Agenda: Key issues and gaps:

The meeting began at 2:30 pm. In attendance was NEMA/IOM/UNCHR/NRC/IRC/INTERSOS/ICRC and OCHA.

The agenda was discussed for inputs and comments by the house, all items were agreed upon with an additional observation to ensure that Relocation always formed a part of the WG discussions and the HPC be invited to all meetings.

The meeting began with the review of action points from previous meeting.

  • Shelter Gap and Site Density Assessment on Tuesday 3rd May. (IOM)

IOM shared the Gap and Density Assessment Report as requested.

  • Review and inputs on Plan version 3 by UNHCR. (All)

UNHCR was not in the meeting, the review and inputs will be done in the next SWG proper

  • Request for inter-sector meeting Shelter-WASH regarding rainy season. (NEMA)

The members agreed that it would make sense to have this meeting after the 3 day assessment to quantify actual number of facilities that can be added into camps to meet gaps

  • Construction of 816 shelters by the end of the 2nd week of May in Bakasi Extension Camp (IOM-UNHCR)

IOM will construct 500 shelters in Bakasi, 254 skeletons have been erected, with floors done, 250 of those will be completed (roofing and tarp) in the next 2weeks

The next 250 will take

UNHCR was not able to attend the meeting, they will provide their feedback in the next meeting.

Rapid assessment has already been carried out to access damage across the camps. Most agencies started repairs right after the storm and are making good progress on repairs, reconstruction to ensure that families can return to their shelters.

The Reconstruction and repairs as follows;

  • Reconstruction and Repairs on PSS Safe Spaces
  • Complete reconstruction of some shelters (Gubio-25, Dalori I & II - 150)
  • Repairs and or Re-pitching of tents mainly school tents, family tents, hospital tentsetc
  • Repairs on shelterdoors, windows and change of roofing from Trap to CGI (Farm Centre -50 )

Accelerate up ongoing shelter construction & filling in shelter gaps in Camps and Host Communities

  • Phase 2 of Relocation shelters in Bakasi stand at 72 completed by NRC, 200 ongoing by PINE, 500 ongoing by IOM and 600 ongoing by UNHCR 600
  • Plans to upgrades HH 2,063 – 14,245 individuals living in makeshifts is also ongoing with construction scheduled to start next week.
  • Plans to provide shelter to HH346 - 1,712 Individuals without shelter also ongoing
  • Host community shelter interventions underway with NRC at828 shelters in 3 Host Communities. INTERSOS through UNHCR are also going to provide shelters in the Host Communities.

Assessments following the Shelter Gaps & Camp Density Report in Maiduguri Camps

  • The working group set a timeline for the assessment of actual available space in the camps for additional shelter and cross-cutting sector interventions. The assessments will take place from Wednesday to Fridayand reports submitted Monday
  • There will be a visit to Muna Garage a new settlement on Thursday. The camp has received new arrivals from Maffa. So far ICRC and UNICEF have been providing assistance. IOM carried out a DTM assessment on Muna Garage, this should help present a multi-sector baseline report
  • NEMA/SEMA will follow up on additional land for camp decongestion plans as current spaces cannot support the shelter projections and decongestion plans.
  • Decongestion of Dalori I will be taken care of by ICRC
  1. Kitchens

SEMA was requested at the meeting to follow up on the improving open kitchens as well as providing kitchens where needed (Bakasi) as the rains have set in

The relocation of the Kitchen in the new section of Dalori I will be taken care of by ICRC.

  1. Drainage

Commitments have been made towards solving Drainage issues in Maiduguri camps. ICRC and NRC have committed resources towards solving some of the drainage challenges in the camps.

Dalori I&II will be taken care of by ICRC.Priority camps will be agreed upon for NRCs commitment to provide 500 Metres of drainage.

NEMA/SEMA/WG will meet with WASH/BOSEPA after camp assessment is carried out to discuss findings from the assessment and map camps that riority camps

  1. Sheds in Bakasi

This responsibility was given to SEMA. They were asked to complete the construction of sheds in Bakasi as they had already delivered materials to the camp for this purpose.

Recommendations

  • Members of the SWGs asked to adhere to specifications/standards of the latest Shelter & WASH prototypes as they with stood the storm so far.
  • Shelter officers/Technicians need to meet and discuss work done so far and visit shelter sites to look at shelters done so far and compare notes on maintaining specifications, quality checks, warehousing, curing of timber and monitoring of contractors. There is so much to learn from each other within the sector.
  • With Storms/rains picking up, it is advisable to ensure that cement casts to support frames and floors are done immediately to avoid damages on frames during construction.

Action Points

  • Reports on practical camp space to be submitted to SWG by Tuesday. The date has been pushed by a day as NRC and a few organisations will not work tomorrow due to the impending national strike.
  • Findings from the visit to Muna Garage assessment to be shared on Tuesday next week.
  • NEMA/SEMA to provide feedback on additional land for decongestion plans

Guidance Notes for Technical Review of shelters

  1. Review of prototypes for Shelter – agencies to provide samples of their shelters
  2. Compare samples against agreed upon prototype
  3. Visit the various shelter locations to compare notes
  4. Discuss way forward on quality checks (timber sizes, types, floors, bracing, roofing etc.)
  5. Look at water flow direction in camps and consolidate information o camps that are prone to flooding
  6. Review current situation on existing cross-cutting facilities like kitchens
