The Westfield City Council met in regular sessionon MondayJanuary 9, 2017at the Westfield City Hall.Members present wereChuck Lehman, Steve Hoover, Jim Ake, Joe Edwards, Cindy Spoljaric, Bob Horkay and Mark Keen. Also present wereClerk Treasurer, Cindy GossardandCity Attorney,Brian Zaiger.
Mayor Cookcalled the meeting to order at 7:00 p.m.
Election of New Council President
Cindy Spoljaric made a motion to nominate Jim Ake for President of the City Council for 2017. Joe Edwards seconded. Vote: Yes-7; No-0. Motion carries.
Jim Ake appointed Chuck Lehman to serve as his Vice President for the year 2017.

Pam Howard presented the following 3 Resolutions, and 3 Ordinances stating the total acreage involved is 30.65 for the Chatham Hills annexations. Pam introduced Todd Burtron to give brief presentation.
Todd Burtron discussed the method and processes that go into to Annexations and the impact these would have on the City. (Expense and Revenue) Fiscal Plan supports this new development.

Resolution 17-100: Real Property Tax Abatement for Southpark Drive, Lot6

Amanda Rubadue presented stating this is a request from NewPro Containers to have a 10-year tax abatement on the approximately 50,000 square ft. distribution center they want to build in a previously established Economic Revitalization area.
Jeremy Dearringer, with NewPro spoke stating the company currently resides in Zionsville, but they are looking to expand and are excited to have the opportunity to come to Westfield.
Joe Edwards made the motion to approve Resolution 17-100 as presented. Steve Hoover seconded.
Vote: Yes-7; No-0. Motion carries.
Appointment of two Council Members to serve on the APC
Cindy Spoljaric stated she is an Urban Planner and would like to serve on the APC
Mark Keen made the motion to retain the two council members (Bob Horkay, Steve Hoover) to the board. Chuck Lehman seconded. Vote: Yes-6; No-1 (C Spoljaric)
Guests: Residents who wish to address the Council on items not on the agenda.
Mic Mead spoke stating his disagreement to move residents wishing to speak to the end of the agenda.
