CFH Various Order 2017
Objections/Comments Received during Advertising Period
Road / Comments / S/O/CChurch Road / As a long-standing member of Bishopstoke Players, which uses the Memorial Hall to rehearse and stage plays three times a year raising funds for Action for Children since 1947 (70 years), this order would have a devastating effect upon our audiences and perhaps lead to the society ceasing to exist. The hall, which has no car park, is used by other hirers during the day and evening, including Age UK, fitness groups, dance schools, parties, etc. etc., and would become non-viable with such limited parking as would be left in the road. I urge you to reconsider. A four hour daytime limit would improve parking in the road which is currently used by working people parking all day. I urge you to reconsider this proposal. / O
Church Road / Bishopstoke Players use the community hall regularly and both members and audiences at our shows use this road for parking. Stopping parking here would have a knock on effect for attendance to our shows and on the money raised from them for charity. This group is important for the community and I'm sure other users of the hall feel the same. Parking on this road has never caused any problems, I drive up and down it on a regular basis. / O
Church Road / As a member of Bishopstoke Players and a long term member of their committee. I strongly object to this proposal. We are a charity who meet 2 days a week and put on 3 shows a year when we have audiences over 3-4 nights. They are all ages and many have disabilities. This will kill our audience attendance each night as if they can't park nearby they will stop coming and we give all our profits to charity. This year we celebrate 70 years of raising funds for charity. Your elected mayor comes to our shows every production and is very complimentary and enthusiastic about the hard work we do raising much needed funds for a children's charity who we have supported for 70 years and our current donations are in excess of £2000 per year. This is reliant on the generosity of our fee paying audience which will be negatively affected by your proposal. For cast and crew who give their time for free we will have to walk to and from our cars late at night every week and many of us who are ladies or elderly driving alone, so would feel very vulnerable and not sure where we can park. We are often carrying bulky items for shows so need to park outside. We also go to rehearsals all day sunday, 8 sundays a year again transporting equipment. Your proposal is arbitrary and far too broad and will thus disadvantage all users of the hall rather then the people you are aiming to stop parking. A four hour restriction in daytime will stop the people who park there and walk to work . We are a local society who contribute to the borough's social and cultural enrichment and is an outlet for those who may not get social interaction elsewhere. Bishopstoke Players' have and continue to Introduce local people to affordable live entertainment who could not otherwise afford a more commercial theatre. Furthermore we have young members who due to their participation in live theatre have built confidence for future careers and some have even gone on to become professionals on the stage and behind the scenes. We have been a source of recuperation to past members who have rejoined or joined the society after suffering various mental health issues. Therefore, in light of the damaging implications we have highlighted, we ask that you reconsider this proposal and consider a option such as previously suggested. We meet every Tuesday and Thursday from 7:30 at the Memorial Hall and would welcome you coming to meet our members so we can demonstrate to you personally our concerns. / O
Church Road / This Notice would re-create a public safety hazard, and infringes upon our home access, by removing essential /beneficial on-road parking. The Spring Lane/Church Road junction was specifically narrowed to reduce traffic speed for good safety reasons (previously an accident hot-spot, now not). This Notice would have the opposite and backward effect with the road visually appearing wider without existing parked cars (nor the originally planned or erected Manchester Bollards), and a 'choke point introduced opposite Nos.16/18. This Notice achieves nothing other than to ensure a serious accident will occur here in the near future and to deny on-road parking to long-term residents such as us without off-road alternatives. No consultation has taken place with residents, and there appears to be no understanding of this junction's Safety or Traffic Works histories. Reconsider this Notice: amend to existing (or permit only) parking on the E-side from No.18 to end of No.18a Church Road, reinstate those Manchester Bollards, and perhaps restrict W-side parking opposite Nos.18/16. The choice is between a 'superficial attempt to improve Traffic flow which will fail' and 'safe, choke-free, on-road parking to homes needing it' – our vote is obvious! Further letter received 2.5.17 / O
