Technical Assistance Grant Guidelines and Application
Neighborhoods comprised of residents who are actively involved in shaping the neighborhood’s future are most likely to attract other people and investments into their community. Neighborhood Resources Connection is here to help achieve this goal by supporting the engagement, collective action and increased development of all neighborhoods and neighborhood-based organizations in the City of South Bend.

NRC Goals:
· Strengthen organizational structure of existing neighborhood organizations.
· Encourage and develop leadership skills in existing neighborhood organizations.
· Identify and encourage people interested in developing a neighborhood organization and/or block group.
· Identify potential resources available for neighborhood organizations.
NRC Technical Assistance Grants
These grants are designed to help neighborhood organizations build their organizational infrastructure which will assist them with their ability to grow their capacity. Awards of up to $1,000 will be granted to cover the following items:
· 501c3 filings
· Brochure and/or newsletter development
· Website development or updates
· Training
· Workbooks; reference materials
· Strategic planning assistance
Funding
The NRC reserves the right to approve or deny applications based on consistency with NRC goals.
Further, the NRC reserves the authority to allocate all, a portion of, or none of the funding requested. Completing an application does not guarantee funding.
Eligibility
Grant applicants are required to be neighborhood groups or organizations, representative of a specific geographic area within the City of South Bend and the project must be a benefit to the neighborhood. No individuals can apply. First priority will be given to currently identified South Bend Neighborhood Associations in CDBG eligible neighborhoods.
Submission Requirements: Grant deadline is November 5, 2015
A. You must submit your proposal in writing using the NRC grant application forms and/or an attached narrative. You must also attach your proposed budget and the evidence supporting your budget, i.e. quotes, catalog pages, etc.
B. The NRC may request supplemental information if needed to evaluate proposed activities. Please note that organizations applying for 501 (c) (3) funding must address additional questions in the application forms.
C. You should also submit the minutes from your last organizational meeting.
D. If not indicated in your meeting minutes, you must also submit evidence that your membership supports this grant application.
Grant conditions:
A. The NRC reserves the right to independently verify funding requests and appropriate costs for grant expenditures.
B. Recipients will be required to enter into a Grant Agreement to ensure compliance with the grant application.
C. An applicant who has not complied with stipulations and conditions of a previous NRC grant award will be prohibited from applying for another grant for up to 18 months.
D. Recipients will have 6 months to complete their project and submit receipts.
E. Recipients will be asked to submit a self-evaluation of the project/activity.
F. Presentations may be requested at any time during the application process.
