Dear Mr. Segers:

On May 9, 2007, you submitted for filing, on behalf of WSPP Inc. (WSPP), proposed rate sheets to reflect a revised and updated list of membership under the WSPP Agreement. Specifically, WSPP states that it is adding four new members: Grays Harbor Energy LLC (Grays Harbor); Griffith Energy, LLC (Griffith); Highland Energy LLC (Highland); and UNS Electric Inc. (UNS). WSPP also states that the filing reflects the name change of one member and the transfers of interest for three members. Waiver of the Commission’s prior notice requirements pursuant to section 35.11 of the Commission’s rules and regulations (18 C.F.R. § 35.11) is granted to allow: (1) Grays Harbor membership effective June 27, 2007, (2) Griffith’s membership effective February 13, 2007, (3) Highland’s membership effective March 8, 2007, (4) UNS’s membership effective February 6, 2007, (5) the name change of WPS Energy Services, Inc. to Integrys Energy Services effective February 21, 2007, (6) the transfer of interest of Cook Inlet Energy Supply to Macquarie Cook Power, Inc. effective April 1, 2007, (7) the transfer of interest of Split Rock Energy LLC to Great River Energy effective April 1, 2007, and (8) the transfer of interest of TransCanada Energy Ltd. to TransCanada Energy Marketing Ltd. effective May 1, 2007. Also, the proposed rate schedule sheets are accepted for filing effective as proposed and as shown on the Enclosure.

This filing was noticed on May 15, 2007, and May 30, 2007, respectively, with protests, comments, or motions to intervene due on or before May 30, 2007 and June 13, 2007, respectively. No protests or adverse comments were received. Notices of intervention and unopposed timely filed motions to intervene are granted pursuant to the operation of Rule 214 of the Commission’s Rules of Practice and Procedure (18 C.F.R. § 385.214). Any opposed or timely filed motion to intervene is governed by the provisions of Rule 214.

This acceptance for filing shall not be construed as constituting approval of the referenced filing or of any rate, charge, classification, or any rule, regulation or practice affecting such rate or service provided for in the filed documents; nor shall such acceptance be deemed as recognition of any claimed contractual right or obligation associated therewith; and such acceptance is without prejudice to any findings or orders which have been or any which may hereafter be made by the Commission in any proceeding now pending or hereafter instituted by or against WSPP Inc.

This action is taken pursuant to authority delegated to the Director, Division of Tariffs and Market Development – West under 18 C.F.R. § 375.301. This order constitutes final agency action. Requests for rehearing by the Commission may be filed within 30 days of the date of issuance of this order, pursuant to 18 C.F.R. § 385.713.
