Service Performance 2005/06

This paper is for information.

It analyses the performance workbooks submitted for 2005/06 by Supporting People funded services in Oxfordshire.

The report presents more analysis of performance than the equivalent report last year.

Summary

  • Performance improved compared to 2004/05.
  • More workbooks were returned compared to 2004/05.
  • Oxfordshire is below the national average for Key Performance Indicator 1 - Establish and maintain independent living
  • Oxfordshire is above the national average for Key Performance Indicator 2 - Move on in a planned way
  • Women’s refuges are having performance problems.
  • Seven services made no performance returns for 2005 / 06.

Background

  1. For 2005/06 the government used the same set of performance criteria for Supporting People as it had set up for 2004/05.
  1. From the third quarter of 2005/06 the following services were required to submit quarterly performance returns for the first time but within a separate reporting framework:
  • Community alarm and Alarm-only services.
  • Home improvement agencies.

The framework for the community alarms data has recently been suspended by the government.

  1. This analysis is based on service returns that meet the following criteria:
  • All four quarterly performance workbooks were returned
  • There are no gaps within the 2005/06 performance returns data.

This data was extracted for all services with completed returns on 7th August 2006.

  1. The Government has recently made available for the first time a national analysis of the performance data submitted by Supporting People services all over the country. The analysis is based on data for Quarter 4 of 2005/06. This enables us to make national and regional comparisons for the first time.
  1. The Oxfordshire Supporting Team has purchased a software product that can transfer performance worksheet data from any number of worksheets onto a single spreadsheet via an Excel macro. This has made the production of this data easier than before and it is hoped that we can make full use of this in future to extract data on a quarterly basis.

Analysis of Performance Data

Comparison with 2004/05 Performance Data

  1. There are two key messages in the analysis of this year’s performance indicator data:
  • There has been an improvement in performance compared to the last year in five out of the seven measures
  • The number of performance indicator returns from providers with a complete set of data from quarter 1 to quarter 4 has increased

The 2004/05 data is taken from the report put before the Commissioning Body and Core Strategy Group in September 2005.

Data per Client Group

  1. The table at Appendix 1 contains performance data for each client-group, (as specified on the worksheet). The highest number of returns for a client-group included in this analysis is “learning disabilities” (103 returns) followed by “older people with support needs” (94 returns).
  1. The client-group with the highest combined capacity on the performance returns is “older people with support needs” (4,398) followed by “generic” (693) and “mental health problems” (407).

Data per Service Type

  1. The table at Appendix 2 contains performance data for each service type, (as specified on the worksheet). The highest number of returns for a service type included in this analysis is from “supported housing” (156 returns) followed by the “sheltered housing with a warden” (56 returns).
  1. The service type with the highest combined capacity on the performance returns is “sheltered housing with a warden” (2,808) followed by “supported housing” (1,583).

Data per Provider

  1. The table at Appendix 3 contains performance data for each provider, (as specified on the worksheet). The highest number of returns for a provider included in this analysis is from:
  • Advance Housing and Support (51 returns)
  • Banbury Homes Housing Association (40 returns)
  • Oxfordshire Learning Disability Trust (32 returns)
  • Stonham (24 returns) and
  • Oxford City Council (20 returns).
  1. The providers with the highest combined capacity on the performance returns are:
  • Oxford City Council (994)
  • Soha Housing (910)
  • The Vale Housing Association (890)
  • Banbury Homes Housing Association (507) and
  • Oxford Citizens Housing Association (425).
  1. For Appendix tables 1 to 3 the calculations within each cell of the table are based on the average of the percentages for each service rather than the average of the numbers.

KPI 1 – Establish and maintain independent living (long-term services and floating support services)

  1. The maximum score is 100%. In terms of performance, the higher the score the better. The calculation for this KPI includes service users who are currently with the service at the end of each quarter as well as service users who have left the service during a quarter.
  1. The data for KPI 1 covers 252 services, as short-term, accommodation-based services are excluded. The overall score for KPI 1 is 96.5%
  • Client-Group - The highest score is for “teenage parents” and “frail elderly” (both with an average of 100%). The lowest score is for “homeless families with support needs” (average of 64.3%) and “drug problems” (average of 77.2%).
  • Service Type – All service types with a KPI 1 return are above 90% apart from “adult placements” (average of 83.6%).
  1. The table below compares the Oxfordshire KPI 1 averages for 2005/06 with Government figures for Quarter 4.

  1. The table at Appendix 4 compares the KPI averages per client group for the South East region and Oxfordshire. Compared to the South East Oxfordshire has a much higher KPI 1 score for services for teenage parents.
  1. There are 15 providers with an average score of 100%. This includes Oxfordshire Learning Disability Trust with 32 KPI 1 returns and Style Acre with 5 KPI 1 returns. This is an easier target to achieve a 100% score because persons who are currently signed up for the service count as maintaining independent living.

