The regular meeting of the Daggett Board of Education was held in the Manila High School Theater on May 13, 2014. President Asbill called the meeting to order at 6:00 P.M. Also attending were members Barber, Pallesen and Olsen; Superintendent Northcott; Business Administrator Robinson; Alan Staggs and Brock Cheney. Member Jones was absent.
Mrs. Barber moved that the Board go into executive session at 6:02 P.M., to discuss a personnel issue, seconded by Mr. Olsen. The motion on being put to a vote was unanimously carried by the affirmative vote of all members present, the vote being as follows: Aye: Pat Asbill, Marcia Barber, Rena Pallesen, and James Olsen. Nay: None.
Mr. Olsen moved that the Board reconvene in regular session at 6:07 P.M., seconded by Mrs. Pallesen, all in favor. Present at the executive session were members Asbill, Olsen, Barber and Pallesen; Superintendent Northcott; and Business Administrator Robinson.
Brock Cheney announced that he has accepted a teaching position in Brigham City and therefore will be resigning his position as a Manila High School English teacher. He then expressed his feelings about the time he has spent in the district.
The Board was delighted to watch a video created by Jessica Schofield, art aide at Manila Elementary. The video featured students with some of the art projects they have done in the last couple of months.
Mrs. Barber moved to approve the minutes of the April 8, 2014 board meeting as written, seconded by Mr. Olsen, motion carried unanimously.
Mr. Olsen moved to approve the Warrant List and Financial Statement as presented, seconded by Mrs. Pallesen, motion carried unanimously.
Mr. Olsen moved to approve the following as newly hired personnel for the 2014-15 School Year. Motion was seconded by Mrs. Pallesen and carried unanimously.
Alan Staggs – Manila Elementary Teaching Principal
Rae Ann Ruble – Manila Elementary 2nd – 3rd Grade Teacher
Mindy Terry – Manila Elementary 4th – 5th Grade Teacher
Sue Staggs – Special Education Aide
Jodi Tinker – Part-time Kitchen Worker
Sean Hughes – Manila High Assist. Baseball Coach
Camille Clegg – Manila High Varsity Volleyball Coach
Superintendent Northcott indicated that maintenance did dig the trench for the garden club as agreed upon.
Mrs. Robinson reviewed the FY14-15 Preliminary Budget. The major changes in the budget include a 1% increase on base salaries; steps and lanes; 5.7% increase on health insurance premiums; 2% increase in retirement costs; and a new bus. Mrs. Barber moved to approve the FY14-15 Preliminary Budget, seconded by Mr. Olsen. Motion carried unanimously.
The Board discussed school lunch prices. Mrs. Robinson indicated the average price for lunches across the state are: Elementary $1.79 and High School $2.19. Mr. Olsen moved to increase school lunch and breakfast prices by 10% to the nearest $.05. Motion was seconded by Mrs. Pallesen and carried unanimously.
Superintendent Northcott sent out a survey to superintendents across the state regarding elementary competitive sports programs. Of the 28 responses received next to none of them sponsor elementary sports programs. Most of them have city or county sponsored rec programs using school facilities. Superintendent Northcott indicated Manila Elementary Community Council has discussed doing some more after school activities as a curriculum extension this next year. At the conclusion of the discussion Mr. Olsen moved to continue with the activities currently being sponsored at the elementary level, seconded by Mrs. Barber. Motion carried unanimously.
Mr. Olsen moved to approve the revision of Policy 3440 – Employee Leave on the 1st Reading. Motion was seconded by Mrs. Barber and carried unanimously.
Mrs. Barber moved to adopt the following fee schedule, seconded by Mrs. Pallesen and carried unanimously.

****Nonrefundable test fee paid to ACT. Additional fees charged for late registration. Daggett School District pays for one test per student per high school career; all subsequent tests are paid for by the student. Additional fees may apply.
*****Individual cheerleading uniforms are purchased by the student, however fundraising activities are usually held to help offset the costs. Limited quantities of garment bags and warm-ups are available for students to use, charges for loss or damage may apply.

Mrs. Barber indicated that UBATC had narrowed their new president search to 3 applicants. She also attended the graduation exercise of 250 students. She indicated that 500 students have actually completed certificates this year and by the end of the fiscal year they believe this number could increase to 700.
Superintendent’s activity report was reviewed.
The Board reviewed the current Wellness Policy. It needs to be updated to bring it into compliance with the federal regulations with regard to snacks.
Discussion was held regarding the Recreation Board. Rules have changed and we are no longer able to levy a Recreation tax. Are we still the Recreation Board? What are the legalities?
Superintendent Northcott noted the following Great Things Happening.

4. Six athletes qualified for State Track
5. DIBELS testing is complete
6. Jail Graduation – 1 student
7. Almost finished with SAGE testing
