Mayor Liendecker called the meeting to order at 6:00 p.m.

Mayor Liendecker asked all attending to stand and recite the Pledge of Allegiance.

Brian Tulip, from DANC, shared that Koster Excavating began the sidewalk project on 10/13 and should be well within the budget and on schedule. We have all the easements, including Dave Rounds, and they should be done by 11/5. DPW Superintendent Delano said that they are hoping to have the topsoil by 10/31. Brian shared that we are waiting on the easement from USDA for HighFalls for the walking trail from The Edge. Brian shared that Koster's had a question about whether to go across driveways, and was told that no, we are not going across any driveways. Trustee Dolhof asked about the driveway and sidewalk by the liquor store; if the whole thing would be driveway as it is now. There will only be a portion of that section as a driveway. Koster is finished on Cherry Street and now the village crew just needs to fill in around the sidewalk.

Brian shared that the contractor on the water main project got a drill stuck so they have been delayed. When the work is being done in the DOT right of way there has to be an inspector there at all time, which is getting very expensive. His hours that were in the budget have already been used up. Discussed an amendment to extend the hours. As soon as they are done working in the right of way he will be done and they will get him out of there. On motion by Trustee Huntress, seconded by Trustee Dolhof, and unanimous approval of the board, Amendment #2, Resolution #104-2014, extending the hours to no more than 160 hours, was approved.

Discussed the altitude valve on the water main project. It will be modified from a pilot valve to an RTU based solenoid control, which Brian explained. DPW Superintendent Delano asked if there was a way for him to shut it off manually, and Brian said he would check into it. He will be able to open and close it with SCADA and he will always know through SCADA where it is. Trustee Skorupa said that it should be done once a month to exercise the valve. Mayor Liendecker shared that $20,000 was set aside in the original contract that we were hoping not to have to use. Discussed the additional cost of modifying the valve. Brian shared that it will be at least an additional $5,000 of expense to DANC. On motion by Trustee Dolhof, seconded by Trustee Skorupa, and unanimous approval of the board, Amendment #1, Resolution #105-2014, attached, was approved, increasing the cost for DANC from $5,000 in the original contract, to an amount not to exceed $10,000. Brian left at 6:30 p.m.

Meeting minutes from last month's meeting were reviewed. On motion by Trustee Dolhof, Seconded by Trustee Huntress, and unanimous approval of the Board, the minutes were approved as submitted.

Mayor Liendecker asked for approval of the appointment of Chris Chaufty as Clerk, Heather Worczak as Deputy Clerk and Wendy Ward as Treasurer. On motion by Trustee Huntress, seconded by Trustee Dolhof, an unanimous approval of the board, the appointments were approved. Wendy Ward and Heather Worczak took the oath of office and were sworn in by Clerk Hoskins. Chris Chaufty will be sworn in when she returns from her vacation and is ready to begin as Clerk.

The financial report was reviewed. On motion by Trustee Huntress, Seconded by Trustee Skorupa, and unanimous approval of the Board, the financial report was approved as submitted.

Treasurer Ward submitted bills and abstracts and bills paid prior for approval as follows:

General Fund Vouchers G14-138 to G14-151 in the amount of $75,384.52

Water Fund Vouchers W14-61 to W14-67 in the amount of $6,156.65

Sewer Fund Vouchers S14-32 to S14-34 in the amount of $291.65

On motion by Trustee Huntress, Seconded by Trustee Skorupa, and unanimous approval of the Board, the Dolhof bill was approved for payment, with Trustee Dolhof abstaining from the vote.

On motion by Trustee Dolhof, seconded by Trustee Huntress, the remaining bills were approved for payment.

DPW Superintendent Delano shared that the paving is all done; they just need to fog seal Markham and High Street. All the bills for paving should be in and he will submit the bills to the state for reimbursement through CHIPS. We should receive the money in early December.

DPW Superintendent Delano shared that the trees are down, but some firewood still needs to be taken away and brush cleaned up and then the stumps will be done.

DPW Superintendent Delano shared that when soccer games, etc. are going on at the park he would like to know so he can have the lawns mowed, etc. Discussed the issue. He would like to have schedules, so he will contact the coaches and see if he can get them.

Guest Bob Mackenzie apologized for being late. He came to ask the board to reconsider the High Street law changing it to a one way street. He makes about 200 calls per year and the change makes his trip home one minute longer. He shared that it might not seem like a lot, but it adds up over the course of a year. Mayor Liendecker shared that she wished he would have come to the public hearing regarding the law, but he was unable to attend. She also clarified that the fire department had a policy not to come down that direction with the fire trucks and ambulance prior to the closure, and yes, they did; but Bob is talking about his personal vehicle. Bob would really like the board to reconsider its decision.

Mayor Liendecker shared that an email was sent to everyone regarding the mill site project update. The projected building closure wall, clean up and grading is now 12/12/14.

Mayor Liendecker shared that she has not heard anything from Senator Griffo's office regarding the state capital improvement funds grant.

