Scope of Government Services TDP

Precise statements regarding the scope of the Government Services Sector are difficult because of the often generic nature of the skills and occupations that comprise the industry. For example, specific occupational skills such as horticulture or mechanical trades are likely to have been incorporated into the classifications of other industry groups. For this reason, the following definition, scope and report are based, in part, on OPCET’s own statistical collections, the Australian Government’s “Australian Public Sector Employment Database Internet Interface (APSEDII)” and those of the Australian Bureau of Statistics (ABS)[1]. Due to differences in definitions and data collection methods it is frequently difficult to rationalise variations in statistics from these sources.

Industry sectors and core occupations

  • The Government Services industry is comprised of three levels, Australian, State and Local Governments, dispersed throughout all areas of the Tasmanian land mass.
  • In Tasmania there isan average of 209,000 employed persons. The Government Services industryconstitutes a significant employer withinTasmaniawith5.2% of males and 6.4% females in the workforce. It also plays an important role in skilling Tasmanians, both in higher education (HE) and vocational education and training (VET).
  • The State Government Departments of Education and Health and Human Services are the largest employersin the industry.
  • Government Services are very diverse and impact every facet of the lives of Tasmanians and the businesses that operate in the State. This demands employees with diverse skills and knowledge to keep pace with change and assist the development of global competitiveness and the cultural richness of Tasmania.
  • Issues associated with environmental, community, business and individual sustainability, security and quality of life are impacting Government Services across all levels of government.
  • Government Services intersects with many industries as defined by ANZSIC, but predominantly employment is in ‘Education’, ‘Health and Community Services’ and ‘Government Administration and Defence’ industries. These industries are either entirely public sector or predominantly so.
  • Table 1 demonstrates the predominance of professionals in the Tasmanian (46%) and Commonwealth Governments (29%) and the relatively higher proportion of Intermediate Clerical, Sales and Service Workers in the Commonwealth Government service (28%). On the other hand, Local Government has relatively fewer professionals, but a greater proportion of Managers and Administrators (9%), Intermediate Production and Transport Workers (14%) and Labourers and Related Workers (14%). The Government Services industryis occupationally diverse and the underpinning training for many vocational fields is incorporated into the training ofother industries.Consequently, Government Services training needs are also diverse and frequently not systematically recognised.

  • Table 3 highlights the diversity of national qualifications available and how few appear to be delivered in Tasmania.

The Nature of the Current Provision

  • Currently 49% of publicly funded VET training occurs in the Greater Hobart Region, 30% in the North and 21% in Mersey-Lyell.
  • The provision has increased 25% from 2003 to 2004.
  • Most commonly participants in this training are aged 30 to 55 years (Figure 1) and 75% are male.
  • Only 23% of this training is recurrently funded, the remainder being fee-for-service.
  • From 2002, the number of qualifications completed has jumped from just 3 to 309 in 2004.
  • There are 57 Trainees, mostly in Local Government.
  • The training provision to Local Government is largely in the Asset Maintenance, Business Administration, Civil Construction, Childcare, Environmental Health, Horticulture and Water Industry Operations areas. The recent enrolment pattern can be seen in Figure 2.

Part 1Industry background and directions

The following section will firstly provide an overview and then outline the three sectors of the Government Services industry: Australian Government, State Government and Local Government.

Industry trends

Overview
  • As the incumbent Commonwealth and State Governments have been in power for a number of years, organisational structural and functional changes have been minimal over the last two years. Thus, training needs driven by such change arealso minimal.
  • Nevertheless, the Government Services industry is subject to the same technological, environmental, economic, cultural, social and demographic change drivers that are operating throughout Australia and the Western World. In particular, the sector is setting the standard for issues associated with governance, functional accountability, equity and security. The extent of these changes is requiring increasingly more sophisticated management skills at all levels of structure as well as the development of the core functional discipline.
  • On-going issues for many agencies, particularly the smaller organisations, are those associated with:
  • Recruiting employees appropriately qualified and with the desired workplace attitudes
  • Adequately funding human resource development
  • Focusing human resource development to obtain the best value for the organisation
  • Across the industry, ‘Essential Qualifications’ requisites for recruitment have been minimised to facilitate recruitment where these are not mandated by regulation.
  • The trend towards the increasing importance of Local Government has continued with that sector having little access to public VET funds due to isolation and budgetary constraints.
  • The effects of demographic ageing of the population will impact Tasmania earlier than other states[3].
  • Tasmania’s relatively low wage structures are an impediment to the recruitment of qualified employees from outside of the State.
  • The ageing problem will generate stronger competition between industries for scarce recruits and also between industries per se and the educational institutions as wage rates rise with competition enticing new workforce entrants straight into the workforce[4]. This will impact educational institutions both in the competition for their overall intakes as well as the structure and nature of their provision to meet the new needs of the employed, prospective students. The Government Services industry will be and to some extent, already is, in this situation.
  • This will exacerbate the problem of recruiting skilled staff and impact organisational development, succession planning and knowledge management strategies and is therefore an issue for all levels of the education system to address.The pressure to recruit directly from school and mature-age recruits with minimal formal qualifications has implications both for the preparation of new entrants into the workforce and the development of the existing workforce and mature-age recruits. Both secondary education and VET will need to focus course design on the needs of immediate employment as well as the delivery of flexible, accredited training on-the-job or suited to part time participants.
  • Skill shortages are also likely to encourage many organisations to employ older persons who may require some retraining or updating of their skills. Older persons are high adopters of technology and Drake Consulting Group has found that 86% are willing to undertake further training, but it is likely that employers will require targeted, flexible, on-the-job short courses for such employees[5].
  • Several State Public Sector agencies rely heavily on casual or short term employees, and therefore have large numbers of new entrants into their workforce (Tables 4, 56). It would appear that the nature of their employment does not require training or that other factors constrain their access to publicly funded or public fee-for-service training because this segment of the Government Services workforce appears to have little impact on training demand.
  • Few Government Service agencies have highly developed human resource management systems that are able to classify employees by Australian Standard Classification of Occupations (ASCO) code, provide systemic human resource development needs, or incorporate skill and in-service training records for individual employees.
