arising.

17/007 To Receive Report from Police

PCSO Airey’s report is reproduced in the newsletter, but in brief, across the whole of the beat area there had been 92 crimes reported for the year.

17/008 To Receive Reports from District & County Councillors

Dist Cllr Sutton reported that as well as the normal Ward and Town Hall work, she was currently serving on the following committees: Licensing; Overview & Scrutiny and Tenancy.

During the year using the Community money available she has been able to offer support to the July Fair and the Village Hall refurbishment.

Resolved: That the following accounts be approved for payment:

Cheques were raised, signed and the accounts agreed for payment.

Balances on the account were agreed at: Current a/c - £12,931.55

The Clerk submitted the accounts for 2016/17 along with the Governance Statements, there were no issues raised.

Resolved:That the Governance Statements and Balance Sheet be accepted.

During Finance Item Cllr Knights arrived

17/011Parish Fields & Associated Works

Clr Otter reported that work on the Millenium Field had been delayed due to a lack of volunteers, it is hoped to progress this later in the year. Cllr Otter had arranged for some new trees to be planted, these were currently receiving regular attention due to the lack of rainfall. Mr H Oates was thanked for his assistance.

Clerk reported that he had approached Holmes Groundcare for a grasscutting quote, this was cheaper that current contractor, but grass clippings would not be collected. Clerk commented that this had been a problem in the past which is why the current contractor was in place.

Cllr Barthorpe said the field had just recently been cut and he would check on it’s current status.

17/012Highways & Footpaths

Mr H Oates reported that the annual surveys had been completed and that all but two paths were satisfactory. The Footpath Access Team in Nottingham was following up on this.

Byways 4 & 7 had had barriers installed in an attempt to reduce traffic erosion, these will be closed each year between November and April.

To comply with a 1979 Diversion Order, a footpath by Church Farm has been reinstated.

Clerk reported that a new waste bin had been installed in the village, but a requested dog waste bin for Tiln had not yet appeared.

Resolved:Clerk to follow up on bin for Tiln

At this point the meeting was suspended for a discussion session around Minority Communities. This was attended by Gerald Connor (Community Safety & Safeguarding Coordinator) and Lorinda Liversidge (Gypsy & Traveller Liaison Officer) and a lively discussion ensued with residents of the village.

17/013Pension Auto Enrolment

This was an issue which Cllr Smith had raised at a previous meeting. Clerk had followed this up and reported that he was awaiting some further information before taking any action as he did not wish there to be any financial liability to fall on the Parish Council unless it was necessary.

17/014Planning

The following planning applications were considered.

Also to Retain the Erection Of A Timber Storage and Utility Building, Septic Tank and An Area Of Hardsurfacing Land North Of Hayton Smeath Smeath Road Retford Nottinghamshire – AWAITING DECISION

(d)17/00197/HSE & 17/00221/LBA – Proposed Victorian Glasshouse in Garden – The Hall Farm, 60 Main St – GRANTED

(e)17/00436/RSB – Bridge Farm, 128 Main St, erection of Ground & First floor extensions – resubmission of 16/01337/HSE – originally refused by planners.

(f)17/00504/FUL – Waterside Cottage, Church Lane, demolition of existing dwelling and erect replacement – AWAITING DECISION

Resolved:Clerk to request further information from Highways Dept regarding their decision in respect of item (b).

17/015Central Bassetlaw Forum

Cllrs Otter & Doney to attend next meeting.

17/016Environmental Working Party

The sub committee were looking for areas and hedgerow gaps in which to plant trees etc, and would approach landowners for permission to investigate the possibility.

Cllr Otter commented that a resident of Hayton had volunteered to join the sub committee.
