Description: / The purpose of this use case is for an SOS User to close a Report of Registration (ROR) survey so that counties can no longer respond to it or change their answers[IV&V1].
Actors: / SOS User
Trigger: / SOS Userinitiates the use case when there is a need to close an ROR survey. This typically occurs when the SOS determines that all counties have completed their registration for cut-off date specified by the ROR survey. See “Frequency of Use” for more details.
System: / VoteCal Application
Preconditions: /
- An ROR survey was previously created.[IV&V2]
- All global preconditions apply.
Post conditions: /
- The selectedSurveyrecord will be updated with a status of “Closed”.
- All global post conditions apply.
Normal Flow: /
- User accesses the Survey section of the application.
- System presents UI09.xxx Survey Management screen.
- System retrieves all ROR Survey records and presents them to the user.
- User selects the ROR Survey to close.
- System presents UI09.xxxROR Survey Detailsscreen.
- System retrieves selected Survey record, and presents details to user such as:
- ROR Date* – the date of the ROR
- Survey Title*
- Survey Status*
- Comments – more detailed information about the survey
- User selects the “Close Survey” command to confirm that they want to close the Survey.
- System updates the selected Survey record with a status of “Closed”.
- System presents message confirming success.

[IV&V1]Art: The requirement is written from the point of view of the county, yet the description is about SOS closing a report of registration.
The requirement and the description are so off from each other, that I suggest the description be reworded to indicate that this use case satisfies an “implied” requirement, if that is accurate.

[IV&V2]Art: Wouldn’t there be another precondition that all counties have responded to the survey?
[BMc] I would disagree. I believe it best that we keep the extraction of the ROR separate from the survey. The survey is just a tool to tell us that counties are ready for us to create their extraction. I would hate to be prohibited from closing/locking the survey just because one countyhasn’t answered it even though we know they are done.

[IV&V3]Art: What business rules? The only one listed below is that counties cannot respond to a closed survey…a rule that clearly would not apply to this use case.
