The regular monthly meeting of the Board of Education of Community High School District 117 was held on Thursday, October 20, 2005 in the Library at Lakes Community High School. In the absence of Mr. Delany, President, Mr. Sobczak presided over the meeting, calling it to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE
Motion to Enter Closed Session
At 7:04 p.m. Mrs. Van Dien moved the Board enter into closed session for the purpose of discussing the following exceptions to the Open Meetings Act: (a) Employment – Section 2(c)(1): The hiring, firing, compensation, discipline and performance of specific employees; (b) School Issues – Section 2(c)(10): Other matters relating to individual students; and (c) Collective Bargaining – Section 2(c)(2): Contract negotiation, bargaining issues and salary schedules. Second by Mrs. Axton.

PRESENTATIONS
Advisory Progress Report
Lakes Community High School
Ms. Sara English, Advisor Chairperson for LCHS, updated Board members on the progress of the Advisory Program, saying that this year’s advisories were working more with charting grades, that pre and post surveys had been conducted, and that advisors were making more contact with parents and keeping track of those contacts. She said that student service projects took approximately one week per semester of students’ time, but the projects usually were done within a day. She said that study and coping skills were being addressed, as well as career exploration, and that future plans included a Job Fair and Diversity Fair. Ms. English read letters from two students and a parent with positive comments on the program.
Antioch Community High School
Ms. Fran Waible, Advisor Chairperson for ACHS, reported that advisors at ACHS were making more parent contacts, and advisories were working on study and coping skills and service projects. She said the sophomore curriculum was moving into career exploration which includes job skills and preparation, while the junior year curriculum included more college preparation.
Ms. Waible said that more freshman students were involved this year in activities and sports.
The Board requested that the comparison data between the Advisory Programs at both schools be presented in the same format.
Ms. Waible asked Board members to advise her and Ms. English on specific information they wished to receive in order to properly evaluate the Advisory Program.

Curriculum Presentation
Ms. Cheryl Cox and Mr. Jim McKay, along with Ms. Jori Bowen, Ms. Karen Day, Mr. Dan Swartz, Mr. John Walker, and Mr. John Whitehurst, updated the Board on curriculum projects that have been implemented this year (summaries attached). The faculty members said they researched and designed courses to ensure all students would be taught the state standards within a specific course and that students should attain improved academic achievement.

Mrs. Axton moved Emily Sobczak be employed as a Teacher Assistant-Special Education for the 2005-06 school year at an hourly rate of $13.45 as recommended by the Superintendent. Second by Mrs. Heneberry.

Update – Building Projects
ACHS Expansion/Renovation Project
Dr. Sabatino reported that a ditch had been dug at the football field for the porta-potty pad and that punchlist items were being done in the Commons. He said the tables for the cafeteria and Commons were being delivered.
ACHS Athletic Facility
Dr. Sabatino informed Board members that dirt continues to be brought to the athletic facility.

GOVERNANCE
First Reading – Policy 545
Dr. Sabatino reviewed the recommended modifications to Policy 545 – Appointment to Co-Curricular Positions – which will be brought to the Board for adoption at the November 15 meeting.
Memorandum of Understanding
Mr. Dziki moved the Board approve the Memo of Understanding with the Antioch Community High School Education Association on the Mentoring and Induction Program for teachers new to District 117 as attached in Exhibit XII. Second by Mrs. Biel.

School District Report Card
Dr. Sabatino informed Board members that the 2005 School/District Report Card was received from the Illinois State Board of Education on October 11, 2005, and that the report card will be posted on the District 117 website for review by parents/patrons as required by statute. He said that Headlines would also reference the Report Card.
Change in November Board Meeting Date
Mrs. Axton moved the Board meeting scheduled for Wednesday, November 16, 2005 be changed to Tuesday, November 15, 2005. Second by Mrs. Van Dien.

TIF Update
Mr. Sobczak said he and Mr. Dziki had attended a meeting with Lake Villa School District #41 Board representatives on the issue of the TIF request. Mr. Sobczak said the District 41 representatives were very knowledgeable about how the TIF would affect the school districts and did not seem to be in favor of it. Mr. Sobczak reported that the school district’s attorneys had sent letters to the developer and to the Village of Lake Villa, and they were now waiting for a response. He said that he and Mr. Dziki would be attending another meeting in the future and would report back to the Board.
LCHS Update
Dr. Crist updated Board members on activities taking place at Lakes Community High School. He reported that the mentor program was functioning extremely well, the band did a good job performing at the football games, the athletic program was going very well, peer tutoring for students was being implemented, and that several colleges were visiting, including the University of Illinois. Dr. Crist stated that a mistake had inadvertently been made on the data collected for the School Report Card, which reported the attendance rate at 92%, when it actually was 96.1%, and that he was taking steps to have it corrected.
