CONSULTATIVE MEETING BETWEEN SEDI, COSATE, AND THE ILO ON THE POSSIBLE NATURE AND CHARACTERISTICS OF THE DIALOGUE AMONG REPRESENTATIVES OF WORKERS AND MINISTERSOF FOREIGN AFFAIRS IN THE CONTEXT OF THE
thirty-seventh regular session OF THE oas General Assembly,
AS PROVIDEDINRESOLUTION AG/RES. 2315 (XXXVII-O/07)
- As provided in operative paragraph 2 of resolution AG/RES. 2315 (XXXVII-O/07), “Participation of Workers’ Representatives in Activities of the Organization of American States,”the Executive Secretariat for Integral Development (SEDI)is to hold consultations regarding the possible nature and characteristics of the dialogue among workers’ representatives and the Ministers of Foreign Affairs, for which it is to request the support and assistance of the Trade Union Technical Advisory Council (COSATE).
- Resolution AG/RES. 2315 (XXXVII-O/07) also refers to the recommendationsof the International Labour Organization (ILO) on the criteria used by the ILO to define the meaning of the expression workers’ representatives.
- Accordingly, SEDI proposes to convene COSATE and the ILO to a consultativemeeting in April 2008. The meeting will be one day long and financed with the additional funds assigned to the Department of Social Development and Employment to support theparticipationof workers’ representatives in OAS activities (CP/INF.5561/07).
- Invitations will be sent to the eight officers of COSATEfor 2007-2009, elected at the 15th Inter-American Conference of Ministers of Labor, and to the worker’s activities specialist (ACTRAV) of the ILO Office for Latin America and the Caribbean (see attached list).
- A proposed program for the consultative meeting is attached.
- The expected outcome of the meeting will be a report on the results of the consultation on the possible nature and characteristics of the dialogue among workers’ representatives and the ministers of foreign affairs, which could include a possible list of workers’ representatives to be invited to the dialogue. Two or three specific items COSATE considers important could be included as well, to frame the dialogue within the theme of the General Assembly session. This report would be presented to the Permanent Executive Committee of CIDI.