Church Road / As a member of Bishopstoke players and someone who is disabled I rely on being able to park near the memorial hall as I have limited mobility. Having had to retire early from work due to ill health this is one of my few social activities. In addition to this is the group's 70 year connection to Bishopstoke and the loan following we have with the residents, I travel from Southampton to the hall twice a week for rehearsals, more in show weeks and often with family, surely a compromise of business hours parking could be agreed. / O
Church Road / This is my 'objection' As a member of Bishopstoke Players, which uses the Memorial Hall to rehearse and stage plays three times a year raising funds for Action for Children since 1947 (70 years), this order would have a terrible effect upon our audiences and lead to the society ceasing no longer exist. The hall, which has no car park, is used by other hirers during the day and evening, including Age UK, fitness groups, dance schools, parties, etc. etc., including one I run as a childminder for local childminders from hedge end chandlers ford and Eastleigh..so our children in our setting have another place to learn and explore to develop the social skills and gross motors skill..and would become non existent with such limited parking as would be left in the road already hard for us to park during day and we end up clogging other parts of Bishopstoke as well..four hour daytime limit would improve parking in the road which is currently used by working people parking all day an enable us to continue . Sunday parking at anytime would be good as we park I. This road to deliver set and large props and take all day to build sets at least 8 Sundays a year.. I urge you to reconsider this proposal as could have A devastating effect on our local community and our charity. / O
Church Road / Having no parking at any time near the memorial hall will make it difficult to attend parties, fitness groups, plays and events held in the hall as not everybody is in from the area. Also the road is used for parking when using the nearby shop, fish and chip shop, hairdressers, takeaway shops and working mens club as parking is already difficult directly infront of the shops. I feel by having this as a no parking at any time road, it will only push people to park in nearby residential roads making it even more difficult to park for the residents! Maybe a 'no return for 4 hours' or something along those lines may work better to stop people parking there all day for work in eastleigh. / O
Church Road / Restrictions on these roads at any time could have a devastating affect on groups using the Memorial hall for events. I have no objections during the day but in the evening they should be lifted / O
Church Road / I have held Puppy and Dog Training Classes at the Memorial Hall for quite a few years on Wednesday evenings it will ruin this for me if there is no parking During the day should be restricted to 3-4hrs yes but the Memorial Hall will lose even more bookings from no parking at any time just crazy We will lose another amenities as I can see it closing down due to lack of bookings / O
Church Road / Bishopstoke Memorial Hall is used by many local community based groups and parking outside is essential for many who attend. Placing such a blanket ban will reduce attendance and in some cases stop those groups from be able to survive. For example I belong to Bishopstoke Players. Members of the group park outside the Hall two nights a week and when shows are run a) we park outside on Sundays while be build set. This often involves us bringing in large pieces of set and equipment to build and maintain them. We need to be at the hall all day putting on shows attended by hundreds from the local community b) our audiences need to park outside. Forcing them to park further away will stop many who bring elderly or young friends and family from considering this an option. c) we also run occasional play readings and quiz nights to attract members and raise funds. These would be less well attended too I'm sure. Bishopstoke Players is about to celebrate 80 years in the area, raising money for charity as well as providing a local community drama group for young and old to work together. It also brings entertainment to the village putting on three shows a year and taking part in the village fete. Keeping a group like this going is hard work physically but also financially. Restricting parking along such a long strip of road outside will make it even harder to keep the group going as it puts off new and old members and stifles attendance at out events. A carpet ban seems excessive compared to the issue in hand. Surely a limit to something like 4 hours between the hours of 8 and 6 on week days would suffice? The Bishopstoke Players is only one of many groups who use the hall. There are exercise classes, dance groups etc. too. All serve local people and help to create the community of Bishopstoke. Putting in such restrictive parking will cause each and every one of these groups to suffer through no fault of their own. I ask that this restriction be reconsidered and amended to focus on restricting weekday, day time abuse of the free parking. / O
