CALL TO ORDER:

First Selectman Wawruck called the meeting to order at 6:00 p.m.

PLEDGE OF ALLEGIANCE:

The Pledge of Allegiance was observed.

PUBLIC INPUT: None.

APPROVAL OF THE JUNE 17, 2008 REGULAR MEETING & JUNE 24, 2008 SPECIAL MEETING MINUTES:

Selectman Calsetta requested that approval of the June 17, 2008 Minutes be tabled until the next Board of Selectmen’s meeting to give him more time to thoroughly review the material. The Selectmen agreed to table the approval until the July 15th meeting.

Selectman Calsetta moved to approve the June 24, 2008, Special Meeting Minutes as published. Selectman Wawruck seconded the motion. Both were in favor. The vote was two (2) in favor, with one (1) abstention (Selectman Balboni). Motion was carried.

CORRESPONDENCE: None.

NEW BUSINESS:

a. Set Town Meeting Date – Adoption of Multi-Hazard Mitigation Plan (FEMA)

Selectman Wawruck explained that CRCOG did a survey of all the community towns in the Capital Region to update the flood plain areas and develop a Multi-Hazard Mitigation Plan for municipalities. The updated plan requires Town Meeting approval in order for any of the participating towns to be eligible for FEMA funding; in the event there is a similar situation to the October 2005 flooding.

Selectman Calsetta moved to send the adoption of the Multi-Hazard Mitigation Plan to a Town Meeting for approval by the legislative body. Selectman Balboni seconded the motion. All were in favor.

Selectman Calsetta moved to set a Town Meeting date for Tuesday, August 5, 2008 at 7:30 p.m., to allow sufficient time for other additional items that may require Town Meeting approval at that time, i.e., The Registered Sex Offender Ordinance, end of year transfers required by The Board of Finance. Selectman Balboni seconded the motion. All were in favor.

b. Proclamation for Uninsured Awareness Month – June 2008

Maureen Flaherty of the Capitol Strategies Group, LLC came forward to address the Selectmen and stated that June has been declared as Uninsured Awareness Month in the State of Connecticut. The program is designed to raise awareness to the uninsured population of the prescription programs that are available to them. In recognition of the program, an Official Citation from The State of Connecticut General Assembly was issued, along with a proclamation from The Town of Windsor Locks. The Selectmen were given a packet of corresponding information on the awareness program. A picture of Selectman Wawruck giving the Town of Windsor Lock’s Proclamation to Ms. Flaherty will be taken after the meeting.

Under “Other Business” Selectman Wawruck updated the Selectmen on the Child Safe Zones/Registered Sex Offender Ordinance. He stated that the locations and addresses of the town’s parks, schools & recreation areas have been forwarded to the Town Attorney to be incorporated into the proposed ordinance. The Police Commission will be meeting next week to further discuss the proposed ordinance.

APPOINTMENTS, RE-APPOINTMENTS, RESIGNATIONS:

a. CONA Re-appointment – Gary McGuire, New Term Expiring on 05-31-2011

Selectman Calsetta moved to re-appoint Gary McGuire to The Committee On The Needs of the Aging (CONA) for a term expiring on May 31, 2011. Selectman Wawruck seconded the motion. The vote was two in favor (Selectmen Wawruck & Calsetta), and one opposed (Selectman Balboni). Motion carried.

TAX REFUNDS: None.

The following items were briefly discussed under “Other Business”:

·  There will be a Retirement Reception for Probate Judge William C. Leary on Thursday, July 31, 2008, from 4:00 – 6:00 p.m.

·  The Windsor Locks Historical Society will hold its annual potluck picnic on July 20th at Noden-Reed Park on West Street, from 1:00 to 5:00 p.m.

·  Government Contact information sheet that has been added to the town’s website.

EXECUTIVE SESSION – PERFORMANCE REVIEWS:

Selectman Calsetta moved to enter into “Executive Session” at 6:11 p.m., with Selectman Balboni seconding the motion. All were in favor.

Selectmen Wawruck, Calsetta & Balboni and Director of Human Resources, Shannon Bacchiochi, were in attendance for the Executive Session.

Selectman Calsetta moved to re-enter “Regular Session” at 7:15 p.m., with Selectman Balboni seconding the motion. All were in favor.

Selectman Calsetta then moved to award a 4.5% wage increase & a 1% insurance co-pay increase to the Finance Director, the Assistant Finance Director, the Assessor, the Public Work’s Director, the Human Resource’s Director, the Building Official, the Senior Center Director, the Assistant Senior Center Director, and the First Selectman’s Administrative Assistant, for fiscal year 2008/2009, based on their performance reviews.

ADJOURNMENT:

A motion to adjourn the meeting at 7:20 p.m. was made by Selectman Calsetta and seconded by Selectman Balboni. All were in favor.
