1.0INTRODUCTION / BACKGROUND
Mission Support Alliance’s Electrical Utilities department manages the transmission and distribution system at the Department of Energy’s Hanford site in eastern Washington. The Hanford site was established in the 1940s to support the Manhattan Project, and has been in cleanup mode since 1989. Along with cleanup is the reconfiguration of the complex and consolidation onto the Central Plateau. The electrical transmission and distribution system is being reconfigured on pace with the consolidation, resulting in the excessing and disposal of old electrical equipment. MSA seeks a subcontract to assist with the disposition of excess transformers and transformer oil. Hanford has a total of about 1200 transformers in inventory, most of which will remain in operation for many years. Others are past their design life, not needed or otherwise candidate for excessing.
2.0OBJECTIVE
There are currently a number of transformers and other equipment in inventory that are ready to be dispositioned (disposed or recycled), and many others that are operating past their design life. MSA seeks a subcontractor to recycle transformers that are in the current excess inventory, recycle transformer oil currently being stored, and to remain on contract for future transformer and oil disposition efforts.
3.0DESCRIPTION OF WORK – SPECIFIC
All items to be handled by the Subcontractor will be radiologically-released by MSA (i.e. MSA Radiation Protection First Line Manager must give approval) prior to relinquishing any items to the subcontractor for disposition. MSA will be responsible for loading excessed transformers and switchgear on to the Subcontractor’s truck, and providing laboratory results from polychlorinated biphenyl (PCB) analysis of transformer oil.
Work to be performed by the Subcontractor:
- Pick up and recycle transformers that are currently awaiting disposition (having had <50 ppm PCB oil). These transformers have been drained and filled with an absorbent. The oil from these transformers has been dispositioned already.
- Haul off and recycle switch gear cabinets currently ready for recycling.
- Pump MSA’s used transformer oil into subcontractor tanks, transport off-site and perform recycling services. MSA will provide laboratory results of the PCB analyses of the oil and will provide radiological control support to ensure oil is free from radioactive contamination. This oil will have PCB concentrations less than 50 ppm.
- Ongoing pickup and recycling of excess switch gear, transformers (<50 ppm PCB having been drained) and used transformer oil (PCB<50 ppm).
4.0REQUIREMENTS
Subcontractor must be DOT-licensed to haul PCB contaminated oil and equipment. Subcontractor must be qualified in their state of business to handle and recycle equipment and oil that contains up <50 ppm PCBs. Trucks must be road ready and approved for hauling.
General
For any work performed on the Hanford Site or any MSA controlled facility, the provisions of theOn Site Services Special Provisions, will apply to Subcontractor personnel.
4.1Engineering Requirements

4.2Environment, Safety, & Health (ES&H) Requirements
The Subcontractor shall exercise a degree of care commensurate with the work and the associated hazards. The Subcontractor shall ensure that management of safety and environmental functions and activities is an integral and visible part of the Subcontractor’s work planning and execution processes. The Subcontractor shall flow down safety and environmental requirements to the lowest tier Subcontractor performing work on the Hanford site commensurate with the risk and complexity of the work.
Prior to start of work the Subcontractor shall work with the MSA Buyers Technical Representative (BTR) to do a Job Hazard Analysis (JHA).
All subcontractor and sub-tier employees shall have completed OSHA Hazard Communication training that meets the MSC requirements of Hazard Communication
Subcontractors and its lower-tier subcontractors shall be responsible to complete an Employee Job Task Analysis (EJTA) for any of the following situations:
- For any subcontractor employee who will be on the Hanford Site for more than 30 days in a year.
- For any subcontractor employee who may potentially be exposed to hazards (e.g. radiological, beryllium, hazardous wastes, noise) while performing in accordance with the subcontract statement of work.
- For any subcontractor employee enrolled in a medical or exposure monitoring program required by 10 CFR 851, and/or any other applicable federal, state or local regulation or other obligation.
If any of the above conditions are met, the subcontractor and its lower-tier subcontractor employee is to have a current approved EJTA prior to that employee beginning work on the Hanford Site.