Church Road / This will push people to park even further up the road on to the various streets above church road. It's already hard enough to park outside my own house as it is. Could you not just change it to 2 or 4 hour parking instead? / O
Church Road / Making the road a no parking zone will affect local people who visit Glebe meadow. It will also be extremely detrimental to the memorial hall as it is used by an awful lot of people/organisations. A time limit of 2-3 hours (until 6pm) would be sufficient to stop the excessive daytime commuters from parking there. / O
Church Road / Banning parking would impact residents using our local facilities such as the memorial hall, river, glebe meadow park, shops, doctors etc. The parking needs to be restricted to max 4hrs to stop the commuters parking as they are. That would give us local people with young children some parking back. The parking as it stands is ridiculous and being a childminder, I can't always walk to use the facilities so need to use the car but am frequently unable to park and find that commuters have parked in a very unsafe manor. If restrictions were in place, such as 4hrs max then less vehicles at any one time would be parked up. In turn this would make driving and attempting to cross Church Rd safer. / O
Church Road / No waiting at any time will seriously hinder the local residence who use the local park, memorial hall, pub, and other amenities within Riverside and Spring Lane. Local residence use the memorial hall for private functions as well and the local amateur dramatic and dog training clubs, it will also affect the support of the parish carnival. I would suggest a 4 hour parking limit so that the restrictions do not affect the local residence using their local facilities. The workers who park there during the day and walk into Eastleigh will just park further up the road and cause more grief for the local residence. Perhaps park and ride facilities need to be looked at, or special daily/ monthly parking tickets in the carparks a little further from the centre of Eastleigh. / O
Church Road / I think that the restrictions should be in place but limit parking to 3/4 hours. This would stop commuters using the road all day but allow people to spend time in community areas such as the park, the memorial hall and also walk through to the hub and rugby matches at the weekend. / O
Church Road / This proposal would have a disastrous effect on users of Bishopstoke Memorial Hall, especially on Bishopstoke Players, a group that has rehearsed and performed in this hall and its predecessor for 70 years. Bishopstoke Memorial Hall seats more than 160 people, often with a further 40 people involved in the show, yet there is no parking provision other than on the public road. The roads outside the proposed area are often already heavy with parked cars in the evenings and on Sundays, when
Bishopstoke Players rehearse and build scenery. Restricting parking even further would have a catastrophic effect on this valuable community resource as the remaining few short stretches of parking space would be insufficient for members and audience. Members attending rehearsals and performances some from a wide geographic area and often need to carry large and heavy items of scenery, props, costumes and technical
equipment. The hourly bus service is not a suitable alternative, especially for rehearsals which occasionally finish as late as 23:00. Members of Bishopstoke Players already walk or car share
as much as is practicable due to the already limited parking, especially on Tuesday evenings, when Bishopstoke Parish Council also meets at the same time in the adjacent council office; and on Sundays, whenever sports tournaments take place on the Bishopstoke Road playing fields. A significant proportion of Bishopstoke Players' audience is elderly, many having supported the Players for many years. Many of these loyal patrons would be disincentivised to come to our performances if they were unable to park reasonably closely. Losing members of our audience would threaten the viability of the Players and the group could face closure or a move to suitable accommodation elsewhere, probably outside the borough due to the lack of anything suitable nearby. On road safety grounds, I object to this proposal because, if implemented, speeding drivers would have a clear run downhill along the lower part of Church Road without seeing any parked cars until they had cleared the blind bend by the children's playground. They would be able to travel at a higher speed downhill than currently, requiring a greater stopping distance, which simply would not be there. The potential for fatal accidents, as families frequently cross the road at that point from 'The Anglers' to the River Itchen in the summer, would be increased significantly. I appreciate that there is a daytime problem with commuters parking in this location but this proposal is a heavy-handed solution. A much better and more sensitive approach would be to limit daytime parking to 4 hours from Monday to Friday. This would prevent all-day commuter parking but allow time for users of Bishopstoke Memorial Hall to attend daytime sessions, and families to enjoy the river and Glebe Meadow. / O
