Guidance
Special Safety Certificates (SSC) may be issued for events that are not covered by a General Safety Certificate (GSC).
An SSC is unlikely to be issued unless the designated ground or regulated stand already has a GSC.
When receiving an application for an SSC, the County Council has to establish that the applicant is a “qualified person” as specified in the 1975 Act[1]
When applying for an SSC, the applicant must consider the guidance provided in the following publications:
Guide to the Safety of Sports Grounds (Green Guide)
SGSA publication “Safety Management”
HSE publication “The Event Safety Guide (Purple Book).
With reference to these publications, the applicant will develop an Event Management Plan to support their application.