Subcontractor is also responsible for complying with Department of Transportation requirements (49 CFR parts 171-180) specific to the transport of transformers and transformer oil that may contain up to 50 ppm PCB.
Subcontractor shall recycle transformer oil (<50 ppm PCB) in accordance with WAC 173-303-515 “Standards for the Management of Used Oil” whereby the oil is managed/recycled as “used oil”. PCBs 2 ppm are to be managed as used oil in accordance with the WAC regulations only if reclaimed/re-fined. If subcontractor burns the oil, it needs to be managed as Toxic Substances Control Act (TSCA) waste in accordance with 40 CFR 761.20(e) TSCA regulations.
The Buyer reserves the right to inspect/audit the subcontractor and its lower-tier subcontractors facility for information purposes. The Subcontractor Contractors shall allow the Buyer’s personnel to access their facility. Buyer’s inspection/audit may include non-MSA Hanford personnel. The audit report may be shared with other Department of Energy contractors. The Subcontractor Contractor shall allow the Buyer to inspect/audit their facility for compliance to applicable requirements at any time during the performance interval period
4.3Quality Assurance (QA) Requirements
The work activities for this statement of work shall be performed in accordance with the following MSA Quality Assurance Program and Procedures: N/A

5.0PERSONNEL REQUIREMENTS
5.1Training and Qualifications
Subcontractor shall ensure that its personnel meet and maintain the appropriate training, qualification and certification requirements.
All personnel performing work on this task shall have the necessary training for access to the Hanford site and systems. The training required to support this work effort is listed below.

Contractor drivers shall have a valid Commercial Driver’s License (CDL) with a HazMat endorsement.

Subcontractor employees will be required to submit to vehicle searches and not personally carry or transport certain prohibited articles.
5.3Work Location / Potential Access Requirements
Work location will be at the 253E yard in the 200 East area of the Hanford site.
5.4Site Access and Work Hours
Hanford personnel at the Hanford Site work a standard 4/10 schedule. The standard work week consist of ten (10) hours of work between 6:00 am and 4:30 pm, with one-half hour designated as an unpaid period for lunch, Monday through Thursday.
Work performed outside normal operating hours shall be coordinated and/or approved through the BTR and/or the Contract Specialist prior to performing the work.
6.0MEETINGS
Subcontractor shall participate in all meetings as required by the Buyer’s Technical Representative (BTR).

Subcontractor information shall be submitted in either hard copy or electronic format (If electronic, it must be viewable using either Microsoft® Windows®, Microsoft® Office, or Adobe® Acrobat® software).
Configuration Management:
None.
Reporting Administration
The Contractor shall provide with each invoice a statement certifying the treatment andpaths of all items received. The invoice shall provide a list of items received, date received at Contractor facility, testing performed (for PCB content), material/waste weight, copies of the Chain of Command forms used, and the applicable manifest number.
The contractor shall provide the Buyer with copies of applicable certifications and/or licenses authorizing the Contractor to transport and manage hazardous waste.
Meetings
General purpose of meetings is for the coordination, control, and direction of the Work. In addition to meetings addressed by this Section, Subcontractor may be required by other Sections and other Subcontract documents to conduct special-purpose meetings and various safety meetings and briefings.
MSA will issue meeting notices and prepare an agenda and minutes for each meeting addressed in this Section. When applicable, minutes will identify action items, assigned actionees, and due dates.
- Kickoff Meeting - Before start of the Work, MSA will conduct a conference at a time and Hanford Site location agreed to by Subcontractor and MSA. Invited attendees will include MSA, Subcontractor, key lower tier subcontractors and others having an interest in the Work. Purpose of the conference is the coordination of Work start up and familiarization of project participants with the Work and worksite.
- PROGRESS MEETINGS -MSA may hold periodic meetings to assess progress or issues. Subcontractor may be required to provide written status or discussion.
- The purpose of the meetings is the exchange of Work-related information.

The Buyer reserves the right to inspect/audit the Subcontractor’s facility for information purposes. The Subcontractor shall allow the Buyer’s personnel to access their facility. Hanford Site Drill/Exercises
The Hanford Site periodically performs emergency response drills and exercises. Subcontractor personnel onsite at the time of an exercise/drill are to participate by taking the required response actions unless exempted in writing.