Trustee Dolhof shared that Smith's were supposed to come to the library today and they will give her an estimate tomorrow on the library roof. She thinks it will be lower than the other bid received. DPW Superintendent Delano said that it will be hard for them to get an exact estimate because they can't see what needs to be replaced under the roof. Trustee Dolhof shared that she wants approval to go with the lowest estimate so they can get the roof done this fall, even though the grant funds won't be received until spring or summer. The original estimate was $5050, and the grant is either 50% or 75% match by the village. On motion by Trustee Dolhof, seconded by Trustee Huntress, and unanimous approval of the board, it was approved to go with the lowest estimate and get the roof done this fall.

Clerk Hoskins shared building permits received.

Clerk Hoskins shared that she called on fuel estimates late and had only heard back from one at this point; Christman Fuels. She will let everyone know when she hears back from others.

Clerk Hoskins shared that we received the exemption questionnaire from real property and we need to decide if any changes will be made. Discussed the issue. On motion by Trustee Huntress, seconded by Trustee Skorupa, and unanimous approval of the board, it was decided to make no changes.

Clerk Hoskins shared that the tax relevy form will need the signature of the Mayor and Board, and the deadline to hand it in is 11/7. Clerk Hoskins and Treasurer Ward will complete the form and leave it on Mayor Liendecker's desk and everyone can stop and sign it Thursday, 11/6.

Mayor Liendecker shared that they have received water/sewer requests for half rate from Jeff Ossont and Amanda Denslow. Discussion took place and the requests were approved.

Mayor Liendecker shared that she received a letter from Eric Virkler regarding the county looking into going with solar products. They will be holding meetings and she will let everyone know what they have to say.

Mayor Liendecker shared that there is a new website, adirondacktughill.com, and also app that can be downloaded that has information about the area.

Mayor Liendecker shared that she attended the Local Government Conference and got a lot of good information on NYS Executive Law Article 2-B on who to call in an emergency, etc.

Mayor Liendecker shared that she received a letter from DEC regarding the Sewage Pollution Right to Know Act, that it will be done through NY Alert now. We need to make applications out for this by December 1st, and she and DPW Superintendent Delano will get together and complete and sign it.

Trustee Dolhof shared that the library really needs painting and thinks it would look nice if it was done like Steve Kraeger's place next door. DPW Superintendent Delano shared that some of the eaves need replacing also, as well as the stairs going to the dance studio. Mayor Liendecker suggested looking into grants for historical buildings.

Trustee Huntress shared that she reviewed the bank reconciliations and financial report and they were fine.

Trustee Huntress shared that she sent an email to Brandon Pitts regarding the email addresses for changes and name misspellings.

DPW Superintendent Delano shared that the bioclear unit #2 needed a new pump that was $600. Also, septic tank #5 is full and needs to be pumped out. He believes it was about $2500 the last time, but it needs to be done because it will throw our numbers off otherwise.

DPW Superintendent Delano shared that the Town of West Turin is replacing the bridge on Fulton Streetand putting in a new culvert and it will not have a weight limit. He said we should do something about the stream. Discussed the fact that it would have to go through DEC and would become a huge project.

DPW Superintendent Delano shared that there was a water main break on South Street today and the DPW crew fixed it themselves using a backhoe they borrowed from Turin.

DPW Superintendent Delano shared that Louis Poore stopped over and has a bunch of men working signs, etc., along with a lot of water and sewer supplies. He said they can go clean out his shop for $300. He is getting out of the business. On motion by Mayor Liendecker, seconded by Trustee Dolhof, and unanimous approval of the board, it was approved for him to go ahead and purchase everything for $300 and the cost can be allocated between general, water, and sewer.

DPW Superintendent Delano shared that Joe Earl, who works for Hinckle & McCoy, has two Mueller water curb boxes for sale for $25 each and he would like to purchase them; he was given permission.

DPW Superintendent Delano shared that he was unable to attend the Saratoga Springs conference because there was too much work to be done here.

Mayor Liendecker asked if he has a date set for his sewer exam, and he does not at this point, but will get on it.

Trustee Skorupa reviewed the fire department's budget with everyone. They would like to get the $3000 that they paid for gear reimbursed from the fire department savings account that the village controls. They are mandated to replace it every 10 years. The fire department has already had 220 calls this year; their previous record was 205, and there are still 2 months to go. On motion by Trustee Dolhof, seconded by Trustee Huntress, and unanimous approval of the board, it was agreed to give them the $3000.

Trustee Skorupa asked DPW Superintendent Delano to look at the roof leak at the fire department. DPW Superintendent Delano said that it is on his list.

Mayor Liendecker asked Trustee Skorupa if the community tree lighting is December 7th this year. He believes it is, and shared that Jim Hughes is researching the history of the tree.

Trustee Skorupa shared that the concession stand is not done yet; he really was only involved in getting the building permit for them.

Mayor Liendecker shared that the next meeting is scheduled for November 24, 2014.

On motion by Trustee Dolhof, seconded by Trustee Huntress, and unanimous approval of the board, the meeting was adjourned at 8:00 p.m.
