SCOPE OF WORK
1. LOCATION OF THE WORK
All work under this Contract will be performed at the Chalfant Municipal Park site, located within the Borough of Chalfant, Allegheny County, Pennsylvania. The Borough is located in east-central Allegheny County along US Route 30 approximately ten miles east of the downtown area of the City of Pittsburgh.
2. DRAWINGS
The following drawings are included herein and made an integral part of the Contract Documents: Location plan, Site Plan and Details, Concrete Curb Ramps, Concrete Sidewalks, and Curb Capping Details.
3. GENERAL DESCRIPTION OF PROJECT
The work under this project includes the furnishing of all labor, materials, and equipment required for the performance of all rehabilitation as indicated in the Contract Documents. The work essentially includes, but not limited to, the following:
A. Furnishing and installation of required equipment, including where appropriate, required excavation, concrete footings, hardware, and all related appurtenances, complete in place, and fully functional and operational.
B. Re-construction of safety fall zones, including the furnishing and installation of safety fall zone material, furnishing and installation of pea gravel, geotextile fabric and the furnishing and installation of perimeter border materials, including removal and disposal of all existing facilities.
C. The furnishing and installation of Polyethylene Tie Border and related appurtenances.
D. The furnishing and installation of swing sets, complete in place, and fully functional and operational, including all required excavation, concrete footings, hardware and all related and required appurtenances.
E. The furnishing and installation of surveillance cameras and all related and required components necessary to provide for a complete and fully functional and operational system. (Internet to be provided and available by Owner).
F. The furnishing and installation of LED flood lighting and all required appurtenances, including mounting, complete in place, and fully functional and operational.
G. The furnishing and installation of weatherproof duplex electrical outlets and all required control wiring, complete in place, and fully operational.
H. The replacement of the existing electrical panel with a new 200-Amp electrical service, required inspection and all related and required appurtenances.
I. The bituminous resurfacing of the existing park entrance access.
J. The replacement of the existing park access gate, gate posts, and all related and required hardware and appurtenance.
K. The removal and disposal of dead and damaged trees.
L. Replacement of the hollow metal door frame and all related hardware on the Recreation Building.
M. The placement of bituminous wearing surface within the batting cage.
N. The repaired restoration of electrical service to the existing batting cage.
O. The furnishing and installation of miscellaneous signage throughout the park site, complete in place, including mounting poles, if required.
P. All related site restoration and landscaping
Q. All other related and required work and appurtenance.
NOTE: All excavation shall be unclassified. No extra compensation will be made for rock or other such excavation.
4. OWNER/ENGINEER
The Owner referred to in these Contract Documents shall be the Borough of Chalfant. The Engineer shall be defined as Glenn Engineering & Associates, Ltd.
5. SCHEDULE OF WORK AND LIQUIDATED DAMAGES
The Contractor shall notify the Borough of Chalfant and Glenn Engineering at least seven (7) calendar days before construction is to start. This project shall be completed not more than ninety (90) consecutive calendar days following the issuance of the Notice To Proceed.
The liquidated damages shall be Three Hundred Fifty Dollars ($350.00) per consecutive calendar days as a measure of liquidated damages the Owner will sustain for failure of the Contractor to promptly complete the work.
6. PROJECT DELAYS
If inclement weather or conditions beyond the control of the Contractor and the Owner inhibit the performance of this Contract, such delays will be at no additional cost to the Owner.
7. RESPONSIBILITY FOR BIDDING DOCUMENTS
Plans and specifications in the possession of any prospective Bidder are not transferable to another Bidder. If a planholder wishes to give his set of bidding documents to another potential Bidder, he must first secure the permission of the Engineer.
8. VISITING THE PREMISES
Before submitting any proposal, the Contractor shall visit the site and examine, thoroughly familiarize himself with the existing conditions and the work to be performed under this Contract. Should any Contractor accept the work, it shall be construed as an acceptance by him of all responsibility and as a guarantee to perform all work required, whether or not distinctly shown on the Drawings or specified.
9. CLEANUP
The Contractor shall be responsible for regular cleaning up of the premises. All refuse, dirt, rubbish, and trash of any kind shall be removed regardless of who may have left same. All such dirt and debris shall be removed from the Owner’s property. All removed materials and equipment, which may have salvageable value, will remain the property of the Owner, unless otherwise advised by the Owner.
