Minutes of the meeting of the Council
held in the Village Hall on11th September 2018
Present:

In attendance:
Mrs H Denton-Stacey(Clerk to the Council) and 8 members of the public.
18-088 / Apologies for absence: K Thrower, N Bannister
18-089 / Declarations of Interest and requests for dispensations: None.
18-090 / To sign as an accurate record the minutes of the previous meeting
RESOLVED: to sign the minutes of the meeting held on 14th August 2018as a correct record. CH proposed, KB seconded, signed by Chair

18-092 / Procedural Motion
RESOLVED: CH proposed to suspend standing orders for the public to speak during the agenda items,SG seconded, all agreed.
Meeting open to the public
A parishioner felt that the County Council were not aware of the planning application or had been made aware by the Parish Council, it was explained the Parish Council were aware that the county councillor for the parish would be sitting on the deciding committee so were unable to request his support.Clerk advised that work would be commencing on the loves lane barriers next week , she had been out on a site visit to confirm the positions. The footpath Warden has been in contact with LCC to confirm the boundaries, she will be forwarded the email to the Parish Council for them to give agreement. Clerk advised Harborough Stone have been out and have stood the stones up and made the area tidy in preparation for the commencement of works, she has been informed this will be before November. A parishioner asked for an update on the requested grit bin, clerk advised there was no update, Bill asked clerk to forward information to him to chase.
18-093 / Reports
(a)County Councillor for the Broughton Division: Bill asked if there are other proposed sites as the Coopers Lane application has been rejected, PC advised there is not at present. Bill advised that the library in Broughton Astley would be closing for two weeks from 15th October for self service options to be installed, he explained that staff levels would be reduced. He advised of the Main Street traffic works, this is on the Parish website under news.
(b) District Councillor for the Dunton Ward: NB sends apologies and wishes to congratulate the residents on their passionate representation at the planning committee meeting.
(c) Police: Clerk advised of a change of contact again to now being Emily Chapman, she is to contact Peter Fuchs to arrange some Beat surgery dates.
18-094 / Planning Applications and Decisions for Consideration:
Hedge complaint, the PC wishes to make no comment as this is a neighbor dispute.
18-095 / To receive reports and recommendations from the Windfarm Working Party
K Boden advised there were no updates.
18-096 / To receive a report and recommendations from the Playground Working Party
S Glover advised that on 1st September the committee and families undertook a tidy up on the footpath.
18-097 / Neighborhood Plan Update
Clerk advised the grant application has been resubmitted with the changes made to amounts due to applying for first stage only. KB advised they had received letters from young people with their thoughts on future plans, these would be circulated to all groups.
Resolved: SG proposed to add request to the next newsletter, KB seconded, all agreed.

18-099 / Little Lunnon Mowing
Clerk is to contact the contractors and ask to have around the chain link fence mowed in Little Lunnon.
Defibrillator Training
Clerk advised she has contacted St Johns asking for training dates in October

SG advised it has been 3 years since the last training event.

18-104 / Planning Meeting
The PC wishes to thank residents for their contributions to the planning meeting. , which resulted in the Application for 59 houses on Coopers Lane rejected.
HDC grant application and Memorial Planters
Clerk provided information on Haddstone gothic vases from Garden site at a cost of £205.00 each, with plaques at a cost of £75.66.
Resolved: CH proposed for the Clerk to apply to HDC for the grant for these items and then to order once grant was approved, KB seconded, all agreed.
Healthy Lifestyles and Organised walks
SG explained the poor turnout to previous events and asked for suggestions for future dates, it was suggested to hold an organised walk, Bridget is going to look at some possible dates and report back.
VAS
The figures for 18 days recorded 79,791 vehicles with an average speed of 39.5mph the highest recorded was 80mph. Clerk is to contact highways asking for the signs to be more visible and for more signage.
