1. 18-0213Call to Order – Mayor: Alderman Arling, Alderman Degenhardt, Alderman Digman, Alderman Shireman, Alderman Vanostrand. Absent: Alderman Robey.

3. 18-0215Discussion and Possible Action to Pass an Amendment to Ordinance Setting the Regular

Scheduled City Council Meetings of the City of East Dubuque, Jo Daviess County,

IllinoisRegarding City Hall Hours / Mayor Welp, City Manager Barklow ROLL CALL

  • Alderman Shireman: Was approached from a citizen in regards to making the City Hall hours of operation earlier at opening and later at closing for accessibility.
  • Alderman Arling: Would like to open to the floor for feedback. Has anyone talked to the office staff about hours?
  • Delbert Belkin: What kind of traffic is there during the day and when is the busiest of times?
  • CM Barklow: Most traffic is in the morning. Have not talked to the office staff about changing hours. They are on staggered hours currently, as one comes in earlier than the other.
  • Alderman Vanostrand: Could Public Works incorporate a flex schedule to have one staff member be there until 4:30pm?
  • Mark Fluhr: The department rarely gets any calls that late in the afternoon.
  • Mayor Welp: This change would have to be negotiated in their Union Contract.
  • City Manager Barklow: Would be able to adjust own hours and keep track of the traffic flow. Would like to do it on a trial basis to see how it goes and if the need is there.
  • Motion made by Alderman Arling to Pass an Amendment to the Ordinance Setting the Regular Scheduled City Council Meetings in the City of East Dubuque, Jo Daviess County, Illinois Regarding City Hall Hours of operation to a 90 day trial, City Manager will adjust his hours to stay until 4:30pm beginning March 1, 2018, seconded by Alderman Shireman, 5 ayes, motion carried Absent: Alderman Robey. ROLL CALL: Alderman Arling, Alderman Degenhardt, Alderman Digman, Alderman Shireman, Alderman Vanostrand. Absent: Alderman Robey.

COUNCIL & COMMITTEE REPORTS:

4. 18-0216 Staff Reports: City Manager Report, Mayor Report, and Alderman Report

  • City Manager Report:
  • Followed up with JoCarroll Energy regarding the lighting downtown. Mr. Pelelo of JoCarroll Energy says that it would not be cost effective to install plug-ins on the street poles. He is looking into an App that will give us accessibility to turn off the lights in the event of fish flies as well.
  • The locks have been changed on the Ship to Shore building.
  • The DMATS meeting was 2/8/18 and they are conversing about a 4 lane on hwy 20 from Galena to Freeport again and are going to be doing safety audits. They would like for us to participate.
  • Gramercy Park Foundation has submitted their annual Financial Report
  • The Budget Committee Meeting was cancelled due to sickness. And is rescheduled for Monday 11/9/18 at 5pm
  • The City received a generous donation to purchase a Scan fish which helps get us closer to our goal of becoming paperless.
  • Will be applying for a grant from the DRA to purchase bullet proof vests for the police department.
  • We are in the preliminary stages for a possible subdivision going in. Currently putting together the cost to run water and sewer to this. This is not within the city limits, but is contiguous to it. The owner of the land seems to be highly motivated to do something.
  • Governor Rauner presented his FY 2019 Budget for the General Assembly this week.
  • Upcoming Events:
  • March 10-United Bowling in Dickeyville at Sunset Lanes
  • March 17th- St. Patty’s Putt Putt presented by EDGE at the 19th Hole.
  • Mayor Report:
  • Following up with the County Wide EMS talk.
  • TCEDA is looking to launch a Semi Truck Driving school here in East Dubuque and is looking for land. The only parcel that they inquired about was very expensive and they decided to not proceed with purchase.
  • Alderman Report:
  • Alderman Vanostrand: Has been looking into the Health Insurance costs for the City. Contacted surrounding municipalities and not one of them pay 100% for coverage on their employees. Every one of them requires their employees to pay between at least 15-20%. This is something that needs to be addressed, as the City’s financials are so grim.
  • Alderman Arling: Was contacted by a resident in regards to purchasing a parcel of property belonging to the City that connects to his property.
  • Alderman Shireman: Thank you to the FD and PD for updated statistics.

  • Motion made by Alderman Vanostrand to Consent Agenda (City Council Minutes 2-19-2018, Public Safety Report(s), Warrants, Zoning, and Correspondence), seconded by Alderman Digman, 5 ayes, motion carried. Absent: Alderman Robey.

  • Motion made by Alderman Arling to Enter into Executive Session, Seconded by Alderman Degenhardt, 5 ayes, motion carried. Absent: Alderman Robey. ROLL CALL: Alderman Arling, Alderman Degenhardt, Alderman Digman, Alderman Shireman, Alderman Vanostrand. Absent: Alderman Robey.
