The email you are receiving is for an upcoming:All-Hazards Regional Exercise in Mitchell County, NC named “QUAKE 2.0 – THE AFTERSHOCK” scheduled for April 26-29, 2013. This exercise is a “follow-up” from the April 2012, “Quake on the Blue Ridge” which had over 500 participants throughout the 5-day exercise. Due to an over abundance of requests to offer another training experience, the Toe River Local Emergency Planning Committee (LEPC) with the assistance from Avery/Mitchell/Yancey/McDowell Counties, this years exercise will offer more training opportunity than we have offered before. This year, we have broken down each Emergency Services Function (ESF) to the following areas and there is a synopsis next to each ESF. This Exercise will be a (4)-Day (24-Hour) Exercise. Please See Below…
ESF # 1: Transportation: Will exercise transporting victims during a disaster.
ESF # 2: Communications: We will exercise the use of various technologies for Emergency Communications, Communications Plans and work as Incident Dispatchers.
ESF # 3 & 12: Public Works / Energy: Will exercise the importance of Local Utilities & Emergency Responders during a disaster.
ESF # 4, 9 & 10: Fire / Rescue / Haz-Mat: Will offer a wide-range and vast amount of Basic-to-Advanced technical Fire/Rescue techniques including Confined Space training, High Angle Rescue, HAZ MAT, Large Area Search and other Industrial Rescue Scenarios all pertinent to continued excellence within the Fire & Rescue services that would be utilized during a disaster.
ESF # 5: Emergency Management / IMT: Will offer the experience and training of being a part of the Incident Management Team (IMT) and how to coordinate and manage over 800 people during an exercise that is based on real-life disasters… Task Books will be offered and signed.
ESF # 6: Mass Care: Participate in providing Mass Care to over 800 participants. This will include feeding, sheltering, etc. during a disaster. This will be on a (4)-Day (24-Hour) basis experience…
ESF # 8a: Medical: If you plan on participating within a Mobile Hospital setting… (For EMT’s, Paramedics, Nurses, Doctors, SMAT, etc.)
ESF # 8b: EMS: Designed for any and all Pre-hospital Care…For EMT’s, Paramedics, Rescue Squads, SMAT, etc.)
ESF # 8c: Public Health: Will show how the Public Health Agencies will assist during a disaster. (For any Public Health agency and personnel)
ESF # 11: Agriculture: You will be able to experience the techniques for sheltering and decontamination of domestic animals during a disaster. (This Training is aimed for Animal Shelter / Animal Control agency personnel, CAMET users, Volunteers, Veterinarians and Technicians, etc.)
ESF # 13a: Law Enforcement: Will be using Tactical Techniques that are not usually used on a day-to-day basis (For Law Enforcement Agency and Personnel, SWAT, Tactical Teams, etc.)
ESF # 13b: Corrections: Will be using Tactical Techniques / Searching Techniques that are not usually used on a day-to-day basis (For NC Corrections Personnel)
ESF # 15a: External Affairs / PIO: If you would like to practice your skills in the field of MEDIA / Public Information (PIO). (For Beginners-to-Advanced PIO’s, MEDIA Outlets wanting to understand Emergency Management & the MEDIA, etc.)
ESF # 15b: Sponsors / Vendors: If you would like to participate in the exercise and assist the participants by using your expertise, tools, etc. during the exercise for over 800 participants to learn what your company has to offer. (For Any company in the field of Emergency Response, etc.)

Please See the 5 Attachments for Registration. EACH PERSON PARTICIPATING MUST COMPLETE THE REGISTRATION PROCESS IN NCTERMS AND LOCAL REGISTRATION FORM. Even if your participation is only for a few hours or the entire exercise.