KPI 2 – Move on in a planned way (short-term, accommodation-based services)

  1. The maximum score is 100%. In terms of performance, the higher the score the better. The calculation for this KPI only includes the service users who have left the service during a quarter.
  1. The data for KPI 2 covers only 51 services. The overall score for KPI 2 is 67.9%
  • Client-Group - The highest score is for “teenage parents” (average of 97.6%). All the other client groups with a KPI 2 return fall below an average of 75%
  • Service Type - The highest score is for “accommodation for teenage parents” (average of 100%) and “outreach service” (average of 97.4%). All the other client groups with a KPI 2 return fall below an average of 75%
  1. The table below compares the Oxfordshire KPI 2 average for 2005/06 with Government figures for Quarter 4.

  1. The table at Appendix 4 compares the KPI averages per client group for the South East region and Oxfordshire. Compared to the South East Oxfordshire has a much higher KPI 2 score for services for people with drugs problems and young people at risk. The Oxfordshire KPI 2 score for services for women at risk of domestic violence (50.6%) is much lower than the South East average (80.5%).
  1. The KPI 2 score of 67.9% is a slight improvement on the overall KPI 2 score for 2004/05 where the average was 67.3%.
  1. There are 2 providers with an average score of above 85%.

SPI 1 – Service Availability (accommodation-based services only)

  1. The maximum score is 100%; services are aiming for a score at or near to 100%.
  1. The data for SPI 1 covers 265 services. Three services where the service availability score is over 100% have been excluded. The overall score for SPI 1 is 98.9%
  • Client-Group - Each client-group has an average of between 95% and 100%. The only exceptions to this are “refugees” (average of 75.2%) and “young people at risk” (average of 94.8%).
  • Service Type - All service types with an SPI 1 return are above 95% apart from “almshouses” (average of 89.5%) and “adult placements” (average of 91%).
  1. There are 25 providers with an average score of 100%. This includes Oxfordshire Learning Disability Trust with 32 SPI 1 returns and Oxfordshire Mind with 5.
  1. The following services have a low score for SPI 1 (availability). Two of these services are in process of closing.

SPI 2a Utilisation levels (accommodation-based services)

  1. The maximum score is 100%. In terms of performance, the higher the score the better.
  1. The data for SPI 2a covers 268 services. The overall score for SPI 2a is 94.9%
  • Client-Group – The highest score is for “homeless families with support needs” (average of 100%) and “offenders / people at risk of offending” (average of 99.1%). The lowest score is for “women at risk from domestic violence” (average of 70.3%) and “refugees” (average of 80.1%).
  • Service Type - All service types with a SPI 2a return are above 80% apart from “women’s refuge” (average of 70.3%).
  1. For the SPI 2a measure (utilisation, accommodation based) there are 13 providers with an average score of 100% or above. This includes 2 providers where the average SPI 2a score is above 100%.

  1. The data for SPI 2b covers 35 services. The overall score for SPI 2b is 102.4% - a number of floating support returns have indicated that their utilisation is greater than their capacity.
  1. Only two client-groups fall below 90%, these are “homeless families with support needs” (average of 80.4%) and “physical or sensory disability” (average of 80.5%)

  1. The maximum score can be above 100%. The expected score lies within the range of 80% to 120%.
  1. The data for SPI 3 covers 301 services, as supported lodgings type services are excluded. The overall score for SPI 3 is 100.7%.
  • Client-Group - The highest score is for “offenders / people at risk of offending” (average of 106.8%). “Women at risk from domestic violence” has an average of 84.4% - the third score below 90% for this client-group
  • Service Type - The highest score is for “accommodation for teenage parents” (average of 124.2%).
  1. There are 21 providers with an average score of over 100%. There are three providers with an average SPI 3 score of above 110%.

SPI 4 – Throughput

  1. There is a large amount of variation here. The maximum score can be over 100%, in some cases well over 100%: if there are six clients in the service at the start of the quarter and six users in the service at the end of the quarter with no leavers the score is 100%, add one leaver and the score becomes 117%.
  1. The data for SPI 4 covers 303 services. The overall score for SPI 4 is 136.8%
  • Client-Group – All client-groups have a score of over 100% apart from learning disabilities (98.1%). The highest throughputs are for “women at risk from domestic violence” (average of 326.5%) followed by “single homeless with support” (average of 282.4%) and “drug problems” (237.3%).
  • Service Type – “direct access” has an average of 856.9%. This service type covers 3 returns.

Women’s refuges

  1. Two of the three women’s refuges (Sahara and Banbury Refuge) appear to be having problems with performance. The three returns for this client-group show an average score of lower than 85% for three separate measures, (departures, utilisation and staffing).

  1. 17 services have not made a return for quarter 4 of 2005/06, this includes 12 outstanding quarter 4 returns from Advance SOLD and 4 outstanding quarter 4 returns from Advance
