Project Manager I (Red Bluff)

POSITION DESCRIPTION

Project Managers report to the District Manager and are responsible for the successful administrationor implementation of watershed restoration, vegetation management, education, administration and oversight, fisheries restoration, fuels management, forestry, wildlife, agricultural assistance, irrigation evaluations or other projects the District may undertake.Implementation of projects may also include creation of CEQA documents.

Duties

1) PROJECT MANAGEMENT:

a) Coordinate all activities of projects, create CEQA documents for projects, monitor progress of projects, prepare bid packages, inspect for design adherence, track and direct activities of consultants and contractors, and ensure timelines are followed.

b) With assistance from the District Manager and Accountant, develop, and monitor adherence to, project budgets.

c) Adhere to all contract funding terms and conditions.

d) Complete all project-related administrative tasks, including creating and signing reports and invoices to funders.

e) Procure goods, materials, labor and services for projects, following Federal and State laws (including prevailing wage requirements), District procedures and contract budget parameters.

2) GRANTS COOPERATIVE AGREEMENTS: With assistance from the District Manager and other staff:

a) Design projects.

b) Seek out and write grant proposals to fund projects.

c) Develop Cooperative Agreements for project work with agencies.

3) INTERAGENCY RELATIONS

a) Coordinate with local, state or federal agencies involved in projects.

b) Network to establish and promote contacts and positive relationships between agencies and the District.

4) COMMUNICATION WITH BOARD:

a) Prepare weekly and monthly progress reports on project activity to the Board to insure that the Board is fully informed of project status.

b) Provide financial data to District Manager and Accountant for monthly financial reports to Board.

c) Make recommendations to the Board regarding project implementation.

d) Follow Board directives with regard to project implementation to conform to RCDTC mission and goals

e) Attend board meetings as requested.

5) PLANNING:

a) Assist District Manager in preparation of long range plan, annual work plan and annual report

b) Provide project related financial data to assist District Manager and Accountant for preparation of District budgets or other financial projections.

6) WATERSHED AND OTHER OUTSIDE GROUPS:

a) Participate in watershed and community groups and agency meetings as appropriate

7) EDUCATION & OUTREACH ACTIVITIES:

a) Participate in outreach activities (making media contacts, attending stakeholder meetings, staffing project related community events, etc.).

b) Update and maintain District or project websites with project-specific information

c) Represent and promote the District within the community at all times.

8) OTHER:

a) Other duties as may be assigned by the District Manager.

QUALIFICATIONS

1. Bachelor's Degree in Natural or Applied Sciences (e.g. Watershed Management), Public or Business Administration, Construction Management or equivalent education and experience.

2. Experience working in project management, with significant experience in the implementation of "on the ground" projects, CEQA and construction management. Experience with natural resource projects highly preferred, experience in construction or agricultural project management qualifies as well.

3. Significant experience in the execution of grants and contracts. Significant experience and knowledge in accessing funding sources, detailed grant writing, and contract creation and interpretation.

4. Highly proficient level ofskills required in Word, Excel, Power Point, email, Internet research. GIS capabilities highly desirable.

5. Must possess strong verbal and written communication skills, including technical writing, to communicate with the public, grantors and other resource professionals.

6. Demonstrated ability to coordinate with private landowners, private contractors, non-profit groups and local, State and Federal agencies. Ability to work effectively with California Conservation Corps (CCC) work crews or State prison system inmate crews.

7. Valid California driver's license, good driving record, ability to be insured under RCDTC automobile insurance, and ability to pass a drug-screening and background test.

8. Knowledge of local area geography and resource issues is preferred.

Position is full-time salaried (exempt). Evening and weekend work may be required, dependent on project timelines and requirements. Some travel will be required, with occasional overnights. Travel will be in a District vehicle or, if the occasional use of a personal car is required, mileage is reimbursed at current IRS rates. A variety of field work will be a part of the job and the ability to work in varying terrain in varying weather conditions is required.
