AUN/SEED-Net Project

1. Project Background
The concept of the SEED-Net evolved at the ASEAN-Japan Summit Meeting held in December 1997 and the central issue became how to upgrade higher engineering education by way of creating engineering institutions’ networks ASEAN-wide. As a result of a series of discussions and preparations between ASEAN Member Countries and Japan, the ASEAN University Network/Southeast Asia Engineering Education Development Network (AUN/SEED-Net) was established in 2001 as a sub-network of ASEAN University Network (AUN).
After two years of preparation, full-scale operation started in March 2003 for five years as the Phase 1 cooperation, which was then followed by another five-year project as the Phase 2 cooperation, supported by Japanese Government through Japan International Cooperation Agency (JICA).
In the last decade, the AUN/SEED-Net has supported young academic staff of Member Institutions to acquire higher degrees (master’s degree and/or Ph.D.) by providing them opportunities to study at leading Member Institutions in the region or at supporting universities in Japan. As a result, around 900 academic staff have already obtained opportunities to study for higher degrees, with most of these having returned to teach students at universities in their respective countries. At the same time, the project has strengthened the research capacity of academic staff in ASEAN Member Countries by supporting collaborative research, academic staff exchange, academic conference, “ASEAN Engineering Journal” and so on. As a result, around 700 collaborative research projects have been undertaken, and more than 1,000 academic papers have been published. Over 1,300 in total academic staff have also participated in exchange programs between institutions in the network. Through these activities the AUN/SEED-Net has succeeded in strengthening the engineering faculties of each Member Institution.
Based on these remarkable achievements, the ASEAN Member Countries, Member Institutions, the Government of Japan and JICA have a strong intention to continue the AUN/SEED-Net aiming to bring about larger impacts not only to other universities in the region and Japan, but also to industry and community by making more direct contribution to the socio-economic development in the region and Japan. After continuous discussion, all parties agreed to implement the Phase 3 Project of AUN/SEED-Net with these following objectives:
(1)Contribution to advancement and globalization of regional industry
(2)Contribution to solution of regional common issues in Asia
(3)Establishment of human resource development platform in science and technology in Asia
2. Objectives
(1)To increase the number of high quality doctoral degree holders in engineering at Member Institutions to contribute to a sustainable development of ASEAN countries.
(2)To strengthen human networking among teaching staff of Member Institutions.
3. ProgramConcept
AUN/SEED-Net and the two Host Universities in Singapore, including National University of Singapore (NUS), and Nanyang Technological University (NTU),jointly provide scholarships for highly qualified (prospective) young faculty staff of Member Institutions to pursue direct 4-year doctoral degrees in engineering at NUS and NTU under the following fields of Engineering.

Twenty (20) scholarships will be provided for the Japanese Fiscal Year 2018, 10 scholarships to each of NTU and NUS.
4. Scholarship Offer
The scholarship covers the following items, which are subject to the regulations of both AUN/SEED-Net and Host Universities
- tuition fees– sponsored by the Host Universities
- living expenses– sponsored by the Host Universities
- health insurance– sponsored by AUN/SEED-Net
- round-trip air tickets– sponsored by AUN/SEED-Net
Students who need more than four years to acquire a degree to complete their study are expected to self-fund during period of extension.
AUN/SEED-Net, in consultation with the Host Institutions, may suspend or terminate the scholarship of any student who fails to maintain satisfactory progress at the Host Institution.
5. Applicant Eligibility
- Applicants must be under the age of 35 at the time of application.
- Applicants must meet admission criteria set by Host Universities and receive an official offer issued by the Host Universities. It is mandatory to study the information available on websites of the Host Universities.
- Applicants must demonstrate their English proficiency by means of TOEFL/IELTS/GRE test scores. Applicants must be able to submit at least one score/result e.g. TOEFL/IELTS/GRE, as part of the application and the score must be up to the university standard.
- Applicants without English test score may be requested to take administered test or placement test. Exemption of English test score may be applied to applicants studying in and graduating from English-speaking environment.
- Applicants must be either young teaching staff or graduates of Member Institutions who are strongly motivated to become a teaching staff of Member Institutions.
- The scholarships are only for prospective students in August 2018 intake and January 2019 intake. Those who start their study before the announcement of JFY 2018 scholarships or those who are awarded and salaried by others are not eligible for AUN/SEED-Net scholarship.
- Scholarship Application Procedure and Deadline
As a jointly-provided scholarship, it is mandatory for applicants to follow and to fulfil application requirements of both AUN/SEED-Net and Host Universities.
- AUN/SEED-Net announces Program Guideline and releases Scholarship Application Packet.
- Applicantsrequest the contact person at Member Institution for the item 7 in the Scholarship Application Packet - Endorsement letter from the Rector or Dean of Member Institution to which you belong (stating current status or position in case you are a faculty staff).
- Applications without an endorsement letter are not accepted.
- The list of contact persons at Member Institution is available in Attachment 1
- Applicants prepare two different sets of applications.
3.1 Application for university admission
- To complete the application, visit the university website and follow the application procedure.
- At university application portal, applicant may be asked to refer to AUN/SEED-Net. Enter the following information if necessary.

- As a part of the application for university admission, short-listed candidates may be contacted for interview.
3.2 Application for AUN/SEED-Net scholarship
- To complete the application, visit go to Doctoral Degree Program in Singapore 2018.
- Applicantsemail Application for AUN/SEED-Net scholarship inMicrosoft Excel format with scanned copies of other required documents.A converted file from Microsoft Excel into any other formats is not accepted.
- Applicants may complete and submit Application for AUN/SEED-Net scholarship while Application for university admission is successfully submitted and under review.
- Applicants inform AUN/SEED-Net of the result of university admission to activate the screening of Application for AUN/SEED-Net scholarship. The admission to the host university does not guarantee the award of AUN/SEED-Net scholarship.
- The result of AUN/SEED-Net scholarship is published on AUN/SEED-Net website.
Application timeline
- Application for university admission must be submitted to the Host Universities by the schedule set by the Host Universities. AUN/SEED-Net is not responsible for any change in the schedule set by the Host Universities. It is mandatory for applicants to visit the university website for regular information.
- For August 2018 intake, Application for AUN/SEED-Net scholarship must be emailed to y 31 January 2018. An official offer from the Host Universities could follow if it is not available by then.
- For January 2019 intake, Application for AUN/SEED-Net scholarship must be emailed to y 31 July 2018. An official offer from the Host Universities could follow if it is not available by then.
7. Portrait Rights
AUN/SEED-Net has the right to use photos of successful candidates for AUN/SEED-Net’s activities without prior consent.
