MINUTES

  1. Call to Order

Mayor Collumcalled the meeting to order at 7:01PM.

  1. Pledge of Allegiance and Invocation

The Mayorled the audience in the Pledge of Allegianceand Jerry Boss gave the Invocation.

  1. Roll Call

Present and forming a quorum were Mayor Collum and Aldermen Mary Boss, Pamela Romer, Robert Perez and Sondra Leigh. Larry Villarreal was absent (unexcused absence). Also present was City Secretary Idalia Vega and Police Chief John Chambers.

  1. Award Prizes for Christmas Decorating Contest

Mayor Collum presented awards for Christmas Decorating Contest, 1st prize was awarded to Esmeralda Atkinson, 2nd Neil and Barbara Anderson, 3rd Maria Martinez.

  1. Citizen Comments

Michael Bratschi-Commented on Use of the Hall for Activity Committee, feels that Winter Texans and others are Discriminating Against Year Round Residents and Children. Also expressed that activities are never done during the Summer Months and only when Winter Texans return. He also stated that he will file a Discrimination complaint.

David Arnouts-Commented on Activity Committee events are for the entire town. Explained that just because Winter Texans plan the activities does not mean other Residents are not welcome. He also stated that any money that is made goes back to the Town.

Jeri Smith-Commented that Speed Bumps are Not needed on Texoma Drive, would like to see area patrolled more often. There are constantly kids on the road and is afraid that an accident is waiting to happen. She also expressed that the Activity Committee uses monies made to purchase items for the hall. She stated that the appliances, curtains, utensils, etc where purchased by the Committee.

  1. Discuss and Consider Approval; Elect Mayor Pro-Tem

Motion was made by Mary Boss to Elect Pamela Romer for Mayor Pro-Tem, seconded by Sondra Leigh. All Approved. Motion Carried.

  1. Discuss and Consider Approval; Elect Municipal Judge

Motion was made by Pamela Romer to Elect LeAnn Hewitt for Municipal Judge, seconded by Mary Boss. All Approved. Motion Carried.

  1. Discuss and Consider Approval of the November 2010 Regular Meeting Minutes.

Motion was made by Mary Boss to approve November 2010 Regular Meeting Minutes, seconded by Pamela Romer.. All Approved. Motion Carried

  1. Discuss and Consider Approval of the November 2010 Financial Statements

Motion was made by Pamela Romer to approve the November 2010 Financial Statements, seconded by Mary Boss.. All Approved. Motion Carried.

  1. Police Department November 2010 Report

Police Chief John Chambers presentedhis November 2010 report.Chief Chambers also asked the public to stay cautious during the upcoming holidays. Chief Chambers explained that there is an officer on call 24 hours a day, which can be reached at (956) 233-8559 or 911 for Emergencies.

  1. Public Works Report November 2010 Report

Mayor Collum presented the Public Works Report for November 2010.

  1. Discuss and Consider Amendment to Ordinance No. 79; Thomas Hemphill for skirting of the home on 28 W. Henderson.

Motion was made by Pamela Romer to Approve a 30 day Variance to Thomas Hemphill for Ordinance No. 79, seconded by Mary Boss. All Approved. Motion Carried.

  1. Discuss and Consider Amendment to Ordinance No. 0084 Establishing a Program Response and Recovery Phases of Comprehensive Emergency Management; Acknowledging the Office of Emergency Management Director; Authorizing the Appointment of an Emergency Management Coordinator; and Providing for the Duties and Responsibilities of those Offices; Identifying an Operational Organization; Granting Necessary Powers to Cope with all Phases of Emergency Management which Threaten Life and Property in the Town of Indian Lake; Authorizing Cooperative and Mutual Aid Agreements for Relief Work Between This and Other Cities or Counties and For Related Purposes.

Motion was made by Pamela Romer to Approve Amendment to Ordinance No.0084, seconded by Robert Perez. All Approved. Motion Carried.

  1. Announcement- Mayor Collum thanked everyone for donations brought in for Town of Indian Lake residents who are in need. Discussion was made by Council Members and Residents for Food and Toy donations. Mayor Collum also asked that there are several families in need of work and to call office for information. Discussed plans for Next Year; angel tree, food and toy donations.

Motion was made by Pamela Romer to adjourn meeting, seconded by Sondra Leigh. All Approved. Motion Carried.
