Summary of changes made to 2008 and 2009 solicitations in the 2.6.1 release on 9/3/2010:
- 2008 SOLICITATIONS:
- Clause B.1 – the first paragraph was changed to make the language boilerplate in every solicitation.
- This paragraph was unique to every solicitation because it stated the resource category we were soliciting for. The change to make this boilerplate was now making a referenced to D.1. Here’s an example of how the clause was changed:
- BEFORE: The intent of this solicitation is to obtain the services of Clerical Support Unit(s) as defined in this solicitation for local, Regional, and Nationwide fire suppression and all-risk incidents.
- AFTER: The intent of this solicitation is to obtain the services described in D.1 Scope of Agreement for local, Regional, and Nationwide fire suppression and all-risk incidents.
- Clause B.2 has been changed to reflect the new simplified acquisition threshold from $100,000 to $150,000.
- Clause B.3 has been revised to make the cascading set-aside language more consistent across all solicitations.
- Clause B.3 is now boilerplate text, and the CO's do not need to edit this text. Referencing the clauses back to Block 10 of the SF-1449 was the result.
- Clause C.1, 52.212-5 was updated to JUL 2010
- Clause 52.212-5 was updated as follows:
- (b)(6) – This clause no longer requires the CO to select the clause based on market research. It is checked and now references back to the SF-1449, Block 10, for the appropriate set aside and the applicability of the clause.
- (b)(15) - This clause no longer requires the CO to select the clause based on market research. It is checked and now references back to the SF-1449, Block 10, for the appropriate set aside and the applicability of the clause.

- Clause D.7 now includes the hose and fitting complement that was added for water handling and heavy equipment with water, as the clause states. Now, this is a boilerplate clause that is the same in every solicitation (i.e., before this was template specific so there was a separate version in the water handling and heavy equipment with water solicitations, now there is one clause and its applicability was stated).