10. FIELD MEASUREMENTS AND DIMENSIONS
Before ordering any material or performing any work, the Contractor shall verify all measurements and conditions at the site and shall be responsible for the correctness of the measurements. Any differences, which may be found, shall be submitted to the Engineer in writing for consideration before proceeding with the work.
No extra compensation will be allowed on account of difference between dimensions and measurements and those indicated on the Drawings. The Drawings are generally diagrammatical and indicative of the work to be installed. The Contractor shall investigate all conditions affecting his work.
11. CONFLICTS IN WORDING
Wherever conflict occurs between sections of the Contract Documents, if the conflict is one of degree, the stricter shall apply. If the conflict is one of intent, Bidders have the responsibility to contact the Owner for resolution of the conflict. In all cases where the Scope of Work in this Division differs from other Divisions of the Contract Documents in their content, the wording of this Scope of Work will apply.
12. MAINTENANCE BOND
After all Contract Work is completed, approved and accepted, the Contractor will present and eighteen (18) month Maintenance Bond in the name of the Borough of Chalfant in an equal to one hundred percent (100%) of the final contract payment price.
13. UTILITIES
The Contractor shall determine the exact location of all utilities affected by this work and shall protect the utilities during the course of the work. The Contractor shall, at the discretion of the utility involved, repair or have repaired all damage to the utilities resulting due to the work at no cost to the Owner. These utilities may interfere with the installation of the new lines or appurtenances and the Contractor must allow for such interference in his bid. The Contractor will be required to comply with all provisions of Act 121 of the Commonwealth of Pennsylvania, of 2008, which requires notification of all utility companies of the impending excavation work.
14. ARBITRATION
No arbitration will be considered for this project.
15 PERMITS
The Contractor prior to any work shall secure all necessary permits including any permit required by the Borough of Chalfant. Further, the Contractor shall pay any required taxes or fees specified by the Borough of Chalfant at no additional cost to the Borough.
16. MATERIALS AND EQUIPMENT SUBSTITUTIONS
Specific equipment and/or materials of particular manufacturers are specified herein in these Contract Documents. Should the Contractor desire to substitute equipment or materials of other manufacturers, the Contractor must first submit all specification data to the Engineer for review and consideration not less than ten (10) calendar days prior to the scheduled date for the receipt of bids. The decision of the Engineer shall be considered final. Requests for consideration not received within the specified time shall not be considered.
17. TREE REMOVAL
The Contractor shall remove the dead/damaged trees within the wooded area surrounding the south, east, and northerly sides of the park site. Approximately ten (10) trees shall be selected and field marked for removal and disposal from the site. Trees shall be cut to within not more than six (6”) inches from the ground surface (stumps shall remain).
18. ENTRANCE GATE
The Contractor shall furnish and install the new stainless steel access gate, anchor posts, all required hardware, appurtenances and related components necessary to provide for a fully functional unit. All shall be in full accordance with the details herein and as shown on the Contract Drawings.
19. BITUMINOUS PAVEMENT
Where specified and required, the Contractor shall furnish and install as appropriate Superpave 9.5 mm Fine Graded Wearing Surface, Scratch Course or Superpave 9.5 mm Asphalt Mix Design HMA Wearing Course, pg. 64-22, 0.0 to 0.3 milling ESAL’s, 9.5 mm SRL, L, complete in place, including all required site preparation keyways, tack coat, sealing and hand mopping with AC-20 sealer.
20. PLAY EQUIPMENT
All play equipment to be furnished and installed herein shall be as manufactured by Play World Systems or Miracle Recreation Equipment Company, or equivalent.
21. SWINGS
The Contractor shall furnish and install two (2) each PVC or polyester powder coated, 5-inch minimum diameter steel swing sets, installed to a maximum height of seven (7’) feet to the top rail. Each swing set shall be furnished with one (1) slash proof belt seat and 360° slash proof tot seats. Chain shall be PVC coated, hot dipped galvanized 4/0 straight link coil chain with a 670 pound working limit manufactured to ASTM A 467-86A Class CS Specifications. All required hardware shall be included and furnished and installed in full accordance with the manufacturer’s specifications and all required playground safety requirements and recommendation. The swings shall be Arch Swings, Model 714-852-2 as manufactured by Miracle Recreation Equipment Company, or equivalent.
