ESCALANTE CITY COUNCIL MEETING

JANUARY 19, 2016

REGULAR MEETING -6:00 P.M.

Mayor Jerry A. Taylor called the meeting to order at 6:00 p.m. in the Escalante City Council Chambers.

Present at said meeting were Mayor Taylor, Council members Louise Barnes, Greg Allen,

Guy Graham, Melani Torgersen, Marlene Stowe and City Treasurer Debra Allen. City Attorney

Barry Huntington and City Recorder Stephanie Steed were excused.

Also present were Jerry Roundy, Scott Roundy, Blaine Porter, Ricky Brown, Ray Christian, Lawrence Barnes, Geraldine Liston, Monica Taylor, Terence Tontlewicz, Drew Parkin,

Kai Griffin, Dan Meisenbach, Shane Meisenbach, Ryan Fisher, Bob Hartman,

Camille Shakespear, Karen Munson, Althea Neustaeder, Shawn Coleman and Richard Rhines.

Mayor Taylor led the Pledge of Allegiance.

APPROVAL OF MINUTES

MINUTES OF THE JANUARY 05, 2016

Council member Allen made a motion to approve the minutes of the January 05, 2016 meeting as written. Council member Barnes seconded the motion. Motion carried with Council members Stowe, Torgersen, Allen, Graham and Barnes voting aye.

PLANNING AND ZONING ITEMS

PLANNING AND ZONING UPDATES

There was no Planning and Zoning updates.

SCHEDULED ITEMS

JOHN HOLLAND - SCENIC BYWAY 12 ANNUAL REPORT

Mr. Holland was not present at said meeting.

RICHARD BROWN - MOUNTAIN BIKE TRAIL MAP INTRODUCTION

AND FUNDING

Mr. Brown presented aBikers' Map of our area (attached). It shows all the trails that are available on our mountains. Mr. Brown feels this is a great way to keep the trails on our mountains open. There are a lot of avid bikers and this is one way to show off our area. Escalante is listed as a Sub-chapter of theSt. George Chapter of International Mountain Bikers.The Forest Service has agreed to having bike trails on the mountain. Mr. Brown said the map's total cost was $1,043.00 and Mr. Brown is asking for $500.00 from Escalante City to help with that cost. The map cost is $2.05 to produce one map and Mr. Brown plans on selling them for $5.00 each. This money will go back into printing more maps. This item was discussed at length. Council member Torgersen made a motion to donate $500.00 to Mr.Brown for the Mountain Bike Maps. Council member Barnes seconded the motion. Motion carried with Council members Allen, Barnes, Stowe, Torgersen and Graham voting aye.

WATER METER - SCOTT AND JERRY ROUNDY

Mr.Roundy presented his Yurt business to the Council (attached). Council member Torgersen said she likes the idea. Mr. Roundy is requesting a water meter connection and Mr. Roundy said he is willing to pay to install the line to his property. Council member Allen suggested Mr. Roundy talk to the private land owners and get a right of way through their land. Council member Graham said the State has to approve the project. Mr. Roundy is requesting a letter stating the City will grant a meter if the funding is available and the project meets all the requirements. This project was discussed at length. Council member Barnes made the motion to approve a water meter based on thestipulation the State approves the project.Council member Torgersen seconded the motion. Motion carried with Council members Stowe, Torgersen, Graham, Barnes and Allen voting aye.

MARQUEE

Mayor Taylor asked Council member Barnes to pursue the Marquee with the two vendors who submitted bids. Council member Allen asked if the vendors were bonded. Mayor Taylor said yes they are. Mayor Taylor said there will also be additional costs for concrete and electrical work.Council member Allen made the motion to approve $8,000.00for restoration of the Marquee and have Council member Barnes over see the project.Council member Stowe seconded the motion. Motion carried with Council members Torgersen, Graham, Barnes, Stowe and Allen voting aye.

WATER CONFERENCE

Mayor Taylor said Council member Graham, Blaine and Daryl need to attend the Water Conference on March 1, 2, 3 & 4, 2016. Mayor Taylor encouraged other Council members to attend. Council member Barnes made the motion to approve Council member Graham, Blaine, Daryl and any other employees or Council members wanting to attend the Water Conference. Council member Graham seconded the motion. Motion carried with Council members Barnes, Stowe, Torgersen, Allen and Graham voting aye.

This item was tabled until a later date.

DEPARTMENT REPORTS

ADMINISTRATIVE

The Administrative Department had nothing to report.

PUBLIC WORKS DEPARTMENT

The Public Works Department had nothing to report.

FIRE DEPARTMENT

The Fire Department was not present at said meeting.

COUNCIL REPORTS

MAYOR JERRY A. TAYLOR

Mayor Taylor said the Tour of Utah is going to be a wonderful opportunity to show case Escalante. Mayor Taylor said he appreciates the Council members, employees and volunteers for attending the Tour of Utah meeting. The City will need a lot of volunteers.

Mayor Taylor said he attended a Travel Show in San Diego with the Garfield County Travel Council. Mayor Taylor said people are excited with what Escalante has to offer.

COUNCIL MEMBER GREG ALLEN

Council member Allen had nothing to report.

COUNCIL MEMBER MELANI TORGERSEN

Council member Torgersen said the Tour of Utah starts August 01, 2016 and will be in Escalante August 02, 2016. Council member Torgersen said it will be a lot of hard work, but we want to have the best representation. Council member Torgersen said The Tour of Utah is exciting. This item was discussed at length.

COUNCIL MEMBER GUY GRAHAM

Council member Graham had nothing to report.

COUNCIL MEMBER MARLENE STOWE

Council member Stowe had nothing to report.

COUNCIL MEMBER LOUISE BARNES

Council member Barnes said the price of oil is low and the roads need to be chip sealed this spring.

UNPAID BILLS

Council member Torgersenmade a motion to pay the unpaid bills. Council memberStowe seconded the motion. Motion carried with Council members Barnes, Allen, Torgersen, Stowe and Graham voting aye.

EXECUTIVE SESSION

The executive session was not needed at this time.

Council member Stowemade a motion to adjourn the meeting at 6:33 p.m.

Council member Torgersen seconded the motion. Motion carried all in favor.