22. FALL ZONE MATERIAL – “WOODCARPET”
As required to be furnished and installed, this item shall meet or exceed the following Specifications:
A. Composition
Materials used to manufacture Woodcarpet shall consist of virgin North American hardwoods such as Oak, Maple, Ash, Poplar, Hickory, Beech, Birch, Eucalyptus, and Locust. All woods shall contain less than 5% bark, leaves, twigs, and other foreign material that hasten decomposition. No chemical treatment or additives shall be present. Positively no recycled wood from pallets or waste shall be used.
B. Dimensions
Woodcarpet shall be randomly sized, approximately ten (10) times longer than wide.
Woodcarpet shall be tested using ASTM C136 and shall meet the following sieve analysis results:

Ninety-eight percent (98%) of Woodcarpet dimensions shall not exceed 4.00 centimeters in length, 1.30 centimeters in width, and 3.25 centimeters in depth.
C. Permeability
The coefficient of permeability shall be greater than 0.6 cm/sec ASTM D2434.
Moisture absorption of Woodcarpet shall be no greater than one hundred fifty percent (150%) by weight.
The material herein specified shall be Woodcarpet as manufactured by Zeager Brothers, Inc., or equivalent.
D. Installation
The Contractor shall excavate areas indicated on the Contract Drawings as “safety fall zones” to a ±20-inch depth. The Contractor shall then furnish and install an eight-inch deep layer of pea gravel base all placed over a layer of geotextile fabric followed by a 12-inch deep compacted layer of “Woodcarpet” shredded bark mulch.
23. PERIMETER BORDERS
The Contractor shall furnish and install polyethylene perimeter border panels at all locations shown on the Contract Drawings, complete in place, including all required site preparation and mounting anchors; all as detailed on the Contract Drawings.
24. SURVEILLANCE CAMERAS
The Contractor shall furnish and install the Surveillance Camera System and all related and required components and appurtenances necessary to provide for a complete and operational system. The system shall be Lorex Corporation Model LWLH314. 3 PK, or equivalent, and shall be installed in full accordance with the manufacturer’s specifications and recommendation to provide for a fully functional and operational system.
The Contractor shall install four (4) cameras, each at the locations shown on the Contract Drawings and shall connect to the existing power sources at each locations. Mounting shall be approximately sixteen (16’) feet to twenty (20’) feet above ground level unless otherwise specified.
The cameras shall be wireless operation and shall convey all data to the modem, or central controller located within the Recreation Building.
The system shall be capable of storing monitored data for up to sixty (60) days. The system shall also be capable of transmitting data to remote locations (Forest Hills Police Department) and to other remote locations via “Smart Phone” application.
Note that internet service shall be provided by the Owner and available, on-site, for this system. All costs to provide internet service shall be paid by the Owner.
This system shall be capable of accessibility through remote wireless access to/from “Smart Phone” application.
Also, included, the Contractor shall under this Bid Item furnish and install an 18.5” TFT LED Monitor (Lorex-Vantage Model L19LE11B) and an 8 Channel Security Digital Recorder (Lorex LH160ECO 6 Series).
The system shall also include an integrated 1TB preinstalled security grade hard drive.
25. LED FLOOD LIGHTING
The Contractor shall furnish and install High Power 70W LED flood lighting at the locations as shown on the Contract Drawing, complete in place, and fully operational. Lighting components shall be and manufactured by Uaistar, Model number US-FLA-XW70W, pure white, and certification: CE ROHS TUVUL, or equivalent.
Lighting components shall be pole mounted or mounted to the existing Recreation Building, connected into the weatherproof duplex outlets and each shall include individual photo electrical cells to provide for dust to dawn operation.
26. ELECTRICAL SYSTEM
The Contractor shall submit a Lump Sum Price to furnish and install ALL electrical components described herein, complete in place, including all intended or implied items as may be necessary to provide for a complete and operational system, including, but not limited to: connections to Duquesne Light Company’s main power source and meter, new 206-Amp service, new 206-Amp breaker panel, connections to all existing and new components, not less than eight (8) spare lugs, all required rigid conduit, wiring, electrical outlets, including GFI’s if indicated and certification of the electrical system by the Middle Department Inspections, all as intended or reasonably implied herein on the Contract Drawings.
